CITY OF TUSTIN PLANNING COMMISSION
April 26, 1976
The regular meeting of the City of Tustin Planning Commission was held on
the twenty sixth day of April, 1976, at the hour of 7:30 p.m., of said
day in the Council Chambers, City Hall, Centennial at Main, Tustin,
California.

ELECTION OF CHAIRMAN PRO-TEM
Moved .by Robbins, seconded by Glenn that Commissioner Lathro~ be nom-

Moved by Glenn, seconded by Lathrop that Commissioner McHarris be
nominated for Chairman-Pro-Tem.

APPROVAL OF MINUTES
Moved by McHarris, seconded by Glenn that the Minutes of the April 12,
1976 meeting be approved as corrected.

CONTINUED HEARINGS
1. Environmental Impact Report (EIR 76-1) and Use Permit 76-7 for
evaluating the impact of the construction of an Organic Chemical
Reaction Unit (OCR) as a part of Dynachem located at 2632 Michelle
Drive in the Tustin-Irvine Industrial Complex.
The questions raised by the Fire Chief were presented by Dr. Fleagle
and the hearing was opened for public response on the Environmental
Impact Report.
William P. Knight of S & T Western Consulting Engineers explained that
the lower portions of the steam line will not exceed 212 degrees and
the tops of the reaction with 100 pound steam could reach temperatures
above ignition point of carbon disulfide. Mr. Knight informed that
the normal operating temperature is 170° and measures will be taken to
accommodate and eliminate any hazards.
The original EIR indicated 5,000 gallons per minutes for fire control.
Mr. Knight added that a foam system or supplementary water system will
be installed to satisfy the requirements of the City of Tustin Fire Chief.

Commissioner McHarris questioned some of the generalities and referred
to item B on page 15, and c on page 20 referring to the hydrogen sulfide
that the reaction to produce this material is only conducted about once
per month. Mr. Knight explained that this frequency was based on data
from the existing plant for the past two years which was conducted ex-
actly once a month. Mr. Knight informed the Commission that the Air
Pollution District has been notified about this project and have been
most helpful. Mr. Knight also stated that they will conform to all
codes of the City plus those of other regulatory agencies involved.
Mr. J. L. Carnes of Dynachem stated that the water pressure is a matter
of concern as to what is available to them, as well as to the City.
The public hearing was closed at 8:12 p.m.
Moved by Lathrop, seconded by McHarris to adopt Resolution No. 1506
certifying Environmental Impact Report No. 76-1 for the Thiokol/Dynachem
Corporation (OCR) Building.

Moved by Robbins, seconded by Lathrop that staff prepare the resolution
of approval for Use Permit 76-7 to be adopted at the next meeting.

INITIAL HEARINGS
1. Use Permit 76-8 - Fotomat Corporation, to authorize the construction
of a phOtofinishing kiosk with drive-thru facilities in the Tustin Square
Shopping Center located on E1 Camino Real.
Dr. Flea~le reported that the plans were circulated and staff recommends
that ~he kiosk be moved to the interior of the lot.
M~rjorie Ann Marshall, of ~otomat Corporation agreed that if the kiosk
were moved up three stalls they would have a better stacking ability.
In regards to the planters Ms. Marshall stated that they have found that
if the planters are too low they have a tendency to be run over by the
customers.
Pete ~ogerty, 1818 West Street, Fullerton, referred to the staff re-
commendation of cutting back the roof overhang and planting trees in the
adjacent planters. Mr. Fogerty requested a compromise of keeping his roof
overhang, junipers in the adjacent landscaped area and planting the
requested trees in the adjoining landscaped areas.
In regards to the Kodak signing, Ms. Marshall stated that they do business
with Kodak and there would be no legal problems pertaining to the signing.
Dr. Fleagle requested that he have a statement from the Kodak Company
stating that there would be objection.
The public hearing was closed at 8:35 p.m.
Moved by McHarris, seconded by Lath~op that a Resolution of approval be
prepared by staff for approval of Use Permit 76-8 for the next meeting.

PUBLIC CONCERNS
Mrs. Lyn Osen requested that she be heard by the Commission for Tentative
~ract 9345.
OLD BUSINESS - None
NEW BUSINESS
1. Tentative Tract 9345 - Sand Dollar Development Corporation.
LOCATION: 17th Street, west of Laurinda Way

Dr. Fleagle commented that he had three principal concerns regarding
t~h~is tract: 1. The 25' flood control right of way which is encased
in concrete. Dr. Fleagle recommended that this right of way be in-
corporated into this tract by an easement. 2. Drainage - concerned
because the water cannot drain westerly because of the slopes. Thus
to remain as shown, the drain line will have to be carried into 17th
Street or Laurinda Way. 3. Traffic circulation - request that the
builder put median island on 17th Street to prohibit left turns going
into and out of the tract.
Mr. Vincent Tock of Tait and Associates informed the Commission that
they have been in contact with the Flood Control District and are
trying to obtain an easement for open space purposes. Mr. Tock stated
that they have also tried to flip flop the tract and have found that
the 6' grade difference would create a bad drainage system. Mr. Tait
also stated that they are in full agreement that there should be no
left turns in or out of the tract and would place a median in the
middle of 17th Street and a landscaped island at the entranceway to
the tract.
Mr. Randy Blanchard, Vice President of Sand Dollar Development commented
that the homes will be 2100 square feet to 3000 square feet and will be
known as Sand Castle Homes of Tustin. Mr. Blanchard presented renderings
of the different models and sp~e of improving some of the lots.
After some discussion among the Commissioners it was moved by Lathro~,
seconded by~obbins to direct staff to work with the developer aHd draw
up a resolution of approval for consideration at the next meeting.

The Commission recessed at 9:30 p.m.
The meeting was reconvened at 9:45 p.m.
2. S%gn Code Revisions
The Commission held an open workshop session on the present sign code
ordinance and presented their own views and those of local businessmen
and residents, and those of the Community Development Department. An
open public hearing is advertised for the May 10, 1976 meeting.

Moved by Hill, seconded by Lathrop for staff to review the EIR and respond
appropriately.

2. Irvine Water Ranch District - Environmental Impact Report
Dr. Fleagle commented that the environmental impact report still has not
answered that number one important question of the water pressure in the
Tustin-Irvine Industrial Complex and there definately is a deficiency
in the water pressure.
After some discussion it was moved b~ Glenn, seconded b~ McHarris that
since it had been determined that there is fnadequate water pressure
for fire suppression in the Tustin-Irvine Industrial Complex, no further
building permits will be issued until such time as the water pressure
has been deemed adequate for fire suppression purposes.

This use permit was received and filed.
4. Parkland Dedication Ordinance No. 635
Moved by McHarris, seconded by Glenn to advertise the Parkland Dedication

STAFF CONCERNS - None
COMMISSION CONCERNS
Commissioner McHarris commented that he felt the City should set its
own standards rega~ing water and air pollution.
ADJOURNMENT
The meeting was adjourned at 11:50 p.m. to the next regular meeting of
May 10, 1976.
