OCTOBER 26, 1970
The regular meeting.of'"the City of Tustin Plan~ng Commission
was held on the 26th day of October, 1970, at the hour of
7:35 p.m., of said day in .the .Council Chambers, 275 South
Street, Tustin, California.
The Pledge of Allegiance was led by Commissioner Edelstein.
The Invocation was given by Commissioner Mahomet.

UP-70-353 - McKESSON CHEMICAL COMPANY, ON BEHALF OF SANTA FE
LAND IMPROVEMENT COMPANY
Authority to permit an industrial development involving
the storage and handling of dangerous chemicals in an
enclosed structure and under ~afeguarded conditions.
Location:
Property is located south of the intersection of
Industrial Drive and Woodlawn Avenue with frontages
of approximately 235 feet on Woodlawn Avenue and
468 feet on Industrial Drive.
Mr. Brown stated that the property is a. part of an industrial
park development northwest of. Red Hill and southwest of~Edinger
Street and zoned 1007~-20,000.. Plans indicate the applicants
propose to construct'a 16,000 square foot warehouse structure
with an attached 2,000 square foot office building. On
October 7, 1970, the Development Preview Commission reviewed
this application and suggested:
That a solid wall of some type of material complimentary
to the main structure.be utilized to the rear'of the
planter areas on both the Industrial Drive and Woodlawn
Avenue frontages.

That safety provisions should be provided in the
loading area in case of any breakage or spillage
of dangerous materials.
That, if at all possible, the traffic circulation
pattern for loading and automobiles be redesigned
in a more desirable manner than that indicated on the
plot plan, and that the access drive located near the
radius return at the corner be moved further south-
eastward on Industrial Drive.
Chairman Pro Tem Curtis opened the public portion of the hearing
at 7:45 p.m.
Mr~ Gerrit H. Stukkie, 2538 Oxford Drive,Costa Mesa, representative
of McKesson Chemical, stated that they would be storing paint
thinner type chemicals that will be placed in sealed drums.
He went on to say that there will be no repackaging at this plant
and no handling of the solvents from the large drum into a
smaller one. The amount of chemicals stored at the warehouse
would be on a minimum amount and such chemicals would be brought
down to the proposed warehouse facility from their Los Angeles
plant. The rest of the chemicals inside the building would
be dry chemicals.
Mr. Edelstein asked what would be the portion of flammable
chemicals stored in the facility?
Mr. Stukkie replied that it would be at a maximum of 10% or
less of the total warehouse stocks that would be here.
Mr. Mahoney inquired, as to the plant being strictly a warehouse
facility with no transfer or manufacture of chemicals of
different sized containers to other'containers.
Mr. Stukkie stated they were strictly interested in distribution.
Mr. Sharp expressed concern over the number of parking spaces
shown on the plot plan and asked if there would be resales
done at the proposed location.
Mr. Stukkie stated they are not in the retail business per se.
They will have approximately eight to ten employees utilizing the
parking spaces.
Mr. Chancy M. Lott, 6055 East Washington, Los Angeles, the
architect for this project, stated that the parking ratio shown
on the plot plan is that which is required by Code standards.
Mr. Lott went on to say that they would prefer a chain link
fence to the required wall suggested by the Development Preview
Commission. He stated his reason for the fence would be one
of security. ~
Mr..Mahoney inquired as to the amount of products that will be
coming into the facility by railroad.
Mr. Lott stated that most of the products would be coming in by
tracks with some deliveries by rail.

No. 1186 be adopted recommend, in~. approval of UP-70-353 subject~
to:
Compliance with the Fire Code and the National Fire
Protection Association recommendations as stipulated
by the Fire Chief.
Compliance with the necessary UBC requirements for
Fire Zone 2, as stipulated by the Building Official.
Filing and recording a parcel map, and installation of
street trees and lights as stipulated by the City
Engineer.
Review and approval of final development plans by
the Development Preview Commission.

V-70-276 - FEDERAL SIGN & SIGNAL CORPORATION~ ON BEHALF OF
ROBERT B. HORNE
Authority to permit a roof sign in addition to a free-
standing sign on the same property.
Location:
Site fronts approximately 90 feet on the southeast
side of Newport Avenue, approximately 240 feet
northeast of the centerline of Walnut Avenue.
Mr. Brown stated that subject property was part of a larger
parcel of land which was approved by City Council on September 8,
1970 and UP-70-347 whick was approved by the Planning Commission
on September 14, 1970. The whole'project was to permit a walk-up
restaurant with outdoor eating facilities. Mr. Brown went
on to say that plans submitted with the application indicate
the free-standing sign would be located in the approximate
center of the property adjacent to the Newport frontage. The
Development Preview Commission at their October 7, 1970, meeting
felt that the two signs should conform to the aggregate area
and height limitations of the Sign Ordinance.
~he public portion of the hearing was opened at 8:15 p.m.
Mr. Jack Vodrey, 3036 South Oak Street, Santa Ana, represented
Federal Sign and Signal Corporation and stated that they agreed
with the comments of the Staff Report. Mr. Vodrey pointed out
that having a roof of dormier type would change the roof line
and the entire construction plans and add a cost of $1,500.00
to the applicant's roof cost.
Mr. Edelstein felt.that the $1,500.00 cost was an exorbitant price
to pay and felt that %here should be no open space behind the
sign and it should have a more built-in look.
Mr. John Sauer, 1652 Summerfield, Tustin, represented Mr. R. B.
Horne. He stated that across the street is a shopping center with
a great deal of traffic and they want to project a sales image.
At present, it is impossible for the people to see anything
but just the side of the street sign.

The public portion of the hearing was closed at 8:35 p.m.
Mr. Sharp stated that he failed to see that a hardship really
existed.
Mr. Curtis inquire~ about the clock on the cupola section of
~he building and asked if there would be illumination behind the
clock.
Mr. Vodrey replied that the clock would be on the face section
and the other two sides would be wood louvers. .He further stated
that the clock had been approved by the Development Preview
Commission.
Moved by Mr. Edelstein, seconded by Mr. Mahoney, that Resolution
No. 1187 be adopted approving V-70-276 subject to the review
of the Development P~eview Commission and in reference to the
method of matching and enclosing the sign to the existing roof.

V-70-275 - GENERAL MAINTENANCE, INC., ON BEHALF OF ARCO
Authority to permit a free-standing sign replacement with
maximum display area and height exceeding that permitted
by Code.
Location:
Subject property is located at the north corner
of the intersection of Mitchell Avenue and Red Hill
Avenue.
Mr. Brown stated that as a part of the nationwide sign replacement
program, Atlantic Richfield Company.has been engaged in changing
their signs. The applicants are proposing to use the existing
pole, and the sign would still be approximately 35 feet high
overall and the new box framework would have a total display
area of 170 square feet. Staff feels the site is well exposed
to public and vehicular view being located in a heavily traveled
arterial highway, therefore, there is little evidence that exposure
hardships exist. The applicants do have signs of various sizes
~vailable for their particular company. The one requested is the
#85 (85 square feet per face, or 170 square feet, both faces).
The next smaller size is #46 (92 square feet, both faces). Mr.
Brown went on to say that the #46 sign has been installed at
other locations in the area and would appear to be appropriate
at this location.
The public portion of the hearing was opened at 8:50 p.m.
Mr. Jim Grow, 4800 La Palma, La Palma, represented General
Maintenance, Inc., .explained that they needed the #85 sign
at this location due to the fact it is a neighborhood station
and not freeway oriented.
The public portion of the hearing was closed at 9:05 p.m.

CORRESPONDENCE
COUNTY CASE #UV-6535 - ROBERT L. MOIILER
To permit the c~ntinued use of a business for the
dismantling and storage of foreign automobile parts
on a parcel in the M-1 "Light Industrial" District.
Location:
Property is located on the south side of Main Street
approximately 270 feet west of Newport Avenue in
the Tustin Area.
Mr. Brown stated that the use in question has been in operation
at this site with several extensions of time being granted to
the original Use Variance. The property presents a substandard
appearance in several aspects, - no street dedications or
improvements. The total area is dirt, oil with no paving.
The buildings themselves except for the pest control facility
are very rundown. Mr. Brown went on to comment that in
August, 1970, Senate Bill #23 was approved and adopted which
stated that "A Variance shall not be granted for a parcel of
property which authorizes a use or activity which is not
otherwise expressly authorized by the zone regulations governing
a parcel of property". This bill will not be effective until
November 23, 1970.
Moved by Mr. Sharp, seconded by Mr. Mahoney, that a minute order
be adopted recommending an extension not to exceed one year for
Use Variance - UV-6535 - Robert Lee Mohler.
