A regular meeting of the City of Tustin ?].anninq Agency
was held on the 2]st day of November, 1977, at 3:00 p.m.
in the City Council Chambers, Centenn5al Way at Main
Street, Tustin, California.
Meeting was called to order at 3:04 p.m. by Chairman Sharp.
Led by Mr. Schuster.
Given by Mr. 1.;dgar.
Present: Members: Sharp, Edgar, Saltarelli, Schuster, Welsh.
Absent: Members: None.

Moved by Saltarelli, seconded by Edgar that the minutes of

1. Amendment to Zone Change 77-5 - Investors Deve].opment
of Orange County Inc.
For authorization to amend Ordinance No. 729, which
would authorize a 60 foot minimum lot width in lieu
of the zoning ordinance requirement of 70 feet. S~)-
ject property is located on Plaza Way and Plaza Drive.
After the presentation of the staff report by Mr. Chase, the
public portion of the hearing was opened at 3:10 p.m. There
being no comments or objections tile hearing was cl.¢)sed at
3:]]. p.m.
Moved by Saltarelli, seconded by Welsh to recommend approval
to the City Council of the Amendment to Zone Change 77-5.
Carried unanimous 1~
Use t~ermit 77-33 - Task Consultants Inc., for Packer
Square, to authorize the development and construction
of a 200 unit senior citizen apartment complex in the
Planned Development District (PD). P~operty is located
600' easterly of Newport Avenue and southerly of the
Tustin Heights Shopping Center.
Mr. Chase informed the Agency that the applicant has requested
a conti, nuance until the next regular meeting. Moved by Welsh,
seconded by Edgar to continue as an open p~lic hearing to
Deter)er 5, ]977. Carried unanimously2_
3. Use Permit 77-34 - Inovative Graphics Inc.
To authorize the master sign plan and shopping center
identification pole sign for the Newforth Shopping Center
located at ~2991 Newport Avenue.

After tile presentation of the staff report, the public
portion of the hearing was opened at 3:15 p.m.
Bill Cardone, Inovative Graphics, explained that they will
be removing two pole signs and replacing it with one pole
sign. There are 10 center signs (wall) arid five of the
tenants are w]].ling to conform now and the other five will
have to conform when their leases expire which will be in
the next 18 months.
Mr. Schuster ouestioned the fact that this oole sion is a
center identification with onlv one tenant on it. Accordinc
to the ~)resent sion code this is not allowed.
!4r. Cardone stated that he has spoken to the tenants and
they have agreed that Camile's would be tile only tenant on
the center identification sign.
Mr. Schuster commented that he would rather see all the
tenants on the sign and have a larger sign then having only
one tenant on it. Mr. Cardone assured that the owner would
inc].ude in the lease that none of the other tenants will be
allowed on the pole sign.

After some discussion among the Agency members pertaining
to the identification sign, it was moved by Saltarelli, se-
conded by Edgar to approve the master sign plan and center
identificatio, sign as submitted with the stipulation that
no additional tenants may be ~)laced on tile center identifi-
s i q.n_. Carried ~ulanimously.
4. Use Permit 77-35 - Freight Terminals, Inc., on behalf of
Watkins Motor Lines.
To authorize the construction arid operation of a motor
carrier distribution center to be located on Dow Avenue
in tile Tustin-Irvine Industrial Complex.
Mr. Chase related to the Agency that the major concern of
this project is that thc construction of ultimate street
improvements be completed prior to the issuance of a building
permit. This would be the completion of Myford and Dow
Avenues arid would be constructed by the Irvine Industrial
Complex.
The public hearing was opened at 3:37 p.m. There being no
comments or objections, the hear.inq was closed at 3:38 p.m.
Moved by Welsh, seconded by Edgar to approve Use Permit 77-35
by the adoption of Resolution No. 1695. Carried unanimously.
5. Amendment to Use Permit 76-25 - Norman Pulliam on behalf
of ].arwin Square.
A request to ~nodify the approved master plan to allow
for the operation of a !.'ish and Chips Restaurant and
the relocation of the most southerly Newport Avenue drive-
cut.
Mr. Chase reported that the relocation of the most southerly
Newport Avenue drive-cut has been dropped since the adjoining
property owner has signed an agreement with Larwin Square. Mr.
Chase i)resented an illustration of the parking lot and the
restaurant configuration. Discussion centered around the
circulation pattern and possible traffic congestion.
The public hearing was opened at 3:47 p.m.
Doug Danie]son, architect for Larwin Square remodeling,
informed the Agency that they are proposing to change the
one area from retail commercial to a restaurant use for an
Arthur Treacher Fish and Chips. Mr. Danielson also stated
that they have picked up extra parking spaces on Centennial
Way with the use of subterranean parking and will still have

33 spaces for the building adjacent to Vons Market.
The public hearinq was closed at 3:53 p.m.
In response to Mr. Welsh's question pertaining to the
theme area, play area and other patio areas, ~.~r. Norman
Pulliam, owner of the center stated these would be completed
at a later date.
Chairman Sharp commented that he foresees congestion in thi. s
area especially with the two-way traffic coming in off Bryan
Avenue. After some discussion it was moved by SaltarellJ,
seconded b~ Welsh to approve the plan as shown with tile
stipulation that if problems do arise ~he>, may have to make
changes at a later date. Carried unanimously.
6. Zone Change 77-9 - Robert and Lorraine Hummell for the
Glass House.
Requesting authorization to change the zone from C-1
(Commercial) to CG (Commercial General) District. Subject
property is located on the northeasterly corner
of San Juan and Newport Avenue.
Mr. Chase presented a letter from Mr. Hummell requesting that
his application be withdrawn at this time.
Moved by Welsh, seconded by Schuster to accept the withdrawal
at this time. Carried unanimously.

Hartman and Company Cata].ogue Store - Mr. Chase presented
correspondence from Hartman and Company requesting the use
of banners for tile Christmas Season in lieu of usinq them
durinq the first quarter of next year.
Moved by Welsh, seconded by Edgar to allow Ilartman an~.~ompan__~.
to utilize banners for tile Christmas season rather than the
first quarter of next year. Carried unanimously.

CONCERNS
1. Mr. Chase announced the hJrinq of Mr. George Reid,
Building Official and introduced him to the Agency.
Mr. Chase informed that the bids for the Newport Traffic
Islands are being prepared inhouse by staff and will be
completed by the first of the new year.
3. Mr. Chase announced that the "Cookbook Restaurant" had
opened that day in the new Ender]e Center.
4. Mr. Chase stated that the E1 CamJno signage would be
available for review at the December 5, 1977, meet~nq.
