SUBJECT: AUTHORIZATION TO PURCHASE DATACENTER UPS UNITS
SUMMARY:
The Information Technology (IT) Division is in process

It is recommended that the City Council authorize purchase of two (2) Eaton Powerware
BladeUPS 36 kVA/36kW uninterruptible power supply units from Ramtek, LLC of Tustin,
CA in the amount of $51,909.88 (including tax and shipping).
FISCAL IMPACT:
Funds were budgeted for the new datacenter (Project 10032) in the amount of $300,000 in
the Capital Projects Fund under account number 200-40-00-9530.
BACKGROUND:
As part of the process involved in planning the new datacenter, IT staff researched
options for protecting server and storage equipment from power-related faults. After
researching available options, staff narrowed the possibilities to two types of UPS units:
in-rack UPS units, or room UPS units. Room UPS units were deemed the most
effective choice for the following reasons:

Flexibility:
1. Room UPS units allow protected power to be physically placed anywhere in the
room it is needed. In-rack UPS units physically limit the placement of equipment
within the room and within specific equipment racks.
2. Room UPS units allow protected power to be logically placed wherever it is
needed. In-rack UPS units' unused power capacity is stuck in the rack in which
the unit is installed.
3. Room UPS units allow for easy installation of additional battery modules to allow
for additional equipment or extended run-time with no downtime during the
installation process. In-rack UPS units must be replaced with larger capacity
units, which could result in downtime and will definitely result in a reduction in
available rack space.
Ease of Management:
1. Room UPS units are of one model and utilize one type of replacement battery
module. To support current and future equipment, in-rack UPS units require
multiple models, each utilizing a different replacement battery module.
2. Room UPS units allow configuration of graceful shutdown of equipment from one
centralized management console. In-rack UPS units require this configuration to
be done for each unit.
Cost:
1. Room UPS units require a lower up-front investment. Purchasing in-rack UPS
units to provide the same amount of power is more expensive.
2. In-rack UPS units generate more heat in the form of British thermal units (BTU)
per hour than room UPS units. This heat requires additional HVAC resources to
offset, resulting in ongoing additional cost.
3. In-rack UPS units are less efficient than room UPS units, meaning they draw
more utility power to support the same amount of equipment, resulting in ongoing
additional cost.
4. Based on a three- to five-year battery module replacement cycle, the highest
possible cost to replace all of the battery modules within room UPS units is less
than the lowest possible cost to replace all of the battery modules within in-rack
UPS units.
After determining room UPS units are the most effective solution, staff investigated
models from two leading manufacturers, American Power Conversion (APC) and Eaton,
and determined that the Eaton Powerware BladeUPS unit most clearly meets the City's
needs in terms of its redundancy, scalability, efficiency, and modularity, and does so in
a smaller physical footprint than the competitor product.
Staff obtained three quotations for the product from local vendors. These quotations
are for two (2) Eaton Powerware BladeUPS 36kVA/36kW uninterruptible power supply

units, to allow for redundant power in the datacenter. Figures quoted below are before
tax but include shipping charges:

follows.
1.0 SCOPE
a. Provide (2) Blade UPS System with (3) 12 kW modules.
b. Provide (2) 100 amp Starline Busway System over new server equipment.
c. Provide (6) plug in units with (2) L21-30 Starline receptacles.
2.0 SCHEDULE
DSI proposes to complete the proposed services described above within 60 working
days of authorization to proceed.

3.0 COMPENSATION
DSI will provide the services as described by this proposal for the fixed cost of See
Below. Invoices will be generated on a monthly basis; payments are due 30 days from
date of invoice. Proposal is valid for 15 days.

4.0 CONCLUSION
We appreciate this opportunity to be of service to you. DSI is prepared to commence
the proposed work immediately upon receipt of authorization from yourself and/or the
City of Tustin. If you prefer, this proposal may serve as a Letter of Authorization in lieu

NOTES:
1. The above quotation does not include offload, move or installation. Offload, move and
installation are assumed to be provided by the installing electrical contractor or electrician.
Equipment is shipped standard freight. It is assumed that contractor will offload and move
into building.
2. Seismic anchoring is the responsibility of the contractor and not part of this proposal.
Anchoring attachments (angle brackets) are not included in this proposal or available by Eaton
Powerware. Anchoring may require rear or side access. Seismic calculations can be added at
additional cost.
3. Eaton Powerware requires 1- 2 weeks' notice for scheduling start-up services.
Shipment of the UPS equipment can be made 1-2 weeks after receipt of your order. The equipment is
quoted FOB Jobsite, Raleigh, North Carolina, freight prepaid and added to your invoice.
Ramtek Terms and Conditions, which follow, are an integral part of this proposal. To expedite order
processing, this proposal must be referenced in your purchase order, and all purchase orders must be
