HomeMy WebLinkAboutPOWERPOINT- FIRE SPRINKLER REQUIREMENT2010 CALIFORNIA FIRE CODE AMENDMENTS 2010 California Building and Fire Codes now ? mandate all new residential structures to be built with fire sprinkler system. The new state codes are part of the Ordinances ? 1386 and 1387 adopted on December 14, 2010. This requirement is effective for applications ? submitted after January 1, 2011. State Codes does not require Fire Sprinkler ? systems for additions or alterations of residential structures. OCFA is proposing to amend the Tustin City ? Code to require the entire house be retrofitted with fire sprinkler system when additions are made beyond certain thresholds. These thresholds are: : area of the addition exceeds 1,000 OCFA Option 1 ? square feet and the addition exceeds 33 percent : area of the house exceeds 3,600 OCFA Option 2 ? square feet and the addition exceeds 33 percent OCFA staff has stated that the proposed requirement for fire sprinkler systems retrofit would save lives and is warranted due to the special climatic conditions typical of Orange County and that local circulation patterns can be significantly disrupted during an emergency situation. 10 cities follow the State Codes –no amendment: ? Anaheim, Costa Mesa, Fullerton, Huntington Beach, Garden Grove, La Habra, Lake Forest, La Palma, Los Alamitos, Rancho Santa Margarita, and Santa Ana. 6 cities adopted OCFA Option 1: ? AlisoViejo, Buena Park, Cypress, Laguna Hills, Laguna Woods, and Placentia. Other cities are adopting other standards or are ? still considering potential amendments, but have not yet made a decision in this matter. Building Industry of America Orange County ? Chapter (BIAOC) oppose based the following concerns: costs associated with sprinkler installation ? the installation can be very complicated considering: ? adequate space for installation ? adequate water pressure ? aesthetic issues related to exposed plumbing, ? prohibitive cost, and potential insurance issues due to the risk of water ? damage and moisture intrusion. That the Council consider the following options: No additional amendments beyond what is 1. required by State Law OCFA Option 1: area of the addition exceeds 2. 1,000 square feet and it exceeds 33 percent OCFA Option 2: area of the house exceeds 3. 3,600 square feet and the addition exceeds 33 percent
