Minutes of Regular Meeting
Monday, December 4, 1978
The Planning Agency held a regular meeting Monday, December 4, 1978
in the Council Chambers of the Tustin City tIall, 300 Centennial Way,
Tustin, California. The meeting was called to order by Chairman
Welsh at 3:03 p.m.
The Pledge of Allegiance to the Flag was led by Mrs. Kennedy and the
invocation was given by Mr. Schuster.

MINUTES
The minutes of the regular meeting held Nove~nber 20, 1978 were approved
as written, with the waiving of reading same.

USE PEP~MITS FOR SCHOOI.S - Resolution No. 1787
Mr. Chase presented the information, stating this concerned a reGuest
for authorization to operate a self-defense school at 120 East Main
Street. He said because the proposed change of use appears to be only
the type of instruction and not a s~stantial change in operation, the
staff would recommend the Agency to authorize the operation of the new
school, subject to the conditions of the original use permit.
There followed a discussion.
5~TION by Kennedy, SECONDED by Schuster, to approve Resolution No. 1787,
authorizing the change of types of instruction at school locations, sub-
ject to conditions of previously granted use permits.

FINAL PARCEL MAP 78-123
Applicant: Williamson and Schm]d on behalf of Robert Vande Vrede
Location:
Southwesterly side of Dow Avenue, approximately 2,400 feet
southeasterly of Franklin Avenue.
Mr. Chase presented the factual data and stated that the Staff would
recommend that the Planning Agency rocommend to the City Council approval
of Final Parcel Map 78-123 by the adoption of Resolution No. 1788.

Mr. Chase presented the factual data and stated the Staff would recom-
mend approval of Resolution No. 1789.
MOTION by Schuster, SECONDED by Kennedy t~at the Planni. ng Agency
recommend to the City Council approval of Final Parcel Map 78-124 by
the adoption of Resolution No. 1789.

VACkNT LAND US}.; STUDY
5ir. C%~ase presented the Vacant Land Use Survey to the Agency, statinq
that it would appear that in the coming years Tustin would begin to
experience a much higher level of activity in the redevelopment area
as vacant land disappears.
The Chairraan ordered the study received and filed.

With the aid of a drawing Mr. Chase pointed out the overh~g requested
by the applicant, lie explained that the building was so situated that
this overhang would not encroach into any setbacks to the point of
being detrimental to adjoininq properties.
There followed a discussion regarding what type of landscaping was
planned for this particular property.
MOTION by Schuster, SECONDED by Sharp to continue this request until
the regular meeting to be held December 18, 1978 in order that the
applicant could submit landscaping plans for the perusal of the Aqency.

COAST FEDERAL SAVINGS ~ND LOAN - PROTOTYPV. OF PROPOSED BUILDING
5~r. Iloward C. Martin, representinq Coast Federal Savinqs & Loan, dis-
played a model of the proposed building, to be constructed on property
located between Thrifty Drug Store and the Bank of American buildings,
stat[nq they were requesting a roof desiqn which was a little different
than others in the irmnediate vicinity.

There followed a discussion and it was the consensus of the Agency
that they should look at the other rooftops in the immediate area
prior to making a decision on this particular request.
The Chairman so ordered.
ADJOURNMENT
There being no further business to come before the Planning Agency
the meeting adjourned at 3:50 p.m. to meet again at the regular meeting
to be held December ].8, ]978 at 3 p.m.
