STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO PURCHASE A VEHICLE AND A HEAVY EQUIPMENT LIFT AND DECLARATION OF SURPLUS EQUIPMENT FOR PUBLIC AUCTION SUMMARY Staff is requesting City Council authorization to purchase a one ton truck and one equipment lift for use by the Public Works Department. In addition, the City Council is requested to declare city certain equipment surplus in accordance with Section 1626a (2) of the Tustin City Code and authorize their sale at public auction. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 11-09 authorizing the State of California Department of General Services to purchase one (1) one-ton dual rear wheel cab/chassis from Coalinga Motors of Coalinga, CA. in the amount of $24,999.32 and one (1) Rotary 30,000 Ib heavy equipment lift from Rotary Lift of Madison, IL in the amount of $26,606.04; 2. Authorize the Public Works Department to purchase and install the required accessories for the one ton cab and chassis from various vendors in the amount of $7,989.88 and install the equipment lift in the amount of $3,000.00; 3. Declare, in accordance with the Tustin City Code -Section 1626a (2), the attached itemized list of equipment as surplus and not required for public use; 4. Authorize the sale of the equipment listed above at the next available public auction and credit net proceeds to applicable City Revenue fund. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in the Fiscal Year 2010-2011 Operating Budget Vehicle Lease Fund (Account 184-80-00-9710) for the purchase of a one-ton cab/chassis with accessories at a cost of $32,989.20 and in Vehicle Lease Fund (Account 184-80-00-6426) for the purchase one (1) heavy equipment lift at a cost of $29,606.04. DISCUSSION A major engine failure on an existing 2001 Dodge heavy duty dump truck has necessitated the early replacement purchase of a new a one-ton dual rear wheel truck for the Landscape Program. The estimated to cost to repair the engine is $10,200. The dump body from an existing truck will Authorize Vehicle Purchase & Declare Surplus February 15, 2011 Page 2 be removed and reinstalled on the new cab and chassis saving $5,000 in accessory equipment costs. The purchase of one new 30,000 Ib heavy equipment lift for the Vehicle Maintenance program is necessary to replace an obsolete and unusable lift that was a previously acquired as a surplus item. This replacement lift will increase maintenance efficiency and can be used on all heavy equipment owned by the city. Vehicles and Equipment can be purchased through the state contract in accordance with the City's purchasing policy due to the volume discounts received by the State. Staff did contact local dealers to obtain pricing for the like equipped one ton truck and heavy equipment lift. However, the local pricing was not competitive with State contract rates. The prices listed below include all taxes, applicable fees, rebates, delivery and early payment discounts. State contract pricing includes a 1.92% state fee, $500 discount for payment within 20 days, state tire fees, delivery and optional equipment. Coalinga Motors and Rotary Lift have submitted a proposal in accordance with the state contracts to reflect the following: Division Model Cost Per Unit Accessories* Total Field Services 2011 GMC One-Ton Dual $24,999.32 $7,989.88 $32,989.20 Rear Wheel Field Services Rotary Equipment Lift $2,606.04 $3,000.00 $29,606.04 * Accessories include bed appurtenances dump body, safety equipment, trailer hitch, etc In addition to the purchases requested above, staff is also requesting the declaration of certain vehicles as surplus. Section 1626a (2) of the Tustin City Code requires the City Council to find that these surplus items are not required for public use. The attached report of surplus equipment to be sold at public auction specifies the estimated value at $5,000. Dou la Stack, P.E. Biggs, City Manager S:\City Council Items\2011 Council Items\Authorization to Purchase Vehicles 10-11 Midyear.docx RESOLUTION NO. 11-09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS WHEREAS, the City has need to purchase various material, supplies and equipment in order to conduct the operations of the City; and WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the State of California to purchase materials, supplies, and equipment if it can be acquired more cheaply or efficiently by the state; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby authorize the Procurement Division, Department of General Services of the State of California, to purchase aone-ton dual rear wheel GMC cab/chassis and a Rotary 30,000 Ib drive on heavy equipment lift to Rotary Lift for and on behalf of the City of Tustin pursuant to Section 10324 of the California Public Contract Code, and that Mr. David C. Biggs, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
