June 19, 1978
A regular meeting of the City of Tustin Planning Agency was held
on the 19th day of June, 1978, at 3:00 P.M., in the Council
Chambers, Centennial Way at Main Street, Tustin, California.

Meeting called to order at 3:00 p.m. by Chairman Welsh.
Led by Mr. Saltarelli.
Given by Mrs. Kennedy.
Present: Members: Welsh, Saltarelli, Kennedy.
Absent: Members: Schuster & Sharp (both arrived later in meeting
as noted)

Correction: Page 3, Item 1 of Staff Concerns. Change word family
to industrial.
Moved by Saltarell~, seconded by Kennedy that minutes of June 5,
1978 be approved as corrected. Carried.
1. Variance 78-4 - An application submitted by
George Metsovas requesting authorization of a
five (5) foot side yard setback in lieu of the
required ten (10) foot setback for Lot No. 1 of
Tract No. 8475.
Mr. Chase presented report and request from applicant for contin-
uance due to staff recommendation for denial.
Hearing opened at 3:05 p.m. There being no comments or objections
it was moved by Saltarelli, seconded by Kennedy that this matter
be continued to next regular meeting of July 17, as public hearing.
Carried.
Mr. Sharp arrived at meeting at 3:07 p.m.
2. Use Permit 78-14 - An application filed by
the E1 Camino Bank requesting authorization to
expand the present drive-thru facility and change
the parking lot. The location of the subject
proposal is 300 E1 Camino Real, the site of the
present Lloyd's Bank.
Report presented by Mr. Chase.

Mr. Bill 5~c Dermott, President, requested approval as submitted
to the Agency.
There being no further comments and no objections the hearing was
declared closed at 3:10 p.m.
Moved by Saltarelli, seconded by Kennedy that Plans for UP 78-14
be approved as submitted.
Mrs. Kennedy voiced concern reqardinq parking.
Motion carried.
3. Variance 78-5 - An application [iled by
Ronald Webber et al., requesting authorization
to vary with the Zoninq Ordinance No. 157,
Section 4.6, to allow a multi-family 70 foot lot.
The location of the subject proposal is 525 S.
"B" Street.
Report presented by Mr. Chase with request from applicant that this
matter be continued.
IIearing opened at 3:12 p.m.
Mrs. Ruth Cox, 450 S. "B" Street and Mr. Martin Solberg, 460 S.
"B" Street spoke in opposition of this variance due to parking
and traffic problems.
Mr. Chase stated that staff recommended continuance and have re-
quested the project be redesigned to a lesser density.
Moved by Welsh, seconded by Kennedy that this public hearing be
continued to next regular meeting of July 17, 1978. Carried.

]. Parcel Map 78-110 - An application submitted
by Harry Gates requesting the final map to
divide existing parcel of .84 acres into three
(3) separate lots zoned E-4 (Estate Residential).
Location is south side of Santa Clara between
Laurinda and Prospect.
Report presented by Mr. Chase.
Moved by Kennedy, seconded by Sharp that Planning Agency recommend
approval to the City Council by the adoption of Resolution No. 1758.
Carried.
2. Resolution 1760 - A resolution of the
Planning Agency of the City of Tustin,
recommending to the City Council Disposition of
surplus property not required for C~ty purposes.
Mr. Schuster arrived at 3:25 p.m.
Moved by Shar~, seconded by Kennedy that this matter be continued
to the meeting of July 17, 1978. Carried.

ADJOURN-
MENT
1. Mr. Chase reported that he found no way to restrict the use of
plastic grass without adopting an ordinance to that effect.
2. Mr. Chase reported finding no State standards for handicapped
parking. The State Architect recommends 1 handicapped per 100
parking spaces which is the ratio included in the City Development
Standards to be heard July 17, 1978.
Moved by Kennedy, seconded by Sharp that meeting be adjourned to
meeting of July 17, 1978. Carried.
