STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE MITCHELL AVENUE STORM DRAIN PROJECT CIP NO. 50035 SUMMARY The plans and specifications for the Mitchell Avenue Storm Drain Project CIP No. 50035 have been prepared and the project is now ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 11-12 approving the plans and specifications for the Mitchell Avenue Storm Drain Project CIP No. 50035 and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT $428,372 has been budgeted and appropriated in this Fiscal Year 2010-2011 Capital Improvement Program for this project, of which $351,491 is funded from the City's Community Development Block Grant (CDBG) Program. The City's CDBG One Year Action Plan for Program Year 2011- 2012 includes an additional $450,000 in funds for the Mitchell Avenue Storm Drain construction, pending City Council approval on April 19, 2011 and submission to the United States Department of Housing and Urban Development (HUD) in May 2011. City Council award of the construction contract will occur after the City has received confirmation from HUD as to the amount of the City's CDBG Program Year 2011-2012 allocation. DISCUSSION The proposed project covers the segment of Mitchell Avenue between Newport Avenue and Red Hill Avenue. The existing corrugated metal pipe arch (CMPA) storm drain, located in the northerly parkway of Mitchell Avenue, was investigated and found to be in a severe state of deterioration. The project consists of lining the existing pipe with cured in place pipe (CIPP); connection of existing storm drain laterals; removal of existing concrete cross-gutters and installation of new catch basins at various street intersections; installation of curb ramps at intersections to be in compliance with current federal Americans with Disabilities Act (ADA) requirements; modifications to existing water mains in conflict with the proposed storm drain improvements; replacement of striping and pavement markings; and adjustment of manhole rims and valve boxes to grade. Since this project involves the replacement and repair of existing facilities with no expansion of capacity, it is categorically exempt under California Environmental Quality Act (CEQA) requirements. A Notice of Exemption has been recorded with the County of Orange. Additionally, as a result of federal Community Development Block Grant funding, the project has also been reviewed and determined to be categorically excluded under National Environmental Policy Act (NEPA) requirements. ~a ~~ S. Stack, P.E. of Public Works/City Engineer Attachments: Resolution No. 11-12 Location Map S:\City Council Items\2011 Council Items\Approval of P&S Mitchell SD (CIP 50035).docx RESOLUTION NO. 11-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE MITCHELL AVENUE STORM DRAIN PROJECT BETWEEN NEWPORT AVENUE AND RED HILL AVENUE CIP NO. 50035, AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Mitchell Avenue Storm Drain Project between Newport Avenue and Red Hitl Avenue CIP No. 50035; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 1, Section 15301: Existing Facilities; and WHEREAS, this project is categorically excluded from the National Environmental Policy Act (NEPA) requirements; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Mitchell Avenue Storm Drain Project between Newport Avenue and Red Hill Avenue CIP No. 50035 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 5t" day of April 2011.
