STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE RAWLINGS RESERVOIR REPLACEMENT - PHASE I DEMOLITION PROJECT CIP 60136 SUMMARY The plans and specifications for the Rawlings Reservoir Replacement - Phase I Demolition Project CIP No. 60136 have been prepared and the project is now ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 11-24 approving the plans and specifications for the Rawlings Reservoir Replacement - Phase I Demolition Project CIP No. 60136 and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT The costs for the Phase I Demolition are included in the overall cost for the Rawlings Reservoir Replacement Project. The project is anticipated to be funded through the issuance of 2011 Water Revenue Bonds which is expected to occur in May. The award of contract will be subject to bond issuance. DISCUSSION AND BACKGROUND In 1996, an engineering study identified several structural deficiencies in the existing 3.82 million gallon (MG) Rawlings Reservoir. The reservoir was taken out of service in November 2004. The Rawlings Reservoir Replacement project consists of demolishing the existing reservoir and replacing it with two (2) circular pre-stressed concrete reservoirs of 3.0 MG each. During the on-going constructability review, it was deemed appropriate to separate the overall project into two phases: Phase I -Demolition and Phase II -Reservoir Construction. Phasing the project in this way enables the City to perform additional geotechnical investigations after the reservoir is demolished. This will greatly reduce the geotechnical unknowns under the existing reservoir and thus avoid potentially costly delays to the future reservoir construction. The proposed Phase I project includes removal of the existing reservoir including its roof, columns, beams, sidewalls, liner, asbestos containing materials and lead containing materials. The final Mitigated Negative Declaration for the Rawlings Reservoir Replacement Project, including the work included in the Phase I Demolition, was approved by the City Council on April 17, 2006. The Notice of Determination was filed on April 18, 2006 and was recorded with the County Clerk of the County of Orange on April 18, 2006. ~. yr..~ Stack, P.E. Public Works/City Engineer Attachments: Resolution No, 11-24 Location Map S:\City Council Items\2011 Council Items\Approval of P&S Rawlings Reservoir - Phase I Demolition (CIP 60136).docx RESOLUTION NO. 11-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE RAWLINGS RESERVOIR REPLACEMENT - PHASE I DEMOLITION PROJECT CIP NO. 60136, AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the Rawlings Reservoir Replacement - Phase I Demolition Project CIP No. 60136; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, on April 17, 2006, the Tustin City Council adopted Resolution No.06- 49 which approved the Final Mitigated Negative Declaration for the Rawlings Reservoir Replacement Project (CIP 60136) pursuant to the California Environmental Quality Act; and WHEREAS, on April 18, 2006, pursuant to Public Resources Code Section 21000, et seq., CEQA, the City filed a Notice of Determination under CEQA with the County Clerk of the County of Orange, California; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Rawlings Reservoir Replacement - Phase I Demolition Project CIP No. 60136 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 5th day of April 2011.
