HomeMy WebLinkAboutPC Minutes 12-27-71 MINUTES OF A REGULAR MEETING OF THE CITY OF TUSTIN PLANNING COMMISSION DECEMBER 27, 1971 The regular meeting of the City of Tustin Planning Commission was held on the 27th day of December, 1971, at the hour of 8:05 p.m., of said day in the Council Chambers, 275 South "C" Street, Tustin, California. The Pledge of Allegiance was led by Commissioner Dukleth.~. The Invocation was given by Commissioner Edelstein. APPROVAL OF MINUTES OF REGULAR MEETING OF DECEMBER 13, 1971 Moved b~ Mr. Edelstein, seconded by Mr. Dukleth, that the minutes of the December 13, 1971, meeting, be approved as submitted. MOTION CARRIED: 3-0 PUBLIC HEARING NO. 1 ZC-71-228 - Dan Jones, et al - Request for a zone change of an approximate 6.6 acre parcel of land from the "U" (Unclassified) District to the PC(Planned Community - Commercial) District. Location: Site is located at the southwesterly corner of 17th Street and Prospect Avenue, with frontages of approximately 554' ft. on 17th Street and approximately 516 ft. on Prospect Avenue. Mr. Brown explained that subject property was a part of a recent annexation action to the City (Meredith-Jones Annexation No. 69). The annexation of the Meredith property, and the professional office zoning applied for its development became the easterly buffer. Since no specific development plans had been submitted at the time of the annexation, the Jones prop- erty was zoned "U" (Unclassified) by the City of Tustin. No specific plans for the development of subject property were submitted with this application, although Staff has been advised that it is the intent to combine this property with larger properties located to the west, as a part of a total planned commercial and professional develop- ment. A master concept plan for this area, including subject property is contemplated. Mr. Brown also stated that the inclusion of subject property as a part of the total commercial-professional development appeared to be consistent with City efforts exerted over the past several years for this area. It was recommended that subject request from the "U" (Unclassified) District to the P-C (Planned Community - Commercial) District be recommended for approval to the City Council, subject to approval of specific development by issuance of a conditional use permit, by adoption of the attached Resolution No. 1249, substantially as submitted. Mr. Edelstein feeling that the staff's report pretty well spelled out the properties surrounding the requested application and the proposed plans for the area, was satisfied with the situation. Mr. Edelstein moved for adoption of Resolution No. 1249, approving ZC-71-228; seconded by Mr. Dukleth. - MOTION CARRIED 3-0 NEW BUSINESS - Pendin~ Applications UP-71-376 - Standard Oil Company of California - Request to permit a revolving free-standing sign. Location: Site is located at the northeasterly corner of the inter- section of Newport Avenue and Irvine Boulevard, with front- ages of 158 ft. on the southeast side of Newport Avenue and 153 ft. on the southwest side of Irvine Boulevard. UP-71-377 - Western Mortgage Corp. - Request to permit the temporary use of a trailer for a banking facility and other office facilities until a permanent structure can be erected. Location: Generally located at the southeasterly intersection of 17th Street and Yorba Street. CORRESPONDENCE County Case - ZC-71-57 and Amendment to the Tustin Area General Plan - North Tustin Area (Initiated by the Orange County Planning Commission.) Location: Certain properties located on Overhill Drive, extending between Mira Vista and Sirrine Drives in the Cowan Heights Area. Mr. Brown stated that a request from the R1-18,000 District and the Ri-10,000 District to the Ri-15,000 District be considered. He explained that this zone change first appeared as a public hearing before the Orange County Planning Commission at their December 14, 1971, meeting, and was continued to their December 28, 1971, meeting, since they wished further information as to how the property in question would be subdivided. They also set for public hearing on the same date an amendment to the Tustin Area General Plan, because of the proposed changes in density. After a discussion between Tustin Staff and Orange County Planning Staff, it was their feeling that very little density change was actually resulting from the new proposal and the total number of units proposed to be constructed on this approximate 12 acre portion of land would vary insignificantly whether the existing zoning or the proposed zoning is applicable. Because of the lack of any significant density change; and, the relative remoteness of this site to the existing city boundaries of Tustin, Staff recommended a "no comment" report to the Orange County Planning Commission. It was moved'by Mr. Edelstein, seconded by Mr. Dukleth that a letter be forwarded to the Orange County Planning Commission recommending a "no comment" relative to the above subject matter.
