OF THE
CITY OF TUSTIN PLANNING COMMISSION
October 26, 1976
A special adjourned meeting of the City of Tustin Planning Commission
was held on the 26th day of October, 1976, at the hour of 7:30 p.m.,
on said day in the Council Chambers, City Hall, Centennial Way at Main
Street, Tustin, California.
The meeting was called to order by Chairman Hill at 7:35 p.m.
PLEDGE OF ALLEGIANCE was led by Commissioner Robbins.
INVOCATION was given by Commissioner McHarris.

APPROVAL OF MINUTES
Moved by McHarris, seconded by Robbins that the minutes of October
11, 1976 be approved.
MOTION CARRIED: 2-0 (Chairman Hill abstained because of his ab-
sence at the October 11 meeting.)
PUBLIC HEARINGS
Continued
Amendment (76-2) to the Land Use Element of the Tustin Area
General Plan for the following property:
76-2 (A) - Southeasterly corner of Main and Williams
After the staff report presentation by Mr. Van Dor~e, the public
hearing was opened at 7:43 p.m.
Barry Zimmerman, Covington Brothers, 2451 E. Orangethorpe, Fullerton,
explained to the Commission that they had originally proposed 79
units and now have a total of only 32 units on the property. In
response to questions pertaining to parking, Mr. Zimmerman informed
that this plan had 2.81 parking spaces per unit.
The public hearing was closed at 7:55 p.m.
After some discussion among the Commissioners pertaining to the den-
sity, it was moved by McHar~is~ seconded by Hill to direct staff to
prepare a resolution approving the changes in land use from the com-
mercial classification to the mixed use of commercial and multiple
family with the multiple family not to exceed ten (10) units per acre.

Initial
Use Permit 76-23 - Columbus Tustin Park located along Prospect
between Irvine Boulevard and Beneta Way.
After the staff report was presented by Mr. Van Dorpe,
hearing was opened at 8:10 p.m.

Seeing and hearing no one, the hearing was closed at 8:11 p.m.
Moved by Robbins, seconded by McHarris to approve Use Permit 76-23
by the adoption of Resolution No. 1557.

Use Permit 76-24 - Stanley M~ers - To permit a trailer to be
used as a temporary leasing office.
Location: South of 17th Street, easterly of Yorba.
After Mr. Van Dorpe presented the staff report, the public hearing
was opened at 8:15 p.m.
Mr. Stanley Myers, 1920 E. Katella Avenue, Orange, CA, informed the
Commission that 76% of Phase One has been leased and Mr. Myers felt
that the need for the trailer would not be more than six months. Mr.
Myers also stated that Phase II is largely the office buildings and
that leasing will be taken care of from the office in Orange. Mr.
Myers also informed that the area has 15 parking spaces and three
different access points, one on Yorba and two from 17th Street.
The public hearing was closed at 8:17 p.m.

by the adoption of Resolution No. 1559.

PUBLIC CONCERNS - None
OLD BUSINESS
1. Amendment to the Tustin Area General Plan 76-2 (F)
Location: North side of Second Street between "A" and Pacific Streets
Moved b~ Hill, seconded by McHarris to direct staff to prepare a reso-
lution to the effect that the Planning Commission recommend to the City
Council that the property remain in a Single-family classification un-
til such time as a development proposal is submitted that assures the
preservation of the character of the adjoining area and said plan is
consistent with the goals and objectives of the City, with limited
density and quality development.
MOTION CARRIED: 3-0
Dr. Fleagle commented that the Commission had received a letter from
the developers stating that they would like to place condominiums on
the project rather than apartments.
Mr. Bill Hockenberr~ requested the Commission to set forth some guide-
Iines and specifics so that applicants have a chance to do some pre-
thinking on projects before they go to public hearings.
Chairman Hill stated that he appreciated Mr. Hockenberry's position
and is willing to meet with the applicant.
NEW BUSINESS
1. Parcel Map 76-86 - Tustin Village Center

Moved by McHarris, seconded by Robbins that the Planning Commission
recommend to the City Council appr6val of Parcel Map 76-86 by the
adoption of Resolution No. 1555.

2. Final Tract Map 9410 - Sand Dollar Development
Location: Southwesterly corner of Nisson Road and Browning Avenue.
Moved by Hill, seconded by Robbins that the Planning Commission recom-
mend to the City Council approval of Final Tract Map 9410 and approval
of the composite site plans by the adoption of Resolution No. 1558.
MOTION CARRIED: 3-0
3. Final Parcel Map 76-82 - The Irvine Industrial Complex
Location: Southeasterly corner of Franklin and Dow.
Moved by McHarris, seconded by Robbins, that the Planning Commission
recommend approval of Final Parcel Map 76-82 by the adoption of
Resolution No. 1556.
MOTION CARRIED: 3-0
Dr. Flea~le commented that he would be requesting that the City
Council advise the Irvine Industrial Complex that building permits
for sites not presently under plan review, will be withheld for the
area southerly of Walnut Avenue, with the exception of the Commercial
area, until road improvements have been completed for Dow and Myford
Road.
4. Conformance of Redevelopment Plan with General Plan
After some discussion pertaining to different sections of the plan,
it was moved by Robbins, seconded by McHarris to recommend to the
City Council and Redevelopment Agency approval of the Redevelopment
Plan and Project Report as amended.
MOTION CARRIED: 3-0
Commissioner Robbins commended the staff for a good job with all the
detail work on the Redevelopment Plan.
It was moved b~ Hill, seconded by McHarris that the Planning Commission
finds that the Redevelopment Plan is in conformance with the General
and Specific Plans for the Tustin Area, by the adoption of Resolution 1560.

5. Draft EIR 76-5 for the Redevelopment Plan for the City of Tustin.
Moved b~ }{ill, seconded by Robbins to recommend to the City Council
and Redevelopment Agency the certification of EIR 76-5 by the adoption
of Resolution No. 1561.

6. General Plan Amendment 76-2 (B)
Location: Northerly of 17th Street, easterly of Newport Freeway and
westerly of Medford.
Dr. Flea~le reported that the City Council denied this General Plan
Amendment for the change in land use classification from Single-family
residential to Multi-family residential because the applicant re-
quested more density than 10 dwelling units per acre, which was what
had been recommended by the Planning Commission. According to Section
65356 of the Government Code, the Planning Commission should file a
report with the City Council indicating either its concurrence and/or
reconsideration of the denial.

Moved by McHarris, seconded by Robbins that the Planning Commission
concur with the Ci~Council de~i'al of the proposed change in land
use to a higher density.

STAFF CONCERNS
Dr. Flea~le stated that he had attended the League of California
Cities convention in San Diego and related the Commissioners some
of the information he and Mr. Nichols had obtained at that time.
Dr. Fleagle also informed the Commissioners that the Environmental
Impact Report process will change as of the first of January.
COMMISSION CONCERNS
Commissioner McHarris commented that he sees a future problem in
the Pedestrian access way in the Tustin Village Center. It was
his opinion that the auto circulation pattern could cause problems
due to the narrowness of the driveway. Dr. Fleagle commented that
this area was reserved by Mr. Coelho for the pole sign identifying
the Center.
In response to Commissioner McHarris' question pertaining to the
Columbus Tustin Park, Mr. Scott NicKols replied that the City was
running the risk of liability for the skateboard run scheduled for
the park. Dr. Fleagle advised that this skateboard run has been
deleted from the plan.
Commissioner Hill requested staff to check into the pole sign that
Don Williams had erected on Laguna Road which had never been resolved.

meeting at 9:30 p.m.
