OF THE
CITY OF TUSTIN PLANNING COMMISSION
A special meeting of the City of Tustin Planning Commission was
held on the 31st day of January, 1977, at the hour of 7:00 p.m.,
on said day in the Council Chambers, Tustin City Center, Centennial
Way at Main Street, Tustin, California.
The meeting was called to order by Chairman Glenn at 7:00 p.m.

Present: Commissioners: Glenn, McHarris, Hill, Robbins
Absent: Commissioners: Lathrop (Arrived at 7:15 p.m.)

PUBLIC HEARING
Use Permit 76-33 - Tustin Unified School District
After the staff report was presented by Dr. Flea~le, the public
portion of the hearing was opened at 7:10 p.m.
Mr. William Skinner stated that he objected to the planting of
trees along the rear property line due to non-visibility to public
view. Mr. Skinner requested deletion of paragraph 2.c. Mr.
Skinner commented that he believed that operations can be con-
trolled to meet acceptable noise levels.
Commissioner Lathrop arrived at the hour of 7:15 p.m.
Don Klinkhammer, General Partner of the Californian Apartments,
stated that he has not seen any revised plans. Mr. Klinkhammer
stated that since they are concerned about the noise, fumes,
lighting, etc., they should have been advised of the time the
tests were taken.
Mr. Skinner commented that the School Board and District Adminis-
trators have considered all the reasonable options - considered
circulation and working patterns of the facility. Mr. Skinner
also informed that the adjoining lot is to be used for auto parking
for recreational uses and not for bus parking.
The public portion of the hearing was closed at 7:25 p.m.
After some discussion among the Commissioners, it was moved by
Lathrop, seconded by McHarris to approve Use Permit 76-33 by the
adoption of Resolution No. 1589 to include the requirement for a
10 ft. planter island along the westerly perimeter to be planted
with Cyprus trees and the walls and fences shall be constructed to
the satisfaction of staff in conformance with design criteria of
the City of Tustin, and sound level not to exceed 60 dBA on westerly
property line.

ADJOURNMENT
Moved by Robbins, seconded by Hill to adjourn at 7:30 p.m. to the
next regular meeting.
