STACK, DIRECTOR OF PUBLIC WORKS \CITY ENGINEER SUBJECT: 2010 ANNUAL SOLID WASTE PROGRAM REPORT SUMMARY CR&R, Inc has submitted its required annual report for 2010. Staff has completed a review of the data included in the report and is providing a summary report of the City's solid waste program. While the total volume of waste collected by CR&R in 2010 remained the same as 2009, CR&R was able to increase the volume of waste recycled from 52% to 56%. RECOMMENDATION It is recommended that the City Council receive and file this report. FISCAL IMPACT There is no fiscal impact associated with this item. DISCUSSION The City solid waste program primarily consists of managing the solid waste contract with CR&R and insuring compliance with state regulatory requirements. The City's contract with CR&R specifies programs that emphasize source separation as the first priority for residential, multifamily, commercial and roll off services. The attached 2010 report from CR&R includes the annual collection and diversion summary and staff has verified that CR&R achieved all of the contract objectives for waste diversion in 2010. And while the volume of waste was in each service category was also unchanged in 2010, CR&R's waste diversion programs showed improved results in most categories in 2010. 2010 Solid Waste Report February 15, 2011 Page 2 CR&R single family diversion rate improved from 50% in 2009 to 54% in 2010. These results can be attributed to improved residential participation and more effective processing by CR&R. CR&R continues to work with staff to adjust its outreach efforts to better educate citizens on the residential recycling program. Multifamily waste recycling was improved from 52% in 2009 to 56% in 2010. Source separation of waste and recyclables can be very difficult for many multifamily complexes due to physical space limitations and tenant participation issues. Therefore, multifamily recycling goals have been achieved by emphasizing the processing of most waste materials through CR&R's Stanton Material Recovery Facilities and then by implementing source separation at those locations that have the physical space to accommodate recycling bins. CR&R also exceeded the 2009 commercial waste program results (52%) by recycling 57% of the waste collected. Source separation of waste and recyclables remains the preferable method of achieve program goals for commercial customers. However, in those cases where this is not possible, CR&R processes business waste at its recovery facilities in Stanton. Large roll off bins are utilized by high volume construction and commercial producers. 56% of the waste collected from these customers was recycled by CR&R in 2010. City staff's enforcement of Franchise Agreement exclusivity for roll off bins and the City's Construction and Demolition Debris Ordinance also contributed to the success of this program. Notable Program Accomplishments 2009 Annual Report to CalRecycle In August of 2010, CalRecycle staff completed its review of the City's solid waste programs and determined that the City is in full compliance with state program requirements for the 2009 calendar year. CalRecycle WRAP The Waste Reduction Awards Program (WRAP) is an annual program to recognize California businesses that have made outstanding efforts to reduce the waste that goes to our landfills. After a detailed review of their waste management efforts, three Tustin businesses have been recognized by CalRecycle as 2010 winners. The 2010 winners are Vestar Property Management, Victory Foam and Ricoh Electronics, Inc. Food Waste Program A County funded pilot food waste recycling program was implemented in CR&R cities beginning in April of 2010. Food Waste program participants in Tustin include Lucille's Smokehouse Bar-B-Q, In-N-Out Burger, the clubhouse at Tustin Ranch Golf Club, Ruby's Diner and Rutabegorz Restaurant. To date, 134 tons of food waste has been collected in Tustin and processed at the California Bio-Mass, Inc. facility in Thermal, California. Household Hazardous Waste Collection Event The first annual household hazardous waste collection event was conducted on October 30, 2010 at the Main Street Water Facility parking lot. Approximately 260 vehicles delivered a total 24,990 lbs. of materials to CR&R during the one day event. All materials were immediately removed from the site and processed in accordance with state and federal requirements. S:\City Council Items\2011 Council ItemslAnnual Solid Waste Contract Status Report - 2010.docx 2010 Solid Waste Report February 15, 2011 Page 3 Yard Mulch Distribution Event The inaugural composted yard waste distribution event was conducted on November 13, 2010 at the City's Main Street Water Facility. CR&R distributed 1,330 bags of composted yard waste to residents. In 2011, two additional events will be conducted in April and again in the fall. Staff is recommending that the City Council receive and file this report. Staff will return to the City Council in June to present the contractually required solid waste rate adjustments. If adopted by the City Council, the new solid waste rates will be included in CR&R's July customer bills. Approved for Forwarding By: D u I S. Stack, P.E.
