PROPOSITION 1 B FUNDS TO THE ANNUAL PAVEMENT MAINTENANCE
PROJECT CIP NO. 70001
SUMMARY
On May 6, 2008, the City Council adopted Resolution No. 08-29, amending the Capital
Improvement Program (CIP) for Fiscal Year 2007-08 to recognize funding from State Proposition
1 B for the Jamboree Road Pavement Rehabilitation Project CIP No. 70194. The Jamboree Road
Pavement Rehabilitation Project has now been completed. Adoption of Resolution No. 10-102 will
enable the City to reallocate surplus State Proposition 1 B funds from the Jamboree Road Project
to this year's Annual Major Pavement Maintenance Project CIP No. 70001.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 10-102 amending the Capital
Improvement Program for Fiscal Year 2010-11 to reallocate surplus State Proposition 1 B funds
from the Jamboree Road Pavement Rehabilitation Project CIP 70194 to the Annual Major
Pavement Maintenance Project CIP No. 70001.
FISCAL IMPACT
The recommended action will amend the Fiscal Year 2010-11 Capital Improvement Program
Budget by reallocating $1,097,315 of existing budget appropriations from the Jamboree Road
Pavement Rehabilitation Project CIP No. 70194 to the Annual Major Pavement Maintenance
Project CIP 70001.
BACKGROUND
In 2006, the voters of California approved Proposition 1 B authorizing the sale of various bonds for
infrastructure improvements. Proposition 1 B specified that a portion of the bond proceeds be
allocated directly to cities for local street and road improvements. The City of Tustin received
$1,166,789 in Fiscal Year 2007-08 and allocated those funds to the Jamboree Road Pavement
Rehabilitation Project CIP 70194. .
In Fiscal Year 2009-10, the City received American Reinvestment and Recovery Act of 2009
(ARRA) federal stimulus funds in the amount of $813,324 for the Jamboree Road Pavement
Rehabilitation Project, resulting in a surplus of funds in the project budget.
The Jamboree Road Pavement Rehabilitation Project has been completed and was accepted by
the City Council on September 21, 2010. The final project accounting shows a surplus of State
Proposition 1 B funds in the amount of $1,097,315, which the City is required to expend by June 30,
2011.

It is recommended that these unused appropriated funds be reallocated to this year's Annual Major
Pavement Maintenance Project CIP No. 70001. The additional funds will enable the expansion of
the project scope to include pavement rehabilitation at the following locations:
• Edinger Avenue between the Santa Ana-Santa Fe Channel and Jamboree Road;
• Red Hill Avenue between Barranca Parkway and Valencia Avenue;
• Jamboree Road between the OCTA/SCRRA Railway and Barranca Parkway; and
• Yorba Street between Irvine Boulevard and Seventeenth Street.
City Council Adoption of Resolution No. 10-102 will formally reallocate the surplus Proposition 1 B

RESOLUTION NO. 10-102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AMENDING RESOLUTION NO. 10-67, WHICH ADOPTED
THE CITY OF TUSTIN'S BUDGET FOR FISCAL YEAR 2010-11, TO
ADJUST THE CAPITAL IMPROVEMENT PROGRAM BUDGET TO
REALLOCATE SURPLUS STATE PROPOSITION 1 B FUNDS FROM THE
JAMBOREE ROAD PAVEMENT REHABILITATION PROJECT CIP 70194
TO THE ANNUAL MAJOR PAVEMENT MAINTENANCE PROJECT, FY
10/11 CIP NO. 70001
WHEREAS, on June 15, 2010, the City Council of the City of Tustin approved
Resolution No. 10-67, which approved the Capital Improvement Program Budget for
Fiscal Year 2010-11; and
WHEREAS, the City's Capital Improvement Program Budget has previously
included funding from State Proposition 1 B for construction of the Jamboree Road
Pavement Rehabilitation Project CIP 70194 in the amount of $1,166,789; and
WHEREAS, construction of the Jamboree Road Pavement Rehabilitation Project
CIP 70194 has been completed and the project was accepted by the City Council of the
City of Tustin on September 21, 2010 by adoption of Resolution No. 10-86; and
WHEREAS, the final project accounting for the Jamboree Road Pavement
Rehabilitation Project CIP 70194 shows a surplus of State Proposition 1 B funds in the
amount of $1,097,315;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, hereby amends Resolution No. 10-67 to adjust the Capital
Improvement Program Budget for Fiscal Year 2010-11 to reallocate surplus State
Proposition 1 B funds from the Jamboree Road Pavement Rehabilitation Project CIP
70194 in the amount of $1,097,315 to the Annual Major Pavement Maintenance Project
FY 10/11 CIP 70001 to provide for pavement rehabilitation on Edinger Avenue between
the Santa Ana-Santa Fe Channel and Jamboree Road, Red Hill Avenue between
Barranca Parkway and Valencia Avenue, Jamboree Road between the OCTA/SCRRA
Railway and Barranca Parkway, and Yorba Street between Irvine Boulevard and
Seventeenth Street.
BE IT FURTHER RESOLVED that the City Council of the City of Tustin hereby
authorizes staff to provide the State Department of Finance with a certified copy of
Resolution No. 10-102 to document City Council approval of the budget amendment.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 2"d day of November 2010.
