SUBJECT: APPROVE THE SUBMITTAL OF REGIONAL CAPACITY PROGRAM PROJECT
APPLICATIONS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY
SUMMARY
City Council adoption of Resolution No. 11-04 will approve submittal of the City's project
applications for Renewed Measure M funds (Measure M2) under the Comprehensive
Transportation Funding Program (CTFP), 2010 Call for Projects for the Regional Capacity
Program. The Orange County Transportation Authority (OCTA) requires City Council approval as
part of the application process.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 11-04 approving the submittal of
various project applications to the Orange County Transportation Authority (OCTA) for funding
under the Renewed Measure M Comprehensive Transportation Funding Program 2010 Call for
Projects for the Regional Capacity Program.
FISCAL IMPACT
If the proposed applications are approved by OCTA, the City's funding obligations for these
projects in the Seven-Year Capital Improvement Program will be reduced by approximately $13.3
million. City matching funds for each project are included in the Capital Improvement Program.
DISCUSSION/BACKGROUND
Renewed Measure M (Measure M2) is a 30-year, multi-billion dollar program extension of the
original Measure M (approved in 1990) with a new slate of planned projects and programs.
Measure M2 is comprised of a number of components such as: Project O (Regional Capacity
Program), Project P (Regional Signal Synchronization Program), Project Q (Local Fair Share
Program), and the Transit Program (Projects S, T, V, and W).
The Comprehensive Transportation Funding Program (CTFP) represents a collection of
competitive grant programs offered to local agencies. OCTA is responsible for planning and
coordination of county regional transportation components, and administering a variety of funding
sources including Renewed Measure M, state/federal gas taxes and Transportation Development
Act (TDA) revenues.
On November 8, 2010, the Board of Directors of the OCTA approved amended guidelines for local
agencies to apply for funding under the Renewed Measure (M2) and authorized their staff to issue
a call for projects under the Regional Capacity Program of the CTFP.

The 2010 Call for Projects is the first annual call for Project O -the Regional Capacity Program
(RCP) under Measure M2's CTFP and covers fiscal years 2011/12 through 2013/14. This call will
provide approximately $56 million for street and road improvements across Orange County.
Monies will be provided for the following three RCP funding programs during this call for projects:
Arterial Capacity Enhancements (ACE), Intersection Capacity Enhancements (ICE), and Freeway
Arterial/Streets Transitions (FAST).
Based upon the components of the RCP, City staff has prepared applications for two projects as
follows:

The total amount requested in RCP funds is approximately $13.3 million.
The following is a brief description of each project:
Tustin Ranch Road Extension from Walnut Avenue to Valencia Avenue:
This project consists of constructing a new roadway facility/extension of Tustin Ranch Road from
Walnut Avenue to Valencia Avenue, including a grade separation at Edinger Avenue and the
OCTA/SCRRA Railroad.
Newport Avenue Extension -Phase II:
This project consists of constructing a new roadway facility/extension of Newport Avenue from
Edinger Avenue to Sycamore Avenue, including a grade separation at the OCTA/SCRRA Railroad
and the rerouting of the Santa Ana-Santa Fe channel.

Resolution No. 11-04 designates the project applications to be submitted by the City for the 2010
Call for Projects -Regional Capacity Program under the OCTA CTFP. The Renewed Measure M
funding eligibility requires City Council approval of applications for funding under this program.
The applications for these projects were submitted to the OCTA by its deadline of January 28,
2011. Adopting the resolution after that date is acceptable to OCTA staff and serves to complete
the initial administrative process for receipt of the applications.

RESOLUTION NO. 11-04
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE SUBMITTAL OF VARIOUS IMPROVEMENT
PROJECT APPLICATIONS TO THE ORANGE COUNTY TRANSPORTATION
AUTHORITY FOR FUNDING UNDER THE RENEWED MEASURE M
COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM, 2010 CALL
FOR PROJECTS FOR THE REGIONAL CAPACITY PROGRAM
WHEREAS, the City of Tustin desires to implement the transportation improvements
listed in Exhibit A; and
WHEREAS, the City of Tustin has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive Measure M "turnback" funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the City of Tustin will provide matching funds for each project as required by
the Orange County Comprehensive Transportation Program Procedures Manual; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds for
transportation improvement projects within the incorporated cities and the County; and
WHEREAS, the City of Tustin will not use Renewed Measure M funds to supplant
Developer Feeds or other commitments; and
WHEREAS, the City of Tustin will use Arterial Highway Rehabilitation Funding as a
supplement to the existing pavement management program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it
hereby requests the Orange County Transportation Authority allocate funds in the amounts
specified in the City's applications to said City from the Comprehensive Transportation Funding
Programs. Said funds shall be matched by funds from said City as required and shall be used
as supplemental funding to aid the City in the improvement of the streets included in Exhibit A.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin,
California, held on the 1St day of February 2011.
