The meeting was called to order at 7:30 p.m. by Chairman Sharp
in the Council Chambers, Centennial at Main, Tustin, California.
Present: M~J~bers: Sharp, Welsh, Edgar, Saltarelli, Schuster.
Absent: Members: None.
Others present: William L. Bopf, City Administrator
R. Kenneth Fleagle, Assistant City Administrator
for Community Development

1. VARIANCE NO. 77-7 (NORM PULLIAM FOR LARWIN SQUARE)
Application to vary with provisions of the Sign Code
to erect at Larwin Square three monument signs for three
separate businesses, each under 5,000 square feet; a
directional sign for the Center; and a reader board for
the future Von's Market.
Dr. Flea~le summarized his staff report and responded to questions
from members of the Agency.
The public portion of the hearing was opened at 7:42 p.m. There
being no co~ents or objections, the public portion of the hear-
ing was closed.
Following discussion of the three monument signs, it was moved
by Schuster, seconded by Edgar, that monument sigqi~g for the
three detached structures on New]port Avenue frontage be approved
based on nominal deviation from the building size requirements
of the Sign Ordinance and a character of occupancy that neces-
sitates identity from ~ ma3or street. Carried by 4-1 vote,
Chairman Sharp voting no.
Mr. Sharp explained that he voted against the motion on the
basis that the three businesses fronting Newport Avenue are
completely visible from the roadway and are already permitted
wall signs, and thus he could find no evidence of hardship.
Following discussion of the reader board sign for the future
Von's Market, it was moved by Saltarelli, seconded by Edgar
that the 56-square-foot reader board sign for the market be
approved, based on its orientation toward the interior of the
shopping center, the absence of adverse impact upon the aesthetics
of the area, and the hardship created by the location and design
of the center that precludes merchandizing of featured items.
Carried unanimously.
Following discussion of the directional sign for the center, it
was moved by Saltarelli, seconded by Schuster, that the directional
sign be approved, based on its aesthetic appearance and its pur-
pose in providin~ identification and direction to the businesses
within the complex that are obscured by other developments on the
site. Carried unanimously.
RESOLUTION NO. 1643(A)
A Resolution of the Planning Agency of the City of Tustin,
APPROVING VARIANCE APPLICATION NO. 77-7 FOR LARWIN SQUARE.
MDved by Edgar, seconded by Schuster, that Resolution No. 1643(A),
incorporating the above findings of the Planning Agency, be
~assed and adopted. Carried unanimously.

Dr. Fleagle listed matters scheduled for public hearing on
July 18 and August 1, 1977, for information of the Agency.
NONE.
Moved by Edgar, seconded by Welsh, that the meeting be
adjourned to a regular meeting of the Tustin City Council;
thence to a regular meeting of the Redevelopment Agency; and
thence to the next regularly scheduled meeting of the Plan-
ping Agency at 3:00 p.m., July 18, 1977. Carried unanimously.

It was announced that Planning Agency meetings would be held
regularly on the first and third Mondays of each month, at
3:00 p.m., in the Council Chambers.
