CALL TO ORDER Meeting called to order at 3:04 p.m. by Chairman Sharp. II. PLEDGE OF ALLEGIANCE Led by Mr. Schuster. III. INVOCATION Giver: by Mr. Welsh. IV. ROLL CALL i-~resent: Members: Sharp, Edgar (Arrived at 3:20 p.m.), Saltarelli, Schuster, Welsh. Absent: Members: None. Others present: William L. Bopf, City Administrator L]ames Rourke, City Attorney Brian J. Chase, Community Development D~rector Mary Ann Chamberlain, Planning Aide, and Recording Secretary Vo APPROVAL OF MINUTES Moved by Saltarelli, seconded by Welsh, that the minutes of the October ]7, 1977, meeting be approved. Carried 3-0. (Mr. Schuster abstained.) VI. PUBLIC HEARINGS Continued Hearing 1. US]< PERMIT 77-31 - Gordon Gray on behalf of McDonald's. For authorization to remodel the existing facility to include drive-thru service facility, additional signing and light~nq. S~ject property is located at 245 E. F~rst Street. After the presentation of the staff report the public hearing was opened at 3:08 p.m. There being no comments or objections the hearing was declared closed at 3:09 p.m. Moved by Welsh, seconded by Sharp_.t° continue this matter to allow a representative from McDonald's to be ~)resent. After some discussion it was moved by Welsh, seconded by Shar.~. to withdraw the motion. Carried. After some discussion among the agency members it was moved by Saltarell~, seconded by Welsh to approve Use Permit 77-_3_1_ b__y the adoption of Resolution No. 1687, with the addition (1) that the City is to contact the Post Office ~ertaining to providing more offsite parking for the Post Office and not allowin~ any street parking on First Street and (2) the City will modif~ the center island in front of the McDonald'~ at City expense. Motion carried: 3-0. Ayes: Saltare]]i, Sharp, Welsh. Absent: Edgar. Abstained: Schuster. Mr. Edgar arrived (3:20 p.m.) Initial Hearings Amendement to Zone Change 77-5 - Investors Development of Orange County Inc. For authorization to amend Ordinance No. 729 which would authorize a 60 foot minimum lot width in lieu of ?]anning Agency Minutes Novc:mber 7, 1977 the zoni.nq ord[nar~ce requirement of 70 feet. Subject property is located on Plaza Way and i'~]aza Drive. Mr. Chase reported that the applicant has requested a continu- ance on this matter to the next meeting. Moved by Schuster, seconded by Welsh to continue as an public hearing to the next regular meeti.n.g_. Carried. 3. USE P£.:RMrT 77-32 - Sgt. Pepperoni's Pepperoni's Pizza Store lnc. For authorization to operate electronic machines within the Sqt. Pepproni's Pizza Store to be located at 651 E. First Street, Suites C5 and C6 in the Courtyard Shopping Center. After the presentation of th(: staff reoort the public portion of the hearing was opened at 3:22 p.m. There being no comments or objections the hearing was closed at 3:23 p.m. After some discussion pertair~ing to noise factors and the control of the serving of alcohol beverages, it was moved by Edgar, seconded by Welsh that Use Permit 77-32 be approved by_ the adoption of Resolution No. ]690. Carried unanimously. 4. PRE-ZONE 77-6 - ~]ames Nowell To pre-zone 13662 Green Valley from Orange County R-4 to the City of Tustin R-3 (multiple family residential), upon annexation to the City of Tustin. After th(: presentation of tile staff report, the public t×)rtion of the hearing was opened at 3:27 p.m. There being no comments or objections the hearing was closed at 3:28 p.m. After some discussion among the agency members, it was moved ~ Edgar, seconded by Schuster to recommend _at~)roval to the City Council of Pre-Zone 77-6 by the adoption of Resolution No. 169]. Carried unanimously. 5. ZONE CHANGE 77-8 - Task Consultants for Packers Square. Char~te the zone from Planned Community Commercial to Planned Development District (PD). The property is located easterly of Newport Avenue and southerly of I rvine Bou].evard. After the presentation of the staff report the public portion of the hearing was opened at 3:35 p.m. Mr. Knowlton Fernald, project manager for Packers Souare, informed the Agency that they were hopeful to have some 3 story buildings in th~s project but because of code restraints with the Federal Ilousing Authority and different building code restraints, the development would have on]l; one and two story buildings. Mr. Fernald showed slides of the site, ]andscapin~ and elevations of the proposed senior citizen development. The commissioners agreed that they were impressed with the slides and different facets shown a~x)ut the development but showed great concern that this would be a project for senior citizens and would remain that way. The public portion of the hearing was closed at 4:10 p.m. Moved by Schuster, seconded by Edsar, to recommend approval to the City Council of Zone Change 77-8 by.the adoption of Resolution No. 1689. Carried unanimously. 6. USJ] P]~RMIT 77-33 - Task Consultants for Ioackers Square. To authorize th(; development and construction of a 200 unit senior citizen apartment com.~)lex in the Planned Development District. Property located 600' easterly of Newport Avenue and southerly of Tustin Heights Shopping Center. ?lann~nq Agency Minutes November 7, 1977 Mr. Chase explained that the precise plans for this t~roject are not quite complete at this time and recommeded that this matter be continued to the next regular meeting. '['he public hearing was opened at 4:12 p.m. There being no testimony, the hearing was closed at 4:13 p.m. Moved by Schuster, seconded by Edgar, to continue Use Permit 77-33 to the next regular meeting as an open public hearing. Carried unanimously. VII. PUBLIC CONCERNS None. VIII. OLD BUSINESS None. IX. NEW BUSINESS 1. Tentative Parcel Map No. 104 - Roy Chikasawa Location: Southeasterly corner of Newport Avenue and Walnut Avenue. Moved by }.:dqar, seconded by Welsh to recommend approval t~ the City Council of Tentative Parcel Map No. 104 by the adoption of Resolution No. 1688. Carried unanimously. 2. Tentative Tract No. 10091 - Kaul Construction Company I,ocation: 14672 llolt Avenue. Moved b~, Edgar, seconded by Welsh to recommend approval to the City Council of Tentative Tract No. 10091 by the adoption of Resolution No. 1692. Carried unanimously. CORRESPONDENCI-; None. XI. STAFF CONCERNS None. XII. AGENCY CONCERNS Mr. Saltarelli informed that he feels that many of the City's driveway widths are too narrow. Given examples were City Hall arid the Enderle Center. Staff is to check into this matter. XIII. ADJOURNMENT Moved by Edgar, seconded by Schuster to adjourn to a City. Council meeting at 4:25 p.m. and then to the next regular meeting at 3:00 p.m., November 21, ]977. Carried unanimously.
