HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: CALIFORNIA DEPARTMENT OF CONSERVATION BEVERAGE CONTAINER RECYCLING GRANT SUMMARY Approval of this resolution will authorize the staff to apply for grant funds from .the State of California Department of Conservation to develop and implement a beverage container recycling program. RECOMMENDATION Adopt Resolution Number 02-34 authorizing the submittal of a grant application to the State of California Department of Conservation for a beverage container-recycling program FISCAL IMPACT Approval of this item will provide the City with $39,260 for materials, services and reimbursement for staff time associated with the implementation of a beverage container recycling program. Staff proposes to budget for this program in the Public Works Operating Budget for FY 02-03. BACKGROUND The State of California Department of Conservation is implementing a grant program to fund beverage container recycling and litter cleanup activities. Grant funds are available on a per capita basis to eligible applicants. The City of Tustin qualifies for this program and is eligible to receive $39,260 over the two-year life of the program. Staff proposes to utilize the funds for the following activities: 1. Acquire, install, and maintain beverage container recycling stations at selected City parks; and, 2. Compensate selected City service clubs and organizations to perform litter control, education and recycling services and activities at special events; and, 3. Develop and implement selected school education activities; and, 4. Acquire various educational and promotional materials. This program will increase public awareness regarding beverage container recycling and further demonstrate a good faith effort by the City to implement AB 939 relating to landfill diversion. Tim D. Serlet Director of Public Works/City Engineer ~e Meyers Administrative Services Manager 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 02-34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING THE SUBMI'I-I'AL OF A GRANT APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF CONSERVATION FOR A BEVERAGE CONTAINER RECYCLING PROGRAM WHEREAS, the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities; and WHEREAS, the California Department of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; and WHEREAS, per Section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the due date and time in order to request funds from the Department of Conservation's Division of Recycling; and WHEREAS, the City of Tustin is dedicated to increasing recycling, educating, and encouraging citizen participation in recycling and litter control in its community NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California authorizes the submittal of the Funding Request Form to the Department of Conservation's Division of Recycling. The Public Works Director is hereby authorized and empowered to execute, in the name of the City of Tustin, all necessary forms for the purposes of securing payments and to implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act and provide information regarding this program to the Department of Conservation's Division of Recycling upon request.
