HUSTON, CITY MANAGER FROM: REDEVELOPMENT AGENCY SUBJECT: STATUS REPORT ON REDEVELOPMENT AGENCY PROJECTS SUMMARY Redevelopment Agency staff provides a monthly update on redevelopment related projects. RECOMMENDATION Receive and File. FISCAL IMPACT There is no fiscal impact associated with this agenda item. BACKGROUND/DISCUSSION The attached status report focuses on the status of projects that Agency staff and Board members are working on and other Agency items of interest. Christine A. October 2010 Status Report on Redevelopment Agency Projects Tustin Community Redevelopment Agency October 2010 Status Report Town Center & South Central Redevelopment Project Areas ACTIVITY STATUS ? Prospect Village Project All twelve Live/Work Units have been sold. The Agency is awaiting information from the Developer (Prospect Village LP) in order to issue a Partial Certificate of Compliance on the Live/Work portion of the project in accord with the DDA. Community Development has issued business licenses for businesses in seven of the Live/Work Units. ? The office suites on the second floor of the Main Street Commercial Building are leased. The second floor is at 100% occupancy. The Agency granted a qualified conditional acceptance of a prospective tenant to Prospect Village LP for a th cafe, Free Soul Caffé, Inc. A building permit was issued to Free Soul Caffé on February 10 and a sign th permit was issued on February 19. Free Soul Caffé recently passed its final inspection and opened on th September 18. Approximately 50% of the ground floor tenant space is yet to be leased; the vacant space is at the corner of Prospect and Main. Prospect Village LP and the new owner of the commercial building have executed a Assignment and Assumption Agreement on the DDA and City will issue to new owner a Certificate of Compliance on the commercial building and tenants once all City requirements are met. ? Newport Avenue Extension Continued coordination with the Public Works Department on completion of Phase I Newport Avenue/SR- 55 Ramp Reconfiguration Project and their continued design work on Phase 2, including a property acquisition strategy. No change in status. ? The Agency continues to maintain and manage two occupied Newport Avenue fourplexes purchased for required right-of-way in Phase 2. City Council and Agency Board authorized sale of the property by the Agency to the City on January 19, 2010 and property was conveyed via quitclaim to the City from the Agency on June 30, 2010. ? 14741 and 14751 Newport Avenue (fourplexes). The property has three vacant apartments. They have been repaired, painted and, where necessary, new flooring has been installed. Vacant units are being marketed for month-to-month rental. Stevens Square Parking Agency staff has been contacted regarding development on an underutilized property fronting Main and El Structure Camino Real (the Radan property) which is adjacent to the Stevens Square Parking Structure. The development would provide an opportunity to facilitate improved access to the Stevens Square Parking Structure. Staff is exploring options for facilitating the proposed construction. Staff has completed title work and a record constraints map to determine the property ownership and easement interests in the alley behind the commercial business along Main Street to facilitate coordination of any development proposal on the Radan property with other commercial uses that utilize the adjacent alley and Steven Square Parking Structure. The property owner has indicated they will submit a development pro forma to the Agency shortly. ? Staff is working with Community Development and the City Attorney to address the current condition of the parking structure as well as on-going maintenance issues. A scope of work has been completed and a Structural Engineer will be procured to develop a report identifying any immediate repairs and associated costs necessary to bring the structure into compliance with City Code as well as the ongoing maintenance needs and associated costs. The Agency, which has a 1/3 ownership interest in the parking structure, will be working with the property owner to determine how these costs will be shared. In addition, the City Attorney will work with the property owner to revive the required Community Association for the structure that will be responsible for collecting association fees and overseeing on-going maintenance. st Tustin Town Center – New On September 21, the City Council endorsed the Draft “Strategic Guide for Development” report prepared by Beginnings Study Field Paoli, the City’s principal consultant for “The Neighborhoods of Tustin Town Center” study. Staff will be working with City Departments to begin preparing a more defined schedule for prioritizing General Plan and major zoning modifications, including preparation of new development standards and any necessary environmental impact analysis and documentation. The Fourth Five-Year Implementation Plan for the Town Center and South Central Redevelopment Project Areas will identify Agency resources over the next five years for implementation of many of the action programs and projects identified in the Strategic Guide. Commercial Rehabilitation An update to the Program is currently being drafted. Modifications are expected to include revised boundaries Program for the Program to provide flexibility to utilize RDA funding for RDA Project Areas but also CDBG funding within CDBG Target Areas. No change in status. Page 2 Tustin Community Redevelopment Agency October 2010 Status Report Town Center & South Central Redevelopment Project Areas ACTIVITY STATUS Tustin Library The Library CIP Project has not been completely closed out pending additional work not part of the gkkworks’ contract, including, but not limited to, security cameras and IT connections and installations. City also continues to work on a number of warranty issues with the architect, including but not limited to HVAC issues. Fourth Five-Year Staff is completing a Final Draft of the Fourth Five-Year Implementation Plan, which includes: Implementation Plan for the - Revisiting the goals and objectives of the Redevelopment Plan; Town Center and South - Defining the Agency’s strategy for achieving the goals and objectives of the Redevelopment Plan; Central Redevelopment - Identifying anticipated programs, projects and estimated expenditures for the next five-year period; Project Areas (FY 2010/2011 - Describing how these programs, projects and expenditures will eliminate blight in the Project Area; to FY 2014/2015) - Demonstrating how the Agency is increasing, improving and preserving the community’s supply of low and moderate-income housing; and Identifying how residential development will be implemented in the Project Area per the Agency’s - established goals and in compliance with California Community Redevelopment Law. A Joint Public Hearing to present the Implementation Plan to the Council and Redevelopment Agency for th, consideration and approval was scheduled for October 5but has been recommended for continuation until th October 19. Neighborhood Improvement Agency staff continues to participate in these Task Forces on an ongoing basis. No change in status. Task Force & Tustin Against Graffiti Town Center Refunding Agency staff is working with Finance and a Finance team on the refunding of the 1998 Town Center Bonds to take advantage of current interest rates. Pacific Center East Staff continues to field numerous broker and developer calls and inquiries regarding the former AAE properties and potential interest in development. ? Preliminary discussions with Schools First Federal Credit Union (“Schools First”) have occurred regarding its interest in purchasing a vacant parcel next to its property at 15442 Newport Avenue. A draft Exclusive Negotiation Agreement (“ENA”) with Schools First was transmitted to Schools First who have requested certain corrections to the document which are under review. ? Based on direction from the Agency, a draft Exclusive Negotiation Agreement (“ENA”) is being prepared by City staff for transmission to RD Olson Development, Inc. in response to its interest in development of 2 hotels and a restaurant on property on the west side of Newport Avenue, north of the new SR-55 eastside ramps, south of Edinger Avenue. ?Preparation of a parcel map for the former AAE property is nearing completion to facilitate establishing clearer and more definitive boundaries for property to be conveyed to Cal-Trans as part of the new ramps, property to be retained by the City for public right-of-way and public utility purposes, and any remainder parcels to be marketed for future sale. ?Repairs and clean up of the facility at 15171 Del Amo Avenue have been completed. Lee & Associates is marketing the approximately 85,000 square foot facility under a requested short term objective. Staff is working with Public Works and the Police Department to keep the property maintained and secure while it is vacant. Page 4 Tustin Community Redevelopment Agency October 2010 Status Report MCAS Tustin Redevelopment Project Area ACTIVITY STATUS ? The District at Tustin Legacy Vestar is currently working with the Army Corps of Engineers to arrive at a short term solution for continued use of the surface parking area adjacent to the Lifestyle Center and has asked that the City not participate. ? Reviewed entitlement applications for uses and special events at The District and provided comments to Community Development. All requests were reviewed for conformance with the DDA and the Redevelopment Plan for MCAS-Tustin. No change in status. ? Coordinated with Public Works on status of public improvement obligations, Vestar/Kimco obligations and City reimbursement obligations under the DDA and Infrastructure Construction and Reimbursement Agreement. Amendments to the DDA and Infrastructure Construction and Reimbursement Agreement have been drafted and transmitted to Vestar. The Amendments are currently being discussed with Vestar. ? The County will likely bring forward to its Board of Supervisors a formal recommendation to abandon County of Orange planning of a commercial sports complex on the 84 acre regional park site and will be recommending an approach for formal concurrence by the Board for pursuing a more conventional approach to development of the 84 acre regional park site. ?The County still intends to pursue modifications to its application to the City, acting as the Local Redevelopment Authority under the Base Closure process. Once submitted to the City, staff will review the application along with the legal issues related to the conveyance requests with the County of Orange, Washington D.C. special legal counsel, and the Department of the Navy. Provided a monthly status report to the California Department of Housing and Community Development (HCD) Local Agency Military Base and continue to respond to periodic inquiries from tax consultants representing potential and existing businesses. Recovery Area (LAMBRA) An updated and revised LAMBRA Policies and Procedures Manual and updated LAMBRA Marketing Plan are currently being reviewed. No change in status. Tustin Unified School District Awaiting direction from City Council/Agency Board on quitclaim deeds and conveyance agreements previously transmitted to TUSD in December 2008. No response to date from TUSD. No change in status. Page 5 Tustin Community Redevelopment Agency October 2010 Status Report MCAS Tustin Redevelopment Project Area ACTIVITY STATUS ? The City Council approved the entitlements necessary for the Coventry Court 240 unit project to be Lennar/Marble Partners/Meta developed as rental senior housing rather than an ownership project at a Special Meeting on July 7, 2010. Housing Agency produced First Amendment to the Housing Affordability Agreement which was provided to Lennar for execution, as well as a Regulatory Agreement to the applicant, Tustin Coventry Seniors, LP. Execution of the First Amendment has occurred and the Agency is awaiting fully executed copies of all Regulatory Agreement to record. ? Agency staff supported a request by Tustin Coventry Seniors, LP to apply for multi-family revenue bonds through California Statewide Communities Development Authority and tax credits through the Tax Credit th Allocation Committee. A public hearing was held by the City Council on August 18regarding the issuance by CSCDA of tax exempt bonds. Agency staff has reviewed the California Debt Limit Allocation Committee application and provided appropriate comments. ? South Orange County The Phase 3A Concept Plan has been approved and the City Attorney’s Office is working on an Community College District infrastructure reimbursement agreement between the agencies. ? Continued to monitor SOCCCD compliance with the Conveyance Agreement and Sublease in coordination with Public Works, Community Development, the City Attorney and the City’s Washington D.C. special legal counsel, Kutak Rock. Continued to meet and discuss resolution with SOCCCD of issues associated with SOCCCD owned and leased properties and future uses of the properties. ? Coordinated with SOCCCD on insurance renewals pursuant to the LIFOC. City-Maintained Properties Continued to perform property and landscape maintenance oversight at City-maintained properties (Outside of Master Developer (approximately 46 acres) outside of the Master Developer footprint, including coordinating with landscape Footprint) maintenance contractor on tree trimming, and weed and debris abatement. No change in status. Continuing 12-month Fire Station design process with Design Consultant and Orange County Fire Authority Fire Station 37 Relocation staff. The Schematic Design phase of the project has been completed and Zoning Administrator action on the Schematic Design phase of the project was completed. Design Development Phase documents have been submitted and have been reviewed by the City and OCFA. The Design Consultant is responding to comments and will now move onto the construction plan phase of the project. Page 6 Tustin Community Redevelopment Agency October 2010 Status Report MCAS Tustin Redevelopment Project Area ACTIVITY STATUS Legislation Monitored proposed Defense Authorization Act budget submittals in coordination with the City’s Washington D.C. special legal counsel, Kutak Rock, and continued to participate in Federal Outreach Advisory Committee of the Association of Defense Communities. Drafted and recommended proposed legislation to the Federal Outreach Committee of the Association of Defense Communities (ADC) for inclusion in the ADC legislative priority publications. The proposed legislation would facilitate exchange of properties with a military department for in-kind consideration or dollars. ? Master Developer Footprint Continued to coordinate with the Department of Navy (DoN) on its review of a Project Environmental (820 acres) Review Form (PERF) for mass grading, utility and building demolition, and erosion control on Navy-owned property within the Master Developer Footprint, and continued to coordinate response to the Base Cleanup Team (BCT) with the City’s special Washington D.C. counsel, including: the DoN, the Environmental Protection Agency (EPA), the Department of Toxic Substances Control (DTSC), and the Regional Water Quality Control Board (RWQCB). Authorization from the BCT is one of the few outstanding requirements prior to issuance of a rough grading permit for the Master Developer Footprint. No change in status. ? Termination and Settlement Agreement executed between TLCP and the City July 6, 2010. Escrow closed on August 5, 2010 transferring all property and property rights back to the City. City staff has completed an inventory and index of all hard copy and electronic documents and plans submitted to the City by TLCP. ? Authorization to enter into an interim Transitional Property Management Plan was approved by the City Council on September 7, 2010 and the agreement was subsequently executed by all parties and interim property management services have commenced. An RFP is being prepared to solicit responses from caretaker firms for longer term services. ? City and Agency staff and select subconsultants are working on preparation of a framework revising the City’s disposition and business plan strategy for the site. ? Coordinating with Public Works and Irvine Ranch Water District (IRWD) for the installation of a well (Well TL-1) at the northeast corner of Barranca Parkway and Armstrong Avenue, including the preparation of an access and construction license and exclusive easement for well purposes. Page 7 Tustin Community Redevelopment Agency October 2010 Status Report MCAS Tustin Redevelopment Project Area ACTIVITY STATUS Tax Allocation Bond - 2010 Redevelopment staff working with Finance Department to secure bond financing for priority major backbone infrastructure at Tustin Legacy such as completion of Tustin Ranch Road. Redevelopment and Finance currently working with bond counsel, disclosure counsel, agency counsel, financial advisor, fiscal consultant, and underwriter in the sizing and the structuring of the debt. Navy(DoN) Attended and participated in the Base Cleanup Team (BCT) and Restoration Advisory Board (RAB) meetings on September 15, 2010. Reviewed, disseminated to applicable stakeholders, and followed-up with the City’s special Washington D.C. counsel, including: the DoN, the Environmental Protection Agency (EPA), the Department of Toxic Substances Control (DTSC), and the Regional Water Quality Control Board (RWQCB) on the following documents, as needed: Draft Finding of Suitability to Transfer (FOST) #9 o nd 2 Quarter Groundwater 2010 Progress Monitoring Report (OU 1A and OU1B) o Final Pre-Design Work Plan (OU4B) o Final 2009 Annual Groundwater Monitoring Report (OU4B) o Final First Quarter 2010 Data Summary Report (OU4B) o st 1 Quarter 2010 Groundwater Monitoring Data Summary o Housing ACTIVITY STATUS Monitor Foreclosure Activity Assembled, prepared and submitted the monthly foreclosure report to the City Council. The reports are used to monitor trends and spot potential issues regarding pre-foreclosure and foreclosure activity among residential and commercial uses. A quarter-by-quarter analysis was completed to look at the trend over the last 15 months. Page 8 ? Tustin Community Redevelopment Agency October 2010 Status Report Housing ACTIVITY STATUS Affordable For Sale Housing Resales ? There are currently fifteen (15) affordable re-sale homes on the market: seven (7) moderate-income homes at Tustin Field I, one (1) low-income home and one (1) moderate-income home at Tustin Field II, one (1) low- income home at Cambridge in the Villages of Columbus, one (1) moderate-income home at Clarendon in the Villages of Columbus, one (1) moderate-income home at Camden in the Villages of Columbus and three (3) moderate-income homes at Arbor Walk. Staff is working with existing homeowners to process paperwork as needed. One (1) application has been approved for a low-income home at Tustin Field II. The final sale date of that home is unknown at this time. Another application has been submitted for a moderate-income home at Tustin Field I. Staff is in the process of reviewing the submitted application. Staff is anticipating one (1) initial application to be submitted for a purchase of a moderate-income home at Clarendon in the Villages of Columbus. Staff will review the submittal in order to determine if the applicant qualifies for the affordable housing program. Staff will continue to review the documentation submitted in order to verify buyers’ eligibility to participate in the affordable housing program as we receive it. Lenders ? Staff is working with the Neighborhood Housing Services of Orange County (NHSOC) to identify lenders who support their program and who would be interested in working with the City’s Affordable Housing Program. The first lender to review and approve the City’s Affordable Housing Program documents is Northern Trust. Affordable homebuyers interested in purchasing in Tustin can apply through NHSOC. NHSOC will prescreen interested applicants for income eligibility; inform the applicants about additional NHSOC home buying assistance programs; and direct applicants to appropriate lenders. NHSOC will also provide all NHSOC program applicants with the City’s current resale list of affordable homes. Page 9 Tustin Community Redevelopment Agency October 2010 Status Report HOUSING ACTIVITY STATUS Residential Rehabilitation Rehabilitation work on a single-family home in the South Central Project Area has been completed. In addition, Program preliminary approval has been granted for rehabilitation work on a fourplex in the South Central Project Area. Staff is currently working with Community Development to prepare project specifications. Work is nearing completion on a comprehensive update to the City’s Housing Rehabilitation Program and staff’s development of recommendations for a proposed Mobile Home Subsidy Program for Seniors, which will require City Council review and approval. No change in status. ? Affordable Homeowners Staff approved three (3) refinance transactions in the month of August. Refinancing ? Five (5) additional submittals have been received from lenders on behalf of affordable owners which include final documents. The Agency expects to approve these transactions in the near future. ? Initial documents for one (1) refinance transaction from a lender on behalf of affordable owners has been submitted. Staff expects to receive final documents in the near future. ?On refinancing, Agency-assisted homeowners are saving an average of $159 on their monthly mortgage payments. Reimbursement Agreement Through the existing affordable housing Reimbursement Agreement between the Agency and the City, the City between the City and has been reimbursed by the Agency for subsidies on 81 of the 118 units associated with the reimbursement Community Redevelopment agreement. An internal tracking document has been updated with recent reimbursement actions which included Agency & RDA Housing Bonds the Housing Tax Allocation Bonds issued in March 2010. Mortgage Credit Certification In December, the California Debt Limit Allocation Committee (CDLAC) awarded Orange County an additional (MCC) Program $14,000,000 in mortgage credit certificates. The National Homebuyers Fund, Inc. (NHF) is now administering the program for the County. Only NHF-approved lenders can participate in issuing mortgage credit certificates to qualified first-time homebuyers. Staff has submitted a list of lenders who currently work with the Agency for NHF to contact. To date, three (3) lenders have been approved by the NHF to participate in issuing mortgage credit certificates. The Agency website has been updated with the new administrator’s (NHF) MCC program information. No change in status. Neighborhood Stabilization The Agency is monitoring the County’s application with the State and will retain the right to participate in the Program (NSP) county-wide program once additional information is made available from the County. No change in status. Page 10 Tustin Community Redevelopment Agency October 2010 Status Report HOUSING ACTIVITY STATUS Preservation of At-Risk Initiated discussions with Tustin Gardens regarding the extension of affordability restrictions as part of Housing Affordable Housing Units Element implementation activities. No change in status. Orange County The Agency continues to participate in these programs and initiatives on an ongoing basis. Staff worked with Homeownership Preservation the Tustin Effective Apartment Managers (TEAM) to identify apartment complexes willing to lease to families Collaborative (OCHOPC) & who have gone through a foreclosure and provided that information to OCHOPC. No change in status. OCBC Workforce Housing Committee Homeless Prevention and The County awarded funds to Families Forward, Mercy House and Friendship Shelter to administer this county- Rapid Re-Housing Program wide program. Funded under the American Recovery and Reinvestment Act of 2009, the program provides financial assistance to households at risk of becoming homeless and who need temporary rent or utility assistance. Staff meets bi-monthly with TEAM to insure Tustin residents, who risk eviction, access the program. There have been at least nine (9) Tustin households who have benefited. No change in status. th Monitoring Tustin’s Affordable On May 27, staff mailed 239 annual monitoring letters to homeowners requesting documentation verifying th Homeownership Inventory continuing compliance with their affordability covenants. Homeowners were given until June 30 to respond thth and, as of July 12, 202 affordable homeowners have provided the necessary documentation. On July 6, staff st mailed a second notice to the homeowners who had yet to respond. Homeowners were given until July 31 to provide the necessary documentation. In August, a “Failure to Respond” letter was mailed to three (3) homeowners who had not submitted any documentation and they were given until August 31 to provide documentation. All three (3) homeowners have now responded. One (1) homeowner submitted an incomplete st response so a “Notice of Default” letter was sent to the homeowner on September 1. The letter gave the th homeowner until September 30 to submit a complete response. In addition, one (1) homeowner who submitted th incomplete information was sent a “Failure to Respond” letter on September 20. The letter gave the th homeowner until October 4 to submit a complete response. If a complete response is not received by the stated deadline, a “Notice of Default” letter will be sent to this homeowner as well. Staff will continue to monitor the responses received. Page 11 Tustin Community Redevelopment Agency October 2010 Status Report HOUSING ACTIVITY STATUS th California Statewide At an August 18 Public Hearing, the Agency brought forward the issuance of multi-family housing revenue Communities Development bonds for the purpose of financing the acquisition and construction of the Coventry Court Senior Citizen Authority Housing Bonds Apartment project for the City Council’s consideration. The Council adopted Resolution No. 10-79, approving the issuance of the multi-family revenue bonds. The California Debt Limit Allocation Committee approved the bond issuance for Coventry Court at its September 22, 2010 meeting. California Tax Credit As a result of Tustin Coventry Seniors, LLC’s 2010 Low Income Housing Tax Credits application to the Tax Allocation Committee – 2010 Credit Allocation Committee (TCAC), staff completed and submitted a Local Reviewing Agency Project Low Income Housing Tax Evaluation Form to TCAC. Credits Housing Section on the City The Housing section on the City’s website has been expanded and updated. The new information includes fact website sheets for potential buyers and lenders, a preferred lenders list for potential buyers, refinance information, re-sale report of current available properties in the City, details regarding our residential rehabilitation program as well as other useful information. The Agency will update this section on a continuous basis. After the update was completed in July, the Housing section experienced a 21% increase in the number of visits during August. Page 12 Tustin Community Redevelopment Agency October 2010 Status Report Economic Development/ and Other Miscellaneous Administration Topics ACTIVITY STATUS ?th Legislation On August 30, the California Redevelopment Association (CRA) submitted its opening brief on appeal with the Third District Court of Appeal to overturn a $2.05 billion dollar raid of redevelopment funds by the State. CRA is appealing a May 2010 Sacramento Superior Court decision by Judge Lloyd Connelly which upheld the legality of Assembly BillX4-26. ABX4-26 was passed in July 2009 as part of the 2009/10 state budget and authorized a total of $2.05 billion in local redevelopment tax revenue shifted to fund the state’s obligation to schools. In requiring this transfer of redevelopment funds from local communities ultimately to fill state budget holes, ABX4-26 violates the State Constitution. CRA hopes the Court of Appeal will rule by May 2011, before the next payments are due. Agency staff will continue to monitor. ? , Following the Senate’s passage of AB 253121-12, and Assembly concurrence with the Senate changes to the legislation, the bill went to the Governor’s desk for signature on September 10, 2010. To date, the Governor has not signed the bill. AB 2531 will give redevelopment agencies clear authority to use their resources for economic development activities that will create and support jobs, assist industrial and manufacturing businesses, and investments to grow California’s economy. Larwin Square & Tustin Agency staff is assisting Community Development Department in its efforts to keep Kimco Realty Corporation Heights Shopping Centers (Kimco/Prudential) on schedule for completing improvements to Larwin Square. Larwin Square recently began work on façade improvements. California Redevelopment Staff submitted applications to CRA nominating the Tustin Library as an outstanding project in the category of Association (CRA) 2011 “Public Spaces and Linkages” and the “The Tustin Hangars: Titans of History”, an historical documentation Awards of Excellence mitigation program, for its extensive historical preservation efforts under the category of “Special Citation”. Industrial Development Bonds The Agency is exploring opportunities to work with California Statewide Communities Development Authority (IDB) (CSCDA) in promoting Industrial Development Bonds (“IDBs”). After initially indicating they were going to conduct a statewide mailing, CSCDA chose to partner with the California Manufacturing and Technology Association instead. In addition, CSCDA is target marketing to manufactures who have previously utilized IDBs. These materials will be used to Information support the Agency’s outreach efforts for business retention and expansion, respond to questions on the status of the Tustin Legacy Project and provide additional updated information on the City’s housing programs. ?The City is also receiving questions regarding the status of Tustin Legacy related infrastructure projects and services funded by several of the Tustin Legacy related Community Facilities Districts. Tustin Chamber of Commerce Continue to participate in the Chamber’s Business and Economic Development Council (BEDC). Staff is working with a committee from the BEDC to evaluate the Business Outreach Program, reviewing past visits and events and inventorying who has attended or been contacted. The committee will report back to BEDC with recommendations for the 2010 Business Outreach Program. No change in status. ? Discussions with the Chamber are pending on the City’s comments to the Chamber’s Totally Tustin program given other Chamber priorities and financial commitments at this time. No change in status. Wireless Master Plan Staff is currently working with City’s consultant, ATS Communications, in securing additional carriers for Implementation locations identified in the Wireless Master Plan as being deficient in terms of coverage. ATS and staff are reviewing proposed carrier proposals at Tustin Sports Park, Citrus Ranch Park, Pine Tree Park, and Cedar Grove Park. All proposed license agreements will be brought to the City Council for consideration. Commercial Leasing The City Attorney has approved the contract for a firm that will provide a commercial property search feature on Availability the City’s website. The contract has been forwarded to the provider for execution. Once the contract is executed and the necessary insurance documentation is provided, it will take three weeks to add the feature to our website. Users will be able to define search parameters to distinguish between office, retail, and industrial properties and “For Sale” and “For Lease” properties.
