The Pledge of Allegiance was led by Councilmember Thomas. The ~[nvocation was given by Dr. Lloyd 5trelow, Peace Lutheran Church. ROLL CALL Council Present: Thomas R. Development Valerie Crabill, Chief Deputy City Clerk Mike Shanahan, Police Lieutenant Doug Anderson, Senior Project Manager "' Gary Veeh, Water Service Manager i Sam Altowaiji, Field Services Manager Bettie Correa, Senior Personnel Analyst Approximately, 110 in the audience PROCLAMATION FIRE SERVICE RECOGNITION DAY Mayor Saltarelli read and presented a proclamation declaring May 8, 1999, as Fire Service Recognition Day. Battalion Chief Cleveland, Orange County Fire Authority, accepted the proclamation and stated he looked forward to working with the City in the future. PRESENTATION CHILD ABUSE SERVICES TEAM (CAST) -]an Grotewold, Child Abuse Services Team, presented Council with a book of poetry about child sexual abuse written by CAST volunteer and poet, Marianne Gillispie; Ms. Gillispie had ,--, donated her poetry to CAST to illustrate the need for awareness of the trauma associated with child sexual abuse; Tustin Police Department had been involved with CAST for the past nine years; Police staff had been instrumental in determining how the program would function; commended the Police Department for their efforts in attempting to reduce trauma for alleged child victims of sexual abuse by bringing the children to the CAST center; and she also commended the Police Department's commitment to Tustin's youth. Mike Shanahan, Police Lieutenant, remarked on the past practice of interviewing child victims and how traumatic it had been for the children; described CAST representation and responsibilities; the difficult task of investigating child abuse; and commended CAST for their efforts. -]an Grotewold introduced CAST members and Ms. Gillispie read a poem entitled "Speak Up for a Child." CITY COUNCIL MINUTES Page 2, 4-19-99 Mayor Saltarelli thanked CAST for their service to the community and stressed the importance of the welfare of today's youth. ' PUBLIC INPUT - None PUBLIC HEARING ( ITEM 1 ) 1. APPEAL OF CONDITIONAL USE PERMIT 98-007 AND DESIGN REVIEW 98-007 (APPLICANT: EZ LUBE) It was moved by Doyle, seconded by Worley, to continue the public hearing to the May 3, 1999 City Council meeting. Motion carried 4-0, PoLLs absent. 610-40 CONSENT CALENDAR ( ITEMS 2 THROUGH 12 ) It was moved by Doyle, seconded by Thomas, to approve the Consent Calendar as recommended by staff. Motion carried 4-0, PoLLs absent. 2. PLANNING COMMISSION ACTION AGENDA - APRIL 12, 1999 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of April 12, 1999. 120-50 3. APPROVAL OF MINUTES - APRIL 5, 1999 REGULAR MEETING Recommendation: Approve the City Council Minutes of April 5, 1999. 4. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $787,582.91 and ratify Payroll in the amount of $389,620.83. 380-l0 360-82 5. RESOLUTION NO. 99-29 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT 98-029 AUTHORIZING ON- SITE SALE AND CONSUMPTION OF BEER, WINE AND DISTILLED SPIRITS (LICENSE TYPE 47) AND LIVE ENTERTAINMENT IN CONJUNCTION WITH A NEW RESTAURANT LOCATED AT 14131 RED HILL AVENUE (APPLICANT: RED HILL RESTAURANT, INC.) Recommendation: Adopt Resolution No. 99-29 approving Conditional Use Permit 98-029 as recommended by the Community Development Department. 6l0-40 6. PROFESSIONAL SERVICES AGREEMENT FOR SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEM Recommendation: Authorize the Mayor and City Clerk, subject to final City Attorney approval, to execute the Professional Services Agreement with Shasta Electric, LP for services to provide integration and installation of a SCADA system for the City's water system as recommended by the Public Works Department/Water Division. 400-45 7. DISPOSITION OF SURPLUS CITY VEHICLE Recommendation: Authorize the sale of a used marked police vehicle to Irvine Unified School District for $3,500 as recommended by the Police Department. 380-60 8. QUARTERLY INVESTMENT REPORT In compliance with Government Code Section 53646, the Investment Report for the quarter ending March 31, 1999, is submitted for City Council review. Recommendation: Receive and file subject report as recommended by the City Treasurer. 355-50 9. DENIAL OF CLAIM NO. 98-38, CLAIMANT: LOUISE HALL Recommendation: Deny subject claim and direct the City Clerk to send notice to the claimant and the claimant's attorney as recommended by the City Attorney. 180-10 10. AWARD OF BID FOR EIGHT POLICE PATROL UNITS Recommendation: (1) Award bid for eight 1999 Ford Crown Victoria vehicles for marked police patrol to Wondries Chevrolet of Alhambra, California, in the amount of $183,168.00 CITY COUNCIL MINUTES Page 3, 4-19-99 plus tax; (2) Award bid for conversion of the eight marked police units to Pursuit Technologies of Buena Park, California, in the amount of $33,494.00 plus tax; and (3) Authorize the Police Department to acquire two Mobile Audio Video Systems from Kustom Signals, Inc., Lenexa, Kansas, in the amount of $5,210.00 as recommended by the Police Department. 380-40 11. RESOLUTION NO. 99-30 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 15707 LOCATED AT THE .. SOUTHWEST CORNER OF EL CAMINO AND SIXTH STREET (715-765 EL CAMINO REAL , AND 120-250 SIXTH STREET) TO SUBDIVIDE PARCEL 1 OF FINAL PARCEL MAP 98-161 i INTO THIRTY EIGHT (38) NUMBERED LOTS AND TEN (10) LETTERED LOTS TO ACCOMMODATE DEVELOPMENT OF THIRTY EIGHT (38) SINGLE FAMILY RESIDENTIAL ~i DETACHED UNITS (APPLICANT: WARMINGTON OLD TOWN ASSOCIATES) Recommendation: Adopt Resolution No. 99-30 approving Final Tract Map 15707 as recommended by the Community Development Department. 600-70 12. AGREEMENT WITH ORANGE COUNTY FEEDBACK FOUNDATION FOR A SENIOR TRANSPORTATION SERVICES VEHICLE Recommendation: Approve the Agreement with Feedback Foundation that will provide a vehicle for the existing senior transportation program 'as recommended by the Parks and Recreation Department. 400-10 REGULAR BUSINESS ( ITEM 13 } 13. SELECTION OF MAYOR AND MAYOR PRO TEM Mayor Saltarelli introduced former Mayors Ursula Kennedy, Anthony Coco, Ronald Hoesterey, and Donald Saltarelli; former Woman of the Year Margarete Thompson; and the former commander of Marine Corps Air Station, TUstin, William Hammerle. " Mayor Saltarelli stated that his term as Mayor had been a wonderful experience; noted the commitment required for the Mayoral position; commended staff; remarked on the contributions made to the City by the community, volunteers, and past Councils; commended Council on working together; commented on the attributes each Councilmember had brought to Council; the importance of building a new library facility and the necessity for the community to support the library; thanked the community for supporting him as Mayor; and pledged continued effort on behalf of the residents. It was moved by Thomas, seconded by Doyle, to nominate Mayor Pro Tern Worley as Mayor. Motion carried 4-0, Ports absent. Mayor Worley presented Councilmember Saltarelli with his second Mayoral gavel. Councilmember Doyle commended Councilmember Saltarelli's year as Mayor and how he had represented Tustin. Mayor Worley thanked Councilmember Saltarelli for serving as Mayor the past year; noted that the Saltarelli brothers had served the City well; wished Councilmember Saltarelli a happy birthday; and commended past Councils' work on the Tustin Ranch development. " She summarized issues facing the City including Marine Corps Air Station, Tustin, closure and reuse; development of Tustin Legacy; redevelopment of Old Town; necessity of a new library; Y2K preparation; stated her commitment to the residents of Tustin; and looked forward to serving as Mayor. It was moved by Saltarelli, seconded by Doyle, to nominate Councilmember Thomas as Mayor Pro Tem. Motion carried 4-0, Potts absent. 420-75 PUBLIC INPUT- None CITY COUNCIL MINUTES Page 4, 4-19-99 OTHER BUSINESS SANTA COP CASINO/VIVA LAS VEGAS NIGHT Councilmember Doyle reported the Santa Cop Casino Night would be held April 24, 1999, at the Revere House; and the Santa Ana 3unior Assistance League would host a Viva Las Vegas Night at the Revere House on April 23, 1999. PRISONERS OF WAR Councilmember Doyle stated that he hoped the three American prisoners of war in Yugoslavia would return home safely. COMMENDATION - COUNCIL/STAFF Mayor Pro Tem Thomas commended former Mayor Saltarelli and Mayor Worley for their dedication; commented that Tustin was a well run city with an excellent staff; and he was proud to be a resident and member of Council. COMMITTEE REPORTS - None CLOSED SESSION - None ADJOURNMENT Mayor Worley adjourned the meeting at 7:50 p.m. The next regular meeting of the City Council was scheduled for Monday, May 3, 1999, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
