INFRASTRUCTURE MAINTENANCE PROGRAM CIP NO. 70001
SUMMARY
The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair
for the Annual Roadway and Public Infrastructure Maintenance Program CIP No. 70001 have been
prepared and the project is now ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 10-109 approving the plans and
specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair for the Annual
Roadway and Public Infrastructure Maintenance Program CIP No. 70001 and authorize the City
Clerk to advertise to receive bids.
FISCAL IMPACT
$1,600,000 has been budgeted and appropriated in the Fiscal Year 2010-2011 Capital
Improvement Program for this project.
DISCUSSION
The Annual Roadway and Public Infrastructure Maintenance Program CIP No. 70001 includes,
among other components, roadway rehabilitation and repair of sidewalks at various locations
throughout the City. The Roadway Rehabilitation Project consists of asphalt concrete repair and
overlay; crack sealing and slurry sealing; and traffic striping and markings. This year's roadway
rehabilitation cycle includes streets within Zone 6 of the City's Pavement Management System.
Zone 6 (see attached map) is generally bounded by the I-5 Freeway to the north, Tustin Ranch
Road to the west, easterly city limit, and Barranca Parkway to the south. Additionally, this year's
project includes pavement rehabilitation on Red Hill Avenue between Barranca Parkway and
Warner Avenue, and Yorba Street between Irvine Boulevard and 17~h Street. A portion of the work
on Red Hill Avenue is within the City of Santa Ana jurisdiction, for which the City of Tustin will be
reimbursed under a cooperative agreement with the City of Santa Ana that will be scheduled for
approval at a future City Council Meeting.
The Annual Sidewalk Repair Project focuses on removal and replacement of damaged sidewalk to
correct tripping hazards at numerous locations throughout the City based on an annual field survey
conducted by the Engineering Division. The field survey identifies and evaluates locations where

tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these
trees will be removed and replaced with trees of the same species, or with a species more suitable
to the parkway area. This project also provides improvements throughout the City to comply with
the Americans with Disabilities Act (ADA). These locations are typically requested by citizens or
are identified by City staff to provide for completion of missing segments of sidewalk and curb
ramps to improve pedestrian access.
The project is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain
eligibility for Measure M and Renewed Measure M (M2) funding. The tentative schedule for
construction of the project is as follows:

Since the project involves the replacement and repair of existing facilities with minor modifications,
it is Categorically Exempt under California Environmental Quality Act (CEQA) requirements. A
Notice of Exemption has been prepared for the project, and will be recorded with the County of
Orange following City Council approval of the plans.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK
REPAIR PROJECT CIP NO. 70001, AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Annual Roadway Rehabilitation and Citywide
Sidewalk Repair Project CIP No. 70001, FY 2010-2011; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No.
70001
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 7th day of December 2010.
