BACKGROUND/DISCUSSION
With the recent awareness of high pressure pipelines, the City Council requested information on
the safety status of high pressure pipelines within the City of Tustin. Only two companies operate
high pressure lines within the City, Southern California Gas Company and Kinder Morgan Energy
Partners, LLC.
Southern California Gas Company owns and operates two high pressure natural gas lines within
the City limits. A third line is situated along the southwesterly border, adjacent to the City of Irvine.
The first line within the City is a high pressure distribution line (>60 psi) that runs along segments
of Main Street, "C" Street, 6th Street, EI Camino Real, Newport Avenue and Irvine Boulevard. The
other line within the City is a high pressure transmission line (>200 psi) that runs along the entire
length of Edinger Avenue. The third line, adjacent to the City's southwesterly boundary, is a high
pressure distribution line that runs the length of Barranca Parkway and a portion of Harvard
Avenue.
Additionally, Kinder Morgan Energy Partners, LLC, operates and maintains 10-inch and 16-inch
refined fuel product lines that run along segments of Newport Avenue, Bryan Avenue, Tustin
Ranch Road, Auto Center Drive and along the railroad right-of-way corridor just north of Edinger
Avenue.
Both companies operate under Franchise Agreements within the City and representatives will
provide a presentation to the City Council regarding the safety and integrity of their facilities.
