HomeMy WebLinkAboutPC Minutes 02-17-81 TUSTIN PLANNING AGENCY Minutes of Regular Meeting February 17, 1981 The Planning Agency held a regular meeting Tuesday, February 17, 1981, in the Council Chambers of the Tustin City Hall, 300 Centennial Way, Tustin, California. The meeting was called to order by Chairman Saltarelli at 3:04 p.m. The Pledge of Allegiance was led by Mrs. Kennedy and the invocation was given by Mr. Edgar. ROLL CALL Present: Hoesterey, Edgar, Sharp, Kennedy, and Saltarelli Absent: None Also present: Mike Brotemarkle, Community Development Director James Rourke, City Attorney, Dan Blankenship, City Administrator, Midge Mehl, Recording Secretary MINUTES The minutes of the regular meeting held February 2, 1981,were approved as written. PUBLIC HEARINGS USE PERMIT 81-4 Applicant: Location: Request: Euguene Roach and Associates 700 W. First Street Authorize construction of 9,000 square foot professional office building Mr. Brotemarkle stated the applicant, Eugene Roach, is filing for Use Permit No. 81-4, on behalf of Michael Jacobs, the property owner. This site is going through a prolonged demolition of the older single family residence on the sight. After review and study of the site plan, staff recommends, that with the modification of the aisle width, a condition of corresponding Resolution No. 1946, that the Use Permit 81-4 be approved as requested. Public hearing opened. Eugene Roach, applicant, presented himself for questioning in regards to the details of the proposed structure. No questions. Design was complimented by agency members. Public hearing was closed. MOTION by Edgar, SECONDED by Sharp, to approve Use Permit No. 81-4 and the adoption of Resolution No. 1946. AYES: NOES: Hoesterey, Sharp, Edgar, Kennedy, and Saltarelli None USE PERMIT 81-5 Applicant: Location: Request: A.C. Robertshaw 14742 Plaza Drive Subdivide office building into office condominiums Mr. Brotemarkle received a communication from A.C. Robertshaw requesting that Use Permit No. 81-5, and Tentative Tract No. 11389 be continued until the first meeting in March, 1981. Robershaw, and continue Use Permit No. 81-5 and Tentative Tract No. 11389 until March 2, 198l. MOTION by Sharp, SECONDED by Kennedy to continue this hearing to the first meeting in March, 1981. AYES: NOES: Hoesterey, Sharp, Edgar, Kennedy and Saltarelli None OLD BUSINESS Sign Plan for Diamond Exchange Mr. Brotemarkle states that during the regular meeting held January 19, 1981, an amendment to Courtyard Shopping Center's Master Plan of Signs was approved. However, in that approval a condition was imposed that the sign background shall be opaque to conform with the blackout background of the signs at night. The owner of the Diamond Exchange wishes to appeal this condition to allow the use of a totally illuminated cabinet sign for his business. Staff recommends that we pursue the opaque background. Mr. Chaleston, owner of the Diamond Exchange, stated that having a dark background for his sign would make the letters small and unreadable during the day, and that it would not do justice to the store. He asks that we reconsider his plan for the sign. Mr. Chaleston said that he presented his sign plan to the property owners and that they had no objections. Mr. Saltarelli said that he thought the applicant's request should be granted. MOTION by Saltarelli, SECONDED by Edgar to approve the use of the fully illuminated cabinet sign by Diamond Exchange. Mrs. Kennedy questioned staff's recommended denial of the request. Mr. Brotemarkle stated that the sign, having a fully illuminated cabinet rather that the individual illuminated letters may promote other business' in the Courtyard to request signs differing from the original plan. Mr. Edgar stated that there is only one other such location available in this Courtyard. Signs are fixed and this would not be a precedent for changes. AYES: NOES: Hoesterey, Sharp, Edgar and Saltarelli Kennedy NEW BUSINESS Tentative Tract 11389 This business was deleted from agenda. (Please see Public Hearings: Use Permit 81-5). Planning Agency Minutes February 17, 1981 Page -3- Old Town Parking Study This study report is pursuant to requests from property owners and public to discover solutions to the parking problems in Old Town Tustin. Mr. Brotemarkle briefy went through the report. He explained the breakdown of the Old Town area, the available city parking funds, and he suggested a few possible short-term, long-term solutions to the parking problems presently existing throughout this area. Mr. Saltarelli suggested that this report, needing extensive review, be put on the Redevelopment Agency agenda in 60 days. MOTION by Saltarelli, SECONDED by Sharp, to have Old Town Parking Study report placed on the Redevelopment Agency's agenda April 2~, 1981, to include specific financial recommendation in terms of acquistition of the four (appraised) parcels. Mr. Thomas Kelly expressed the opinion that the city should not involve itself in seeking solutions to the parking problems which are minor and occur only at brief intervals. He also stated that the Redevelopment Agency should not have an eminent domain policy as business owners may lose their property to provide additional unneeded parking spaces. He requested a reaffirmation of past policy for the Agency not to use condemnation. Since there was not a specific proposal for acquisition or condemnation and since this was a prerogative of the Redevelopment Agency rather than Planning Agency, the Chairman and Agency members concurred the matter should be continued to a Redevelopment Agency session. AYES: NOES: Hoesterey, Sharp, Edgar, Kennedy and Saltarelli None PUBLIC CONCERNS None STAFF CONCERNS Mr. Brotemarkle, for information purposes, discussed the past approval of an additional space to the Tustin Village Mobile Home Park. One of the suggested conditions of the addition was that permanent, marked locations be established in the park via survey. In working with the mobile home park, we've discovered that the sight was not properly surveyed many years ago and that there is no accurate survey on the park. Because of this we've decided to only locate and mark the additional space approved rather than the whole park. All were in concurance with this decision.
