PUBLIC HEARINGS Meeting called to order by Chairman Hefner at 7:35 P.M. Present: Commissioners: Hefner, Marsters, Halus, Brand, Oster, Sharp Absent: Commissioners: Bacon Others Present: City Administrator, Harry Gill City Attorney, James Rourke City Clerk, Ruth Poe Planning Technician, James Taylor Moved by Halus, seconded by Sharp that minutes of February 14th meeting be approved as mailed and corrected. Carried (Mr. Sharp voted NO on Resolution 826) 1. VARIANCE 66-166 - JOH\I R. FOF.D: To permit a reduction of the required number of off-street parking spaces for a commercial development located at 160 East Second Street, Tustin. Hearing opened at 7:33 P.M. Staff report and recommendations and correspondence from Chief Sissel presented. Those speaking against V66-166: Mr. E. I~iitchell - owner of apartments directly opposite this development. Mr. T. Gulino - owner of Rite:Jay Cleaners at corner of Second and D Streets. Mr. Sisk - 155 S. Prospect rlrs. V. Steppe - 230 S. Prospect Those speaking in favor of V66-166: 2~Ir. E. Cummings - representing the applicar.:. Thera being no further objections or comments, the hearing was declared closed at 7:49 P.Ai. Moved by Brand, seconded by I~Iarsters that Variance application 66-166 of John R. Ford be denied. Carried by roll call. Ayes: Hefner, Marsters, Halus, Brand, Sharp, Oster. ZONE CHAPIGE 66-150 - ADOBE Dr"VELOPTiENT CON.PAIJY: To permit a change in zone from PD (4500) Planned Development to R-1 (Single Family P.esidential) on property located on the West Side of Yorba Street, ?00 feet North of 17th Street, Tustin. JkI~IIESON: HEARINGS To permit a projection of a roof brow thirty (30) inches over contd. a property line for a building located at 405 South 1'D" Street, Tustin. Hearing opened at 8:06 P.Ai. Staff report and recommendations presented by Pir. Taylor. Mr. John Jamieson spoke explaining his plans for improvement of corner, including parking layout and landscaping. There being no objections or further comments the hearing was declared closed at 8:20 P.i~i. rloved by Halus, seconded by Sharp that Resolution 8'il granting Variance 66--168 of John 4d. Jamieson subject to the approval of signs and landscaping by the Architectural Committee be passed and adopted. Carried by roll call. USE PERMIT 66-212 - GEORGE rlEiTzS: To permit an amendment to Use Permit 65-191, regarding the development of a mobile home park at 15411 ~dilliams Street, Tustin. Hearing opened at 8:22 P.M. Staff report, recommendations and plot plan presented by Mr. Taylor. AIr. George I'Ieurs spoke in his own behalf. There being no objections or further comments the hearing was declared closed at 8:30 P.I•~. Moved by Sharp, seconded by Halus that Resolution 832 be passed and adopted, approving UP 66-212 of George r:eurs - subject to the following conditions: 1. Applicant to submit sketch of dimensions and details of wall and plant materials to be used. 2. Applicant to provide street trees as specified on approved street tree list. Motion carried by roll call. Ayes: Hefner, Marsters, Halus, Brand, Sharp, Oster Noes: None Absent: Bacon 5. AP'IENDMENf TO ORDINANCE N0. 157: To consider an ordinance amending Ordinance No. 157, RE Non- conforming Structures. Hearing opened at 8:35 P.M. Staff report presented by rIr. Taylor. Moved by Halus, seconded by Brand that hearing to consider amendments to Ordinance 157, as amended, re non-conforming structures be continued to next regular meeting, March 14. Motion carried unanimously. V. OLD BUSINESS: None 2. Planning Minutes 2/28/66 p. 3 ~/T iJr,4d BUSINESS 1. TRACT NO. 5799 Moved by lister, seconded by Sharp that final Tract 5799 be approved as submitted. notion carried unanimously. Moved by Brand, seconded by Sharp that motion be amended to state that the developer be required to provide two trees per lot, one of which to be planted in the parkway area. I~wtion failed. Ayes: Brand Noes: Oster, Sharp, Halus, Marsters, Hefner Moved by Sharn, seconded by i~~arsters that original motion be amended to require the undergrounding of all utilities in Tract. Iotion and second withdrawn. 2. TENTATIVE TRACT NO. 6110 l~ioved by Brand, seconded by I°:arsters that Tentative Tract 6110 be approved subject to condition that all lots be brought up to the City's standard minimum for R_1 Development. Carried unanimously. VII CORRESPONDENCE, 1 ~ COUidTY CtLSE CP_1242 I:oved by Brand, seconded by Marsters that a letter be sent to the County of Orange Planning Department stating that this commission has no objections to CP_1242 but that this commission is in favor of landscaping in such a manner as to retain a residential atmosphere. Carried. 2. COU;ITY C'.S? UV 5478 Moved by arsters, seconded by Oster that the County Planning Commission be advised that this commission has no objections to W 5478 but request that permit for continued use of sign be limited to one year. Carried. VIII. OTHER Chairman Hefner stated that a Planning Commission workshop BUSIlJESS is being contemplated regarding Urban Development and a joint workshop with the County for various aspects of future planning.
