SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE MITCHELL AVENUE/UTT DRIVE
PEDESTRIAN ENHANCEMENTS PROJECT CIP NO. 40073
SUMMARY
The plans and specifications for the Mitchell Avenue/Utt Drive Pedestrian Enhancements Project
CIP No. 40073 have been prepared and the project is now ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 11-13 approving the plans and
specifications for the Mitchell Avenue/Utt Drive Pedestrian Enhancements Project CIP No. 40073
and authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
$285,463 has been budgeted and appropriated in this Fiscal Year 2010-2011 Capital Improvement
Program for this project. Ninety percent of the estimated construction cost of the project is funded
with a grant from the State legislated Safe Routes to School (SR2S) Program in the amount of
$225,230. The City is utilizing Measure "M" Turnback funds to fund the City's ten percent share of
construction cost.
DISCUSSION
The proposed project includes the installation of an in-pavement lighted crosswalk at an existing
school crosswalk adjacent to Beswick Elementary School across the west leg of Mitchell Avenue at
Utt Drive. The proposed flashing lights will be activated by pedestrians and serve to provide
additional warning to drivers that a pedestrian is using the crosswalk. The project also includes the
installation of a streetlight and replacement of curb ramps to be in compliance with current federal
Americans with Disabilities Act (ADA) requirements.

Construction of the project is to be done in conjunction with the Mitchell Avenue Storm Drain
Project CIP No. 50035 and is scheduled to occur during the summer months while the Beswick
Elementary School is not in session, in order to minimize the impact of construction activities on
the school and adjacent residences.
Since this project involves modifications to an existing intersection within a developed area and is
consistent with a class of activities that have been determined not to have a significant effect on
the environment, it is categorically exempt under California Environmental Quality Act (CEQA)
requirements. A Notice of Exemption has been recorded with the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
MITCHELL AVENUE / UTT DRIVE PEDESTRIAN ENHANCEMENTS
PROJECT CIP NO. 40073, AND AUTHORIZING ADVERTISEMENT FOR
BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Mitchell Avenue / Utt Drive Pedestrian
Enhancements Project CIP No. 40073; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:

40073
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5th day of April 2011.
