UP-67-238 - TUSTIN TILLER DAYS
a) A carnival to run from October 10th through October 15th
in association with the Tustin Tiller Days celebration.
b) Tustin Tiller Days parade, which will be held October 14th.
Mr. Supinger presented a brief staff report stating that there was. no
juscification submitted by the applicant and recommended approval of
said application subject to compliance with the suggestions of the
Police, Fire and Building Departments.
Chairman Marsters opened the public portion of the hearing at 7:33 P.M..
There being no discussion from the audience, the hearing was immediately
closed.
The Commissioners discussed the fire and safety hazards and the appropriate
par~ies that would be in command of any problems in this area.
It was moved by Mr. Oster, pgconded by }ir. Webster, that Resolution No.
919 for UP-67-238 be Rranted subject to compliance with the Fire~ Police
and Building Departm~.n% suggestions.
The above motion was voted by roll call. Ayes: Bacon, Halus, Marsters,
Ludwig, Webster, Oster. Noes: None. Absent: Brand. Carried 6-0.
2. ,~IEN~}!ENT TO ZONING ORDINANCE NO. 157
A proposed ordinance, amending Zoning Ordinance 157, providing for
the location of Day Nurseries and Nursery Schools in various zoning
districts and to establish regulations to govern said uses.
blt. SuDiqger presented a brief staff report stating that the proposal
establishes standards for the uses and would increase the number of
districts in which they may be permitted by a Use Permit. It was recom-
c~=ndcd that the proposal be approved and recommended to City Council.
Chairman Marsters opened the public portion of the hearing at 7:38 P.M.
There being no discussion from the audience, the hearing was immediately
closed.
'?ne Commission discussed the problems of fencing surrounding the play
~,reas of the ~;cho~.ls and day nurseries and if this would be applicable
to new construc~'i-n of this type of schools as well as the existing
buildings. Mr. Supinger stated that it would be required for schools
to have compi.ece fencing and that it would apply to any new structure
or development.

It was moved by Mr. Halus~ seconded by Mr. Bacon that Resolution No.
920 for the Amendment to Zoning Ordinance No. 157, relative to. Day
Nurseries and Nursery Schools be approved and recommended to the Gity
Council.for adoption.
The above motion was voted by roll call. Ayes: Bacon, Halus, Marsters,
Webster, Ludwig, Oster. Noes: None. Absent: Brand. Carried 6-0.

1. TAKE-OUT FOOD ESTABLIS}R~ENT
Mr. SupinRer presented a brief staff report stating that a Use
Permit requirement is suggested because there are no establfshed
standards for this use and felt that each application should be
reviewed by the Commission.
2. PROPOSED PARKI¥3 REGULATIONS
Mr. Su~in~er suggested that this item, along with the "take-out"
food establishment subject be scheduled for the October 9th meet-
ing since there will only be one hearing and this will allow time
to discuss both problems with the Chamber of Commerce. Mr. Fred
Waitman, representing the Chamber of Commerce agreed to this action.
The Commission was in accord with the suggestion.

1. ,~/~ENDMEN~f TO SIGN ORDINANCE NO. 305 - RE: BUSIL~SSES WITHIN 200 FT.,
OF FREEWAY OFF-R~'~fP
}ir. Supin~er presented a brief staff report stating that Sign
Ordinance Mo. 305, Section 35.00-2 needs revising to permit the
additional numbers of signs in addition to being permitted to
grant signs exceeding the height and area regulations. It was
recommended that standards and maximum exceptions be established.
Discussion among the Commission included the "exact" wording, the
pros and cons relative to specific applications and the benefit that
would be derived from amending this section.
The Amendment would read as follows:
Section 1. Subsection 2 of Section 35.00 of Ordinance No. 305
is hereby ~mended to read:
"2. Businesses located within two hundred (200) feet of
a freeway off-ramp may exceed the stated number, height and
size limitation of this ordinance, subject to the approval
of a Use Permit."
After discussion on the amendment it was suggested that said ordinance
be scheduled for the October 9th, 1967 Planning Commission meeting.
A vote was taken by roll call. Ayes: Webster, Halus, Bacon, Marsters.
Noes: Oster, Ludwig. Absent: Brand. Carried 4-2.
Mr. Oster stated that his vote Would be "yes" for the scheduling of
the proposed ordinance if the only thing that was changed in the matter
was the word "number" added, but did not want to get into revising
everything that people found wrong, in their opinion, in the ordinance.

.,r. Supimlqr suggested that the Architectural Committee meetings
be reschedulcd from Friday noon of each week to an appropriate
time that would meet with the other members approval due to his
having to attend the Twelfth Municipal Department Heads' Executive
Development Seminar, on Friday afternoon, which wi}% be concluded
December 15, in Los Angeles.
It was decided that an appropriate time would be discussed after the
regularly scheduled Planning Commission meeting.
3. LEAGb~Z OF C.\LIFORNIA CITIES CONFERENCE
Commissioners that will be attending subject meeting that will
be held in San Franscisco from October 14th through October 18th
will be Chairman Marsters - alternates will be Mr. Halus, Mr, Bacon,
and Mrs. Ludwig.
it was moved by Mr. Ba~on, ~econde~ by Mr. Oster~ that the meeting be
adiourned. Carried 6~0.
There being no further discussion or business before the Planning
Commission, Chairman Marsters declared the meeting closed at 8:18 P.M.
