OF THE
CITY OF TUSTIN PLANNING COMMISSION
March 24, 1975
The regular meeting of the City of Tustin Planning Commission was held
on the twenty-fourth day of March, 1975, at the hour of 7:30 p.m., of
said day, in the Council Chambers, 275 South "C" Street, Tustin,
California.

Moved by Schier, seconded b~ Hill, that the Minutes of March 10, 1975
be approved as amended.

PUBLIC CONCERNS
Mr. Fleagle told the Commission that Mr. Ebbe Videriksen, AIA, Sherman
Oaks, California was at the meeting to furnish the Commission with
illustrations of the before and after design relating to a remodeling
of a shopping center in Oxnard. He also stated letters of invitation
had been mailed to Larwin Square shopping center tenants, and owners
and tenants of other shopping centers in Tustin, and that they were
in the audience tonight to hear Mr. Videriksen's presentation.
Mr. Videriksen showed the Planning Commission and the audience slides
of a shopping' center in Oxnard which has a nautical theme, and one in
Encino that centers around small man-made lakes, old oak trees, green
lawns, and with parking to the rear and sides. IIe also presented
sketches and drawings of the "before" and "after" of a renovated
shopping center in Oxnard. Mr. Videriksen said shopping center develop-
ment costs range from $13.50 per sq. ft. to $15 and $16 per sq. ft. for
the Encino Center. He believes in strong sign control in his renovation
work inasmuch as many of the older signs are of all sizes, shapes and
colors. The Oxnard Center was renovated at a cost of $100 per front
foot, & $150,000 for the entire frontage. He concluded that these costs
are amazingly low. Signs are de-emphasized, lighting fixtures are
restored, and colors coordinated to enhance these renovated shopping
centers.
Mr. Morrey J. Friedman, management consultant for Larwin Square said he
was impressed with Mr. Videriksen's presentation and what can be done
to renovate 10-20 year old shopping centers. He asked the architect to
look over Larwin Square's shops and give an estimate on a complete
revamping of the facades.
OLD BUSINESS
1. First Street Land Use Analysis.
Mr. Flea~le told the Commission that at the request of the Planning
CommisSioners on March 10 staff had been directed to proceed with a precise
land use analysis of First Street Properties. He said the attached analysis
is in the process of being brought up to date, indicating the changes that
have taken place since initiating the street improvements. It is anticipated
that the analysis will be completed prior to the joint meeting with the
City Council.
2. Northbound off-ramp of Santa Ana Freeway at Newport Avenue.
Mr. Fleagle explained that the letter from Bob Ledendecker, City Engineer
was a b~ief history regarding the northbound off-ramp of the Santa Ana
Freeway at Newport Avenue, which the Commission had requested.
The Planning Commission felt that this matter should be brought before the
City Council incorporating some additional items that might be considered
such as an exchange of the Red Hill off-ramp for Newport Avenue. They felt
that an off-ramp at Newport Avenue was important to the economic growth of
Newport Avenue. They requested that this item be put on the agenda for the
joint City Council meeting.
NEW BUSINESS
1. Noise Element of the General Plan.
Mr. Flea~le told the Planning Commission that this was the first draft of
~he Noise Element of the General Plan which has been prepared by Mr. Alan
Warren of the Community Development Department. It has not as yet been
reviewed by staff nor other agencies. The draft is being submitted to the
Commission in its preliminary form for Commission review, comment, and
direction to staff.
The Planning Commission stated that it was a fairly complete synopsis but
questioned if it is possible to add to this report some sort of peak
indication of the noise intensity in the city. In addition, they asked
if any major elements that other cities are concerned with have been omitted
due to the fact that they do not apply to Tustin. The Commissioners agreed
that there should be a central air conditioning system in the structural
design of buildings near freeways, but did not feel a filtering system was
needed to control smog. They agreed to continue this matter to a later
date after staff and other agencies have had an opportunity to make their
review and recommendations.

CORRESPONDENCE
Mr. Flea~le read the letter from the County Sanitation District of Orange
County relative to Wastewater Discharge Ordinance public hearings on Tuesday,
March 25.
Moved by Schier, seconded by Hill for staff to respond stating that we
endorse the proposal of the Sanitation District to comply with the clean
water recommendations of the Environmental Protection Agency, assure that
the standards set conform to standards being set in neighboring counties
or competing areas, and that these standards be met at a minimum cost to
the producer.

STAFF CONCERNS
Mr. Fleagle told the Commission that the Seismic Element is being written
by Bruce Lenorovitz, and that we hope to have a draft to the Commission in
the near future. The preliminary draft will be forwarded to Commissioner
Dukleth for his review and comment.
COMMISSION CONCERNS
Preparation of Agenda for Council-Commission Joint Meeting on March
31, 1975.
Mr. Fleagle informed the Commissioners that this meeting will be
held at 5:30 p.m. on March 31 with the place to be announced later.
He asked the Commission for agenda items and the following were
requested:
1. Freeway interchange proposals. (Presentation by City Engineer)
Commercial Planned Development District (Overlay Zone) for
First Street, west of Prospect.
Preparation of Request for Proposal for precise design study
and economic market analysis for old city hall block and
E1 Camino Real design study funded by HCDA funds.
Commissioner IIill remarked that this would be the last meeting of
the Planning Commission in this building. IIe said he hoped this building
could be preserved in the redevelopment of this part of town. The
building has had quite a history and has watched Tustin grow from a
humble beginning.
Moved by McHarris, seconded by tIill to adjourn at 9:30 p.m. to a
workshop meetin~i~--t~e City Council at 5:30 p.m. on March 31, 1975.
