HomeMy WebLinkAboutPC Minutes 06-28-76 MINUTES OF A REGULAR MEETING of the CITY OF TUSTIN PLANNING COMMISSION June 28, 1976 The regular meeting of the City of Tustin Planning Commission was held on the twenty-eighth day of June 1976, at the hour of 7:30 p.m., of said day in the Council Chambers, City Hall, Centennial at Main, Tustin, California. The meeting was called to order at 7:30 p.m. by Chairman IIill. PLEDGE OF ALLEGIANCE was led bv Commissioner Robbins. INVOCATION was given bv Commissioner Glenn. Kenneth Fleagle, Assistant City Administrator for Community Development James Rourke, City Attornev APPROVAL OF MINUTES Moved by Commissioner Lathrop, seconded by Robbins that the Min%tes of June 14, 1976 be approved as hubmitted. MOTION CARRIED: 5-0 PUBLIC HEARINGS 1. Environmental Impact Report (EIR 76-2)- for the purpose of evalu~ihg the ~mpac~ Of a proDosed Planned commercial development on a site consisting of a 72,000 square foot general merchandise store (Mervyn's Department Store), a 35,000 square foot drug store, several service-type and general software shoDs totalling 28,130 square feet, a 6,000 s~uare foot drive-thru bank, a 4,000 s~uare foot savings and loan, and a 4,000 square foot restaurant. Said site is an 11.2 acre parcel located within the boundaries of Irvine Boulevard, Newport Avenue, Holt Avenue, and First Street. Dr. Fleagle presented a synopsis of the draft EIR and independent evaluation contained in the addendum. The public hearing was oDened by Chairman Hill at 7:40 p.m. The following individuals spoke in support of the EIR as drafted: W. R. Micka, Thriftimart, Inc.; T. Schriber, John S. Griffith ¢ Co.; R. R. McClellan, Architect~ H. William Dickson, Herman Kimmel & Associates, Inc~ Steve Powers - Architects office and Alfred Gobar, Gobar & Associates. -1- PC Minutes 6/28/76 Page two R. R. McClellan, project architect, presented the project plans indicating that 30.3% of the project would be in buildings with 30% in landscaping, and 762 parking stalls provided. In response to auestions from the Commissioners, the proponents made the following comments: a. State Mutual has made no objection to the rear market and drug store loading area. b. The rear drive has the potential of a short cut between First and Irvine. c. F~nDlovee parking will be on the west propert~, line. d. Low ground cover is planned for landscaping to avoid visibility problems. e. The bank will accommodate 32 cars in the stacking lane, with 15 spaces deemed adequate. f. Pedestrians will be forced to walk in traffic lanes from parking spaces to building entrance. g. The elimination of compact car spaces could be accomplished by encroachment into the Irvine Boulevard set-back area. h. A wood pylon sign is proposed for First and Holt Streets, wall signs on the buildings, and a freestanding directory sign. i. A building front loading zone.would require enforcement and the absence of a loading or drop off area is a normal development for shopping centers. j. Total volume of sales will increase but 37% of the sales will be from existing retail outlets. There is a possibility that increased sakes activity will have a beneficial impact upon all other stores in the area. At 9:00 p.m., it was moved by McHarrisr seconded bv Glenn that the public hearing b~ ~c~ntin~ed ~'s~an open pU~i~~ hearing to July 12, 1976. MOTION CARRIED: 5-0 RECESS By order of the Chairman, a recess was called at 9:00 p.m. and reconvening at 9:20 p.m., with all members present. PUBLIC CONCERNS - None OLD BUSINESS 1. Sign Code Amendments Dr. Fleaqle advised the Commission that the City Council had introduced Ordinance No. 684, amendinq the sign code. It would be necessary for the Commission to report upon the proposed amendment. Chairman Hill moved, seconded by Lathrop that the Planning comm~-~Sion C~ncurs wi'th a~i~n bY the City Council and ' recommends that Ordinance No. 684 is worthy of adoption. Moved by McIIarris, seconded by Robbins that the Planning Commission approves of ~he actiOn of the Ci~ COuncil in relaxing the requirements of the sign code but does have concerns relative to the number and size of signs authorized by the amended sign code. MOTION CARRIED: Ayes: McHarris, Robbins Noes: Lathrop Abstain: Hill, Glenn NEW BUSINESS 1. Parcel Map 76-80 - The Irvine Company LOCATION: Northwest corner of Walnut Avenue and Franklin Avenue. Moved by Commissioner__ Lathrop, seconded_ b~ Robbins. that Res- oluti°~ NO. 1519 be adopted approving Parcel Map 76-80. MOTION CARRIED: 5-0 2. Tentative Parcel Map 76-81 - J. A. Stewart Construction Company LOCATION: Southeasterly corner of Walnut and Franklin Avenues, Lots 3 & 4 of Tract No. 8763. Commissioner McHarris moved, seconded by Glenn that Resolution No. 1520 b~ ad~P~e~, r~com~endinq t~ th~ Ci~v Council the approval of Tentative Parcel Map No. 76-81. MOTION CARRIED: 5-0 3. General Plan Amendments Dr. Fleagle presented the content of City Council Resolution No. 76-54 and a list of properties under consideration for General Plan Amendments. Commissioner Lathrop moved, seconded by Glenn that the Planning c~mmiSSion on its own motion initiat6 pub~ic hearings for an amendment to the Land Use Element of the General Plan for the following properties: a. 17th Street, westerly of Laurinda Way from Professional frontage to Residential (R-l). b. Former library site on Newport Avenue south of Main Street from R-3 to Commercial. It was further specified that the Commission would entertain such other proposed amendments as may be submitted by the property owners or their agents, pursuant to Resolution No. 76-54. MOTION CARRIED: 5-0 AUDIENCE PARTICIPATION - None CORRESPONDENCE The Commission noted with pleasure the letter of aQpreciation from Village Homes relative to Tract 9387. COMMISSION CONCERNS 1. Commissioner Glenn noted that Art Barrett would soon be leaving --3-- PC Minutes 6/28/76 Page four the employment of Tustin News to work for the Reqister. Staff was requested to prepare a suitable commendation for his factual reportinq of the activitiem of the Planning Commission. 2. Chairman Hill invited the attention of the Commission and public to the Bicentennial ceremonies scheduled for July 3 and 4, 1976.
