HomeMy WebLinkAboutPC Minutes 09-23-74 MINUTES OF A REGULAR MEETING OF THE CITY OF TUSTIN PLANNING COMMISSION September 23, 1974 The regular meeting of the City of Tustin Planning Commission was held on the 23rd day of September, 1974, at the hour of 7:30 p.m., of said day, in the Council Chambers, 275 South "C" Street, Tustin, California. ROLL CALL Present: Commissioners McHarris, Dukleth, IIill, Schier, Sutcliff Absent: Commissioners: None Others Present: R. Kenneth Fleagle, Assistant City Administrator, Communitv Development Director Bruce Lenorovitz, Assistant Planning Director James G. Rourke, City Attorney Mary Ann Chamberlain, Planning Commission Re- cording Secretary PLEDGE OF ALLEGIANCE was led by Commissioner Hill. INVOCATION was led by Commissioner Dukleth. APPROVAL OF MINUTES Moved by McHarris, seconded by Sutcliff, that the Minutes of September 9, 1974 ~ee~ing be approved. MOTION CARRIED: 5-0 PUBLIC HEARINGS - None PUBLIC CONCERNS - None OLD BUSINESS 1. Use Permit 74-6 - Tustin Community Hospital Parking Lot. Location: 14662 Newport Avenue Mr. Flea~le reviewed the staff report and commented that the le~ter 'of agreement received from the Tustin Community Hospital would be satisfactory to the staff, subject to the reservation of the authority of the Commission to reconsider parking accommo- dations and impose additional parking requirements at such time as facilities were found to be inadequate to serve the hospital. Commissioner Hill commended Staff for negotiating all problems with the hospital and finding a satisfactory solution. Moved by Hill, seconded by Schier to adopt Resolution No. 1410, amending Resol~tio~ ~O. 1401, granting a Use Permit on application No. UP 74-6 of the Tustin Community Hospital. Use Permit 74-9 - Maurice Enderle Location: The area bounded by 17th Street on the north, Newport Freeway to the west, Vandenberg Lane on the south, and extending + 800 ' easterly of Yorba. Mr. Fleagle reviewed the staff report and pointed out the important changes in the revised site plan. a) A redesign of the bank, its circulation system and drive-through lanes. b) The elimination of a driveway on the east side of Enderle Center Drive, and the alignment of the major easterly entrance to the main complex with the corres- ponding driveway on the west side of Enderle Center Drive. c) The shifting of two driveways to the main complex on Vandenberg Lane, and the inclusion of two access points to Park Tustin to the south as required by Resolution No. 1243. d) The elimination of a driveway on the east side of Yorba, and the re-alignment of the driveway north of office building #1. e) Additional means of pedestrian access have been provided to include walkways into the center near the proposed savings and loan and restaurant #3, in addition to walk- ways adjacent to various driveways. f) Three median planter islands (2 on Enderle Center Drive and one on Yorba near 17th Street) have been eliminated to provide left turn lanes. Chairman McHarris questioned the absence of median islands. Mr. Fleagle answered that the median islands would make the left turn movements more difficult to construct and have been eliminated, on the recommendation of the City Engineer. Commissioner Schier requested that Resolution No. 1409, 2(f) be corrected to read Yorba Street to the west and Enderle Center Drive to the east. Chairman McHarris stated that he was still concerned about the intersection 'of and Yorba. Commissioner Dukleth commented that he felt this problem has been solved ~ith the revised site plan. Moved_b~ Sutcliff, seconded b~ Dukleth that Resolution No. 1409 be adopted, granting a Use Permit on UP 74-9, as amended. MOTION CARRIED: 5-0 NEW BUSINESS 1. Final Tract Map 8603 - Irvine Industrial Complex. Location: Bounded by the Santa Ana Freeway, Myford Road, future alignment of Jamboree Road and Moulton Parkway. Mr. Flea~le briefly reviewed the staff report and commented that the City-of Irvine had cooperated with the City of Tustin to allow Tustin to annex part of Irvine so that the westerly part of Myford Road could be wholly in the City of Tustin. PC Minutes 9/23/74 Page three Commissioner Schier questioned the blackened portion of the map. Mr. F~eagle answered that the blackened part was an omissi~ from the tentative map and the final map will have to be amended to include the westerly half of Myford, north of Michelle Drive. Moved b~ McHarris, seconded by Schier that Resolution No. b~--a~o~,-r~commeh~ing To ~e ~t~ouncil approval of Final Tract Map No. 8603. 1412 MOTION CARRIED: 5-0 Chairman_ _McHarris requested Staff to forward correspondence to the City o~ Irvine thanking them for their cooperation in the Myford Road annexation. 2. Parcel ~a? 74-69 - Koll Borchard Revision Location: Red Hill Avenue and Moulton Parkway Mr. F. lea~le explained to the Commission that this revision is f6r the purpose of creating a parcel for the Celanese development. Commissioner Schier questioned the 60 foot easement with Lot 4. Mr. Fleagle explained that the 60' easement is for fire protection. Moved b~ Sutcliff, seconded by Schier to adopt Resolution No. 1411 apPr~ving Parcel Map.Appl'ication No. 74-69 as revised. MOTION CARRIED:. 5-0 3. Moulton Parkway Access to Irvine Industrial Complex. Mr. Fle~gl~ explained that the City Council in approving Zone Change 73-6, required that road access from Moulton Parkway to the Irvine Industrial Complex be completed prior to the issuance of building permits for the industrial lots southerly of Walnut Avenue. Mr. Fleagle commented that the Irvine Industrial Complex will also have to gain approval from the County Road Department, Santa Fe Railroad and the Marine Corps. Moved by Schier, seconded by Hill to adoDt Resolution No. 1406 endorsing a proposed access road from Moulton Parkway serving the Tustin-Irvine Industrial Complex. MOTION CARRIED: 5-0 AUDIENCE PARTICIPATION - None CORRESPONDENCE Orange C~unty Transit District Station Location Mr. Flea~le informed the Commission that the proposed location for the Tustin area is located on Edinger, west of the Newport Freeway in Santa Ana. This would require the use of Red Hill Avenue for access for Tustin residents, compounding existing traffic congestion on Red Hill and at the Edinger-Red Hill intersection. Mr. Fleagle su¢[gested instead, that the station be located at the SFRR mainline and Jamboree Boulevard. This location would give impetus to the improvement of Jamboree Boulevard and direct commuter traffic onto a major arterial with capability to accommodate the traffic without congestion of existing streets, and provide necessary service to the industrial complex. MOTION CARRIED: 5-0 STAFF CONCERNS Mr. Fleagle advised the Commission of the Joint Workshop with the City Council and Parks & Recreation Commission on September 30, at 7:00 D.m., to discuss Capital Improvement Program and Long Range Planning. COMMISSION CONCERNS Commissioner tIill suggested a workshop session immediately following tonight's meeting. ADJOURNMENT Moved by Sutcliff, seconded by Schier to adjourn to a workshop ses'si6n and th~n to the September 30 Workshop Session and then to a regular meeting on October 15, 1974.
