Moved by Edgar, seconded by Schuster, that the minutes of
August 15, 1977, be approved. Carried, 4-0, Saltarelli absent.
1. USE PERMIT 77-13 (Continued from 8/1 and 8/15, 1977)
Application for Schick Moving and Storage to construct
and operate a 102,000-square-foot warehouse and truck
terminal on Lot 1, Tract 8590, located on the north-
westerly corner of Michelle Drive and future Myford.
After Mr. Chase presented the staff report, the public
hearing was opened at 3:10 p.m. There being no comments
or objections, the hearing was closed at 3:11 p.m.
Moved by Edgar, seconded by Schuster, that UP 77-13 be
approved by adoption of Resolution No. 1646. Carried, 4-0,
Saltarelli absent.
2. USE PERMIT 77-19
Application by Church of Scientology to conduct church
services and administrative functions at their current
location on the northeast corner of Red Hill and Irvine
Boulevard (1451 Irvine Boulevard).
After Mr. Chase presented the staff report, the public
hearing was opened at 3:15 p.m. There being no comments
or objections, the hearing was closed at 3:16 p.m.
(Saltarelli arrived at 3:15 p.m.)
Moved by Schuster, seconded by Edgar, that UP 77-19 b~
approved b~ adoption of Resolution No. 1668. Carried, 5-0.
3. USE PERMIT 77-20
Application by Trinity Broadcasting Company to expand
their present facility at the corner of Michelle and
Chambers to include assembly-studio area and earth
satellite communications (Lots 49 and 50 or Tract 8590).
After Mr. Chase presented the staff report, the public
hearing was opened at 3:23 p.m.
William Skinner, 3185F Airways Avenue, Costa Mesa, architect
for thc project, informed that this as.~;embly would be u:~ed
as an evening use. Mr. Skinner explained the parking
requirements and informed that with the lot across the
street being used as an entire parking lot there would be
plenty of parking available.
Chairman Sharp closed the hearing at. 3:35 p.m.
Moved by Welsh, seconded b.v Schuster, that UP 77-20 be
approved by adoption of Resolution No. 1669. Carried, 5-0.
4. ZONE CHANGE 77-7
On application of Hyter Development Company to change
the zoning classification from C-1 (commercial) to R-2
(duplex residential) with support commercial CG (com-
mercial general) on corner plot 100' x 150', southeast
corner Main and Williams Streets.
After Mr. Chase presented the staff report, the public
hearing was opened at 3:38 p.m.
Leon Hyter, applicant, informed that he was available for
questions at this time.
Wallace Rich, 15512-C Williams, Tustin, stated he is not
concerned about the duplexes, but rather the 7-11 store.
Mr. Rich was concerned about the traffic this would raise,
and he felt there were already too many liquor stores in
the area.
Hearing closed at 3:55 p.m.
Mr. Edgar requested traffic be monitored at the intersec-
tion of Main and Williams to see if it does require a
signal.
Moved by Saltarel].i, seconded by Edgar, that Plannin~
Asency recommend that City Council approve Zone Chan~e
77-7 by the adoption of Resolution No. 1670. Carried, 5-0.
5. USE PERMIT 77-22
Application of Custom Signs for John DeGennaro to
authorize the installation of a pole sign, 48 square
feet per face, to be located at 380 West First Street.
After Mr. Chase presented the staff report, the public
hearing was opened at 4:10 p.m.
Bill Becker, Custom Signs, explained that the tenants are
hurting in the small center because the building is set
back and cannot be seen when traveling easterly on First
Street. Mr. Becker also stated that the sign could be
constructed to add the fourth tenant when they expressed
a desire to be added to the sign.
After some discussion pertaining to the size of the sign,
the public hearing was closed at 4:17 p.m.
Moved by Edgar, Seconded by Schuster, that UP 77-22 be
approved by the adoption of Resolution No. 1674 with the
clear stipulation that at some time in the future the
fourth tenant will be allowed to be added to the sign with
no enlargement allowed but rather the face bein~ changed
to accommodate four signs. Carried, 5-0.
6. USE PERMIT 77-23
Norman Pulliam, on behalf of Larwin Square, to authorize
the construction and operation of a key shop which

would modify the master plan for Larwin Square pre'-
viously approved by Use Permit 76-25.
Doug Danielson requested a continuance on the matter.
Public hearing opened at 3:22 p.m.
Helen Crider, Coast Federal Savings and Loan, stated
she wanted to know where the key shop was proposed to
be located exactly.
Moved by Edgar, seconded by Schuster, that hearing be
continued to September 19, 1977, meeting, and that all
shop owners in the center be notified through the Merchant
Association. Carried, 5-0.
7. VARIANCE 77-10
Application of Judy llernandez to vary with Zoning
Ordinance 157 (as amended) to create parking area in
a garage of 17% feet rather than the specified 20
feet at 185 Pasadena Avenue.
After Mr. Warren presented the staff report, the public
hearing was opened at 4:35 p.m.
Judy IIernandez, 185 Pasadena Avenue, stated she was
available for questions at this time.
Public hearing closed at 4:36 p.m.
Moved by Saltarelli, seconded by Edgar that Variance 77-10
be approved by the adoption of Resolution No. 1675 with
the deed to be recorded by the county clerk. Carried, 5-0.
8. VARIANCE 77-11
Application of Patrick Donahue on behalf of the Court-
yard Shopping Center to vary with Sign Ordinance No.
684, Section 2D of Article VIII, to obtain authoriza-
tion to permanently display multicolored banners in
the open courtyard of the abovementioned center.
After Mr. Warren presented the staff report, the public
hearing was opened at 4:37 p.m.
Lauren Andersen, 1218 Devon Lane, Newport Beach stated
she was available for questions at this time on behalf of
the applicant.
Public hearing closed at 4:43 p.m.
Moved by Saltarelli, seconded by Welsh, that Variance 77-11
be approved by the adoption of Resolution No. 1667.
Carried, 5-0.
9. VARIANCE 77-12
Application of Douglas Danielson on behalf of Constitu-
tion Savings and Loan to vary with the Sign Ordinance
No. 684 to obtain permission to vary with the height
requirements for monument signs, located at 17601 17th
Street.
After Mr. Chase presented the staff report, the public
hearing was opened at 4:45 p.m. There being no comments or
objections, the hearing was closed at 4:46 p.m.
After some discussion among the Planning Agency members, it
was moved by Welsh, seconded by Saltarelli, that Variance
77-12 be approved by the adoption of Resolution No. 1666.
Carried, 3-2, Edgar and Schuster voting no.

After some discussion among the Planning Agency members,
it was mow~d by Welsh, seconded b.v Edgar to continue to
September 19, 1977, meeting. Carried, 5-0.
3. FINAL PARCEL MAP 77-101 WARMINGTON DEVELOPMENT CO.
Mr. Chase presented a report on this item.
Moved by Schuster, seconded by Saltarelli, that Final
Parcel Map 77-101 be approved by the adoption of Resolu-
tion No. 1671. Carried, 5-0.
~LIC CONCERNS
Ada Wall, owner of Foothill Rentals, explained to the
Planning Agency that they had never had a written lease,
but that now they do have one for three years and would
like to improve the property.

Agency adjourn to City Council matters at 5:15 p.m. and
reconvene to Planning Agency matters at 7:30 p.m. Carried,

10. ENVIRONMENTAL IMPACT REPORT 77-4 PACKERS SQUARE
(Cont'd from August 1 and 15, 1977.)
An EIR addressing the total impact of a planned develop-
ment of residential and commercial uses for the property
on the southeasterly side of Newport Avenue, southerly
of Irvine Boulevard (Note: because the applicant has
withdrawn his ten-story highrise complex proposal, it
will be necessary to amend the EIR to reflect the
proposed alternative uses).
After Mr. Chase presented the staff report, the public
hearing was opened at 7:50 p.m.
Knowlton Fenault explained that they are deleting the
multi-story senior citizen building from the Packers
Square proposal and substituting in its place 16 one and
two bedroom apartment units and approximately 10,000
square feet of retail and office uses as illustrated on
the attached revised site plan and program breakdown. In
the interest of time tt~y have further modified the Packers
Square plan to be responsive to the concerns of the City
staff, members of the community, and the City Council as
follows:
a. Deletion of all buildings over three stories.
The garden apartments are two stories, the commercial
is single story, and the office building is two or
three stories.

b. Increased parking in the family apartments area.
A ratio of 2.25 spaces per dwelling unit is now
provided in lieu of the 2.0 originally proposed.
c. Decreased the density in the apartment area.
A density of 19.2 units per acre is now proposed in
lieu of the 20.7 originally proposed.

Worked out a detailed plan of access and circulation
for pedestrians and vehicles with City staff.
The plan delineates traffic island design, turn move-
ments, signing requirements, internal circulation,
joint use of the service area between Packers Square
and Tustin Heights Shopping Center, and maximizes
ease and safety of pedestrian circulation between the
two centers. Additionally, it illustrates improvements
on adjo~.ning property to be accomplished at their
expense, with owner's consent.
e. Continually updated the EIR packages.
This has been accomplished so that all pertinent
information will be available in the appropriate form.
They initiated these modifications in anticipation of the
Agency's direction in the sincere hope that further lengthy
hearings can be avoided by presenting the Agency with an
acceptable plan of development which will merit its
favorable action at the earliest possible date.
Dely Petry, 1352 Olwyn Drive, Tustin, presented a petition
filed in opposition of the highrise and apartments contain-
ing approximately 700 signatures.
Barry Ackerman, 14752 Foxcroft Road, Tustin, presented a
letter from the Tustin Meadows Board of Directors against
the high density apartments.
Those speaking in opposition to the high density apartments
were Dean Kelly, 1312 Olwyn Drive; Elrid Taylor, Jr., 1681
Blueberry Way; Ursula Kennedy, 14711 Danberry Circle;
Carlton Brown, 1358 Olwyn Drive; Bob Petry, 1352 Olwyn
Drive, who presented a letter from Peppertree Homeowners'
Association; Jim McKahan, 1392 Olwyn Drive; Andrew Watson,
1282 Garland; Betty Truitt, 1202 Letty Lane; and James
Talevich, 13691 Laurinda; all of Tustin.
Mr. Fenault, answering some of the opposition, explained
that 19 units per acre is not high density, but rather
medium density;and they do have conditional approval from
HUD.
After discussion pertaining to the feasibility of the
entire project, it was moved by Welsh, seconded by
Saltarelli, that hearina be continued to September 19, 1977,
meeting at 7:30 p.m. C~rried, 5-0.
11. AMENDMENT 77-2(F) TO THE LAND USE ELEMENT OF THE GENERAL
PLAN (PACKERS SQUARE)
A proposal to change from the classification of Planned
Community (Commercial) to Planned Community (Commercial-
Multifamily Residential) to authorize the construction
of multiple family units.
There being no comments or objections, it was moved by
Welsh, seconded by Saltarelli, that hearing be continued
to Septet)er 19, 1977, meeting. Carried, 5-0.

Square project.
There being no comments or objections, it was moved by.

Meeting reconvened at 9 p.m.
Bob Petry, 1352 Olwyn Drive, Tustin, complained about the
loud garbage pick up at the Georgetown Manor Apartments on
Saturday mornings before 7 a.m. Mr. Petry also complained
of weeds and vegetation growing along Redhill Avenue,
going out to Browning along Irvine Boulevard.
