SUBJECT: APPOINTMENT OF INTERIM CITY MANAGER
SUMMARY
At the March 15, 2011 meeting, the City Council voted to retain William A. Huston as Interim
City Manager.
RECOMMENDATION
Pleasure of the City Council.
FISCAL IMPACT
Up to approximately $62,303 for the remainder of the 2010-11 fiscal year.
BACKGROUND
Mr. Huston has been serving as Interim City Manager since March 15, 2011. It is proposed that
Mr. Huston's compensation be set at the rate of $165 per hour.
In accordance with federal law, all part-time employees must be enrolled in Social Security or
another "qualified" retirement plan. Since the City does not participate in Social Security, Mr.
Huston will be enrolled in the City's IRS Section 457 OBRA deferred compensation plan. The
employee's contribution is 5.5% of salary and the City will contribute an additional 2% of salary.
In addition, all employees are required to be enrolled in Medicare, with 1.45% of salary
contributed by the employee and 1.45% of salary contributed by the City. Mr. Huston would not
be provided with any additional benefits other than the use of aCity-issued smartphone.
As a retired annuitant of the California Public Employees' Retirement System (CaIPERS), Mr.
Huston is limited to a maximum of 960 hours per fiscal year. It is projected that Mr. Huston will
work up to 365 hours for the remainder of the fiscal year.
