HomeMy WebLinkAboutPC Minutes 11-20-78TUSTIN PLANNING AGENCY Minutes of Regular Meeting Monday, November 20, 1978 The Planning Agency held a regular meeting Monday, November 20, 1978 in the Council Chambers of the Tustin City lIall, 300 Centennial Way, Tust~n California. The meeting was called to order by Chairman Welsh at 3:u2 p.m. The Pledge of Allegiance to the Flag was led by Mr. Schuster and the in- vocation was given by Mrs. Kennedy. ROLL CAIJJ Present: Chairman Welsh, Mr. Schuster, Mrs. Kennedy, and Mr. Salterelli Absent: Mr. Sharp Also Present: Dan Blankenship, City Administrator Brian J. Chase, Community Development Director Paul Raines, Personnel Director James Rourke, City Attorney (3:22 p.m.) Bob Ledendecker, Engineer Buck Henderson, Orange County Fire Department Mary Wynn, Recording Secretary MINUTES The minutes of the regular meeting held Novel)er 6, 1978 were approved as written, with the waiving of reading same. NEW BUSINESS 1. Formal Finding - School Operations as Related to Use Permits. ~. Chase stated that th~s item had been forwarded to the city attorney, but due to his absence from the city he was unable to review the matter and, with the Agency's approval, he would like to have this item con- tinued until the next regular meeting. The Chairman asked if this would create a hardship on anyone involved and was assured that it would not. MOTION by Kennedy, SECONDED by Salterelli that this item be continued until the next regularly scheduled Planning Agency meeting. AYES: Schuster, Kennedy, Salterelli, and Welsh NOES: None ABSENT: Sharp PUBLIC CONCERNS None STAFF CONCERNS Mr. Chase stated that during the past several weeks a problem had been en- countered in the industrial park and he would like to have some information presented to the Aqency as a means of background information. Mr. Tom McDuff of the Costa Mesa Fire Department gave a slide presentation, which showed how fires could be more serious if the insulation being con- sidered was used in industrial buildings. After the presentation Mr. Chase explained to the Agency that many of the industrial buildings in our industrial park have this type of insulation already installed and,in most cases of buildings now under construction the Department has required the builders to remove this type of insulation and the owners are willing to comply. -2- There followed a discussion a3td it was the consensus of the Agency that an ordinance prohibiting the use of such reflect.ive insulation that would cause undo spread of flames in a fire should be brought to thc Agency in the near future. Mr. Chase said such an ordinance would be forthcoming. AGENCY CONCERNS Mr. Schuster gave a brief r~sume' of a meeting he had attended last week with the Orange County Airport Commission regarding the testing of a new type aircraft, the 727 Boeing 200, which was supposed to create less noise. ADJOU P~NME ~1~ There being no further business to come before the Planning Agency at this time the meeting adjourned at 3:55 p.m. to meet again at the regular City Council meet|ng to be held at 7:30 p.m. this date, in order to hear the public hearing matter of Use Permit 78-23. He said the Community Development staff is now presenting to the Planning Agency -3- a s~te plan of a development which meets all the requirements of the City. It also reflects what the residents on that street consider to be an accept- able development. He said the Staff would recommend approval based on the fact that it meets the requirements of our codes and the General Plan. The Chairman declared the public hearing open and asked if there was anyone in the audience who would like to speak in favor or opposition to Use Permit 78-23. There being no one to speak the Chairman asked the pleasure of the Agency. MOTION by Salterelli, SECONDED by Schuster to close the public hearing and to approve Use Permit 78-23, as recommended by the Staff. There followed a discussion, with Mrs. Kennedy stating that she was still concerned with this particular piece of property; that she felt no more than four units should be permitted on this particular site. AYES: Schuster, Salterelli, and Welsh NOES: Kennedy ABSENT: Sharp ADJOURNMENT There being no further business to come before the Planning Agency the meeting adjourned at 7:42 p.m., to meet again at the regular meeting to be held December 4, 1978.
