STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE THE SUBMITTAL OF REGIONAL SIGNAL SYNCHRONIZATION PROGRAM PROJECT APPLICATIONS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY SUMMARY Staff is requesting that the City Council approve the City to participate in regional traffic signal synchronization projects along Jamboree Road, Warner Avenue and Tustin Avenue. City Council approval is required to submit project applications prepared by the cities of Irvine, Fountain Valley and Santa Ana, in collaboration with the City of Tustin, for project funding under the Orange County Transportation Authority Competitive Measure M2 Traffic Signal Synchronization Program (Project P). RECOMMENDATION It is recommended that the City Council adopt Resolution No. 11-22 approving the submittal of applications to the Orange County Transportation Authority for funding of the Jamboree Road, Warner Avenue and Tustin Avenue Traffic Signal Synchronization Projects under the Renewed Measure M Regional Traffic Signal Synchronization Program. FISCAL IMPACT The City is required to provide minimum match funding of twenty percent (20%) for each project. If all three projects are selected, Tustin's estimated matching cost will total approximately $30,000. Funding for Tustin's match will be provided through the Measure M2 Local Fair Share Program (Project Q). DISCUSSION/BACKGROUND Renewed Measure M (Measure M2) is a 30-year, multi-billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. Measure M2 is comprised of a number of components such as: Project O (Regional Capacity Program), Project P (Regional Signal Synchronization Program), Project Q (Local Fair Share Program), and the Transit Program (Projects S, T, V, and W). On July 26, 2010 the OCTA adopted the countywide Traffic Signal Synchronization Master Plan. From this Master Plan the Regional Traffic Signal Synchronization Program (Project P) was developed. In order for the City to maintain eligibility for funding under Project P, the City Council adopted the Local Signal Synchronization Plan (LSSP) for Tustin on December 7, 2010 in compliance with the OCTA Master Plan. Traffic Signal Synchronization Applications to OCTA April 5, 2011 Page 2 Under Project P, ten synchronization projects will be selected in FY 2011-12 on a competitive basis. Projects with the most regional significance will be ranked highest, with higher points applied toward multi-jurisdictional corridors. Local agencies along each corridor are required to provide minimum match funding of twenty percent (20%) for each project. City staff has collaborated with neighboring agencies in preparation of applications to the OCTA for funding of the following multijurisdictional traffic signal synchronization projects: 1. Jamboree Road from Portola Parkway to Pacific Coast Highwav. The City of Irvine has taken the lead in submitting the application in collaboration with Caltrans and the cities of Newport Beach and Tustin. 2. Warner Avenue from Red Hill Avenue to Pacific Coast Highwav. The City of Fountain Valley has taken the lead in submitting the application in collaboration with Caltrans and the cities of Huntington Beach, Santa Ana and Tustin. 3. Tustin Avenue from First Street to Yorba Linda Boulevard. The City of Santa Ana has taken the lead in submitting the application in collaboration with Caltrans and the cities of Placentia, Anaheim, Orange and Tustin. Resolution No. 11-22 designates the project applications to be submitted by the lead agencies on each project, in collaboration with the City of Tustin, for the FY 2011/12 Call for Projects under the Regional Traffic Signal Synchronization Program (Project P). The Renewed Measure M funding eligibility requires City Council approval of applications for funding under this program. The applications for these projects were submitted to the OCTA by its deadline of March 18, 2011. Adopting the resolution after that date is acceptable to OCTA and serves to complete the initial administrative process for receipt of the applications. IS. Stack, P.E. of Public Works/City Engineer Attachment: Resolution No. 11-22 S:\City Council Items\2011 Council ItemsWpprove Submittal of OCTA Project P Applications.docx RESOLUTION NO. 11-22 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE SUBMITTAL OF THE JAMBOREE ROAD, WARNER AVENUE AND TUSTIN AVENUE TRAFFIC SIGNAL SYNCHRONIZATION PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMPETITIVE MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM (PROJECT P) WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program (Project P) targets over 2,000 signalized intersections across Orange County to maintain traffic synchronization, improve traffic flow, and reduce congestion across jurisdictions; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the City of Tustin has currently adopted a Local Signal Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of focal agencies' efforts to synchronize traffic signals across local agencies' boundaries; and WHEREAS, the City of Tustin will provide matching funds for each project as required by the Comprehensive Transportation Funding Programs Procedures Manual; and WHEREAS, the City of Tustin will not use Measure M funds to supplant Developer Fees or other commitments; and WHEREAS, the City of Tustin desires to implement multi-jurisdictional signal synchronization as listed below; and WHEREAS, the City of Tustin supports the cities of Irvine, Fountain Valley and Santa Ana, respectively, as lead agencies in the submittal of the synchronization projects listed below; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it hereby requests the Orange County Transportation Authority allocate funds from the Regional Traffic Signal Synchronization Program (Project P) to participating cities in the amounts specified in the applications for traffic signal synchronization projects along the following streets: Jamboree Road, Warner Avenue and Tustin Avenue. Said funds shall be matched by funds from the City of Tustin, as required, and shall be used as supplemental funding to aid the City in signal synchronization along the project streets.
