HomeMy WebLinkAboutPC Minutes 08-15-73 MINUTES OF A REGULAR MEETING OF THE CITY OF TUSTIN PLANNING COMMISSION AUGUST 15, 1973 A regular adjourned meeting of the City of Tustin Planning Commission was held on the 15th day of August 1973, at the hour of 6:08 p.m., of said day in the Civic Center Community Building, 250 E1 Camino Real, Tustin, California. ROLL CALL Present: CommissionersF Absent: Commissioners: Others present: Hare, Larnard, Sharp. Dombrow, McHarris. R. Kenneth Fleagle, Asst. CA, Community Development Director Bruce Lenorovitz, Assistant Planning Director Mary Ann Chamberlain, Planning Commission Recording Secretary PUBLIC CONCERNS - None. OLD BUSINESS Tract 8029 - Resolution No. 1357, for U. S. Development Corporation. Location: North of Walnut Street, west of Jamboree. Mr. Flea~le explained that Resolution No. 1357 has been pre- pared subject to the conditions of Tentative Tract No. 7979: 1. Submission of Subdivision Agreements and Bonds. Perimeter wall and wall that encloses recreational vehicle parking lot be shown on the plot plans per approved design. m Security gate to be included at entrance to recre- ational vehicle parking lot. Acoustical treatment along the freeway portion adjacent to tract to be in compliance with sound studies regarding noise level in the area. Commissioner Larnard moved to adopt Resolution No. 1357 recom- mending approval of Final Tract 8029 to the City Council; seconded by Commissioner Hare. MOTION CARRIED: 3-0 Residential Mix for Tracts 8034 and 8035 - U. S. Development Corporation. Location: North side of Walnut, west of future Jamboree. Mr.. ~lea~le commented that Models #1 and #3 are single-story units. Models ~2 and #4 are two-story units. Market analysis has shown an increased buyer preference for the two-story Model 2. The Planning Commission considered this request on July 23, and continued the determination to enable staff to evaluate the impact of the proposed change. ........ ' ...... furnished b~' de~ !opcr it --- ~ assumed that the revised plotting would result in a net density reduction for the two tracts of 3.7 school age children from Planning Commission 8/15/73 Page 2 69.61 to 65.91 for the 111 units, or an average of .6 children per uni%. Mr. Fleagle suggested that this mix be authorized for Tract 8034 only, and wait for 8035 until a larger sampling can be obtained. Commissioner Hare questioned staff how U. S. Development Corporation determined the buyer profile. Mr. Fleagle answered that a credit report was compiled on each individual that had entered into escrow on Tract 8033. Commissioner Larnard moved to approve the amended residential mix for Tract No. 8034; seconded by Commissioner Hare. Commissioner Larnard commented that this in no way implied approval for the mix for Tract No. 8035. MOTION CARRIED: 3-0 NEW BUSINESS Final Map for Tract No. 8301 - Warmington Development Corporation. Location: Yorba, north of 17th Street Mr. Flea~le informed the Commission that this tract was annexed to the City of Tustin as conditioned by the approval of the Tentative Map on May 21, 1973 by the City Council. Commissioner Hare moved for approval of Resolution No. 1358, recommending approval of Final Tract 8301 to the City Council, subject to the previous conditions of the Tentative Tract approval; seconded by Commissioner Larnard. MOTION CARRIED: 3-0 Council request for Commission Study and Hearing on Amending the Code for Use Permits in the PM (Planned Industrial) Zone, for commercial and professional offices. ~r. Fleagle reported that the City Council has expressed the same concerns as those of the Commission and staff as related to assuring that the authorized uses in an industrial building can provide adequate parking accommodations. As an additional assurance of parking accommodations for pro- posed uses, it is the recommendation that the Planning Commission initiate an amendment to the Industrial and Planned Industrial District Regulations of the Zoning Ordinance (Ordinance No. 157), to require a Use Permit for authorization of commercial support activities and those uses of a professional and administrative office character. The amendment, to be advertised for hearing, would specify the uses in an industrial district that would require a Use Permit prior to the issuance of an occupancy certificate or business license for the proposed use. Resolution No. 1353 - Zone Change for Industrial Development. Mr. Fleagle presented this Resolution and stated that this would be a gesture of good faith with the Irvine Company. Commissioner Larnard moved to adopt Resolution No. 1353 which joins the Planning Commission in the application of the Irvine Company for a proposed zone change; seconded by Commissioner Hare. MOTION CARRIED: 3-0 COMMISSION CONCERNS Chairman Sharp informed the Commission and staff that he had attended a meeting of the Foothill Home Owners' Association as a representative of the Tustin Planning Commission. He stated that their main concerns were future development of Seventeenth Street from Prospect to Newport Avenue, and Newport Avenue from Wass north to Chapman. Chairman Sharp commented that if his attendance is again requested, would staff and some of the Commissioners accompany him to the meeting. Mr. Fleagle answered that he would be more than happy to attend. ADJOURNMENT Commissioner Hare moved to adjourn to the next regular meeting of August 27, 1973, at 7:30 p.m.; seconded by Commissioner Larnard.
