BIGGS, CITY MANAGER FROM: CITY MANAGER'S OFFICE AND CITY CLERK SUBJECT: LEAGUE OF CALIFORNIA CITIES SUMMARY The Mayor at the City Council meeting of October 5, 2010 requested certain information regarding the City's past payment of League of California Cities dues. RECOMMENDATION Pleasure of the City Council FISCAL IMPACT During Calendar Year 2010, the City expended $15,232 on Orange County Division membership dues and $18,988 on State League of California Cities dues. BACKGROUND At the City Council meeting on October 5th, Mayor Amante requested the fee amounts that the City had been recently paying for League of California Cities Orange County Division and Statewide membership dues. The City's adopted Fiscal Year 2010-11 Budget appropriated $35,000 for League of California Cities membership dues for calendar year 2011, of which a portion was intended for the Orange County Division membership dues and a portion for Statewide membership dues. Calendar Year 2011 fees have not yet been paid. The City Council at its meeting on October 5t" directed that 2011 membership dues to the Orange County Division be instead applied to the Association of California Cities -Orange County. The following represents membership fees recently paid from 2008 through 2010 to the League of California Cities for local and statewide annual membership fees: YEAR Orange County Division Dues State Dues 2008 $14,432.64 $18,988 2009 $15,599.96 $18,988 2010 $15,232.03 $18,988 Page 2 Key Management staff have discussed the benefits of continuing membership in the League of California Cities, particularly at the state level given the Council's direction to withdraw from the Orange County Division. The consensus is that membership in the League of California Cities at the state level would continue to be of significant value to the City for the following reasons: - The State League provides valuable networking, professional development leadership and training opportunities for City Council members and commissioners and City staff. The League has a number of Professional Municipal Departments that assist Tustin staff and Council members including: Mayor and Council Members, City Attorneys, City Clerks, City Managers, Community Services, Fiscal Officers, Personnel and Employee Relations, Planning and Community Development, Public Works Officers and Police Chiefs. The State League's Institute of Local Government provides informative training materials and programs that support City operating departments. Many of the Professional Municipal Departments also have their own annual training conferences. There is also the state League's annual conference and regional Legislative updates that are provided. Awell-informed staff and elected officials lends itself to responsive, visionary leadership, and effective and efficient city operations. - A number of staff in our operating departments actively contribute and participate in key policy committees which can influence statewide legislative direction. Without participation at the state level, the City would not have a voice. - A number of other significant resources are available through the City's State League membership including access to a document Library of research materials available to cities and participation in MuniLink and ListServ (which allows us to communicate with and query our colleagues for similar issues or topics occurring throughout the state). - State membership also brings with it subscriptions to Western City, which provides interesting and informative articles including, but not limited to, information on special programs being implemented in cities throughout the state, overall policy alerts and legislative information, special legal alerts related to personnel and employee relations, and resources and sources of technical information available to cities.
