HomeMy WebLinkAboutPC Minutes 11-24-75 MINUTES OF A REGULAR MEETING OF THE CITY OF TUSTIN PLANNING COMMISSION November 24, 1975 The regular meeting of the City of Tustin Planning Commission was held on the twenty fourth day of November, 1975, at the hour of 7:30 p.m., of said day, in the Council Chambers, City Hall, Centennial at Main, Tustin, California. PLEDGE OF ALLEGIANCE was led by Commissioner Sucher. INVOCATION was given by Commissioner Hill. ROLL CALL Present: Commissioners: McIIarris, Kennedy, Sucher, Shambeck, Hill Absent: Commissioners: None Others Present: Bruce A. Lenorovitz, Ass't Planning Director James G. Rourke, City Attorney APPROVAL OF MINUTES Moved by Hill, seconded by Kennedy that the Minutes of November 10, 1975, be approved. MOTION CARRIED: 5-0 PUBLIC HEARINGS 1. Pre-Zone 75-1 On the motion of the Planning Commission to prezone the following properties from the County of Orange 100-C-l-10,000, R-4 and C-1 Districts to the City of Tustin Commercial General (CG) District: a) Southeast corner of Newport and Mitchell Avenues. Subject property contains a number of commercial establishments; b) Southeast corner of Newport and Walnut where the Pantry Shopping Center is located; and c) The site adjacent and south of the Pantry Center which is occupied by the Tustin Block Company. Mr. Lenorovitz presented the Staff report recommending approval of the pre-zone to the City Council by the adoption of Resolution #1475. Mr. Lenorovitz answered questions posed by the Commission. The public hearing was opened at 7:50 p.m. Mrs. Mercedes Harris, 1086 Mitchell Avenue, a resident and board membe~ of the condominiums adjacent to the property proposed to be pre-zoned at the southeast corner of Mitchell and Newport Avenues, stated that she would like to be annexed to the City to receive better police and fire protection. Mr. Lenorovitz stated that the City would welcome the condominium complex, but state law would require an election of the voting residents of the complex since it is inhabited territory. Staff will be in contact with her to initiate annexation proceedings. Public Hearing closed at 7:54 p.m. PC Minutes 11-24-75 - Page 2 Commissioner Shambeck moved and Commissioner Sucher seconded that ResOlution ~1475 be approved recom~n~nding to the City Council that the properties cited in the Resolution be pre-zoned to the City of Tustin CG (Commercial General) District. MOTION CARRIED: 5-0 OLD BUSINESS - None NEW BUSINESS 1. Final Parcel Map 75-78 - A final parcel map with supporting documents were not ~ub~itted by the meeting date. 2. Consistency of General Plan with Zoning Ordinance - At the Planning Commission Meeting of Nov~'m~ 10, 1975, each Commissioner received zoning and general plan maps for the City with the purpose of identifying inconsistencies between both documents. Each Commissioner proceeded to identify those items which were then noted on a large City map displayed that evening in the Council Chambers. Mr. Lenorovitz added areas of Staff concern, and discussed the items identified by both Staff and the Commission. Some of the items were felt worthwhile to be included in the upcoming tour of the City by the Commission and City Council. A few of the items will form the basis for future General Plan Map changes where warranted. AUDIENCE PARTICIPATION 1. Art Barrett, Tustin News Reporter, mentioned that the noise of the dance taking place in the adjacent Community Building was quite loud and made it difficult for the audience to hear. 2. Jim Kirsten, realtor, asked if it would be possible to have a meeting ~acket for audience review at each meeting. CORRESPONDENCE 1. Traffic Hazard, Red Hill Avenue - The Commission received and filed correspondeh'~ from the-~t~ Engineer stating that a study is underway and should be completed by the December meeting of the Traffic Commission. STAFF CONCERNS - None CONLMI S S ION CONCERNS 1. City Tour by Commission and Council will be held on December 6, 1975, with a bus lea~ing from the citY Hall parking lot at 9:30 a.m. The tour is open to the public. 2. Minutes - Correspondence was received from the City Administrator indicating that the Planning Commission will be receiving minutes from the other City Commissions. 3. Old Civic Center Site - Commission inquired as to the status of this site. Mr. Lenorovitz stated that the contract for the E1 Camino Real Downtown Study required the consultant to specifically study the potential of the old civic center. 4. Costs of Maintenance for City Parks and Medians were requested to be obtained. 5. Community College Campus - The Commission asked if Staff has received any inquiries regarding the possible location of a Community College Campus in Tustin. PC Minutes 11-24-75 - Page 3 6. Planning Commission lIearing_Notices - Commissioner Kennedy stated that she has met with Staff and has obtained a copy of a Planning Commission Hearing Notice to ascertain whether any lan- guage changes can be made so as to encourage greater audience participation.
