Kozak PRESENTATION: Recognition of Commissioner Kasalek's
service to the City

PUBLIC CONCERNS:
Councilmember AI Murray thanked Commissioner Kasalek for her
assistance when he was a new Planning Commissioner and, on
behalf of the City Council, for her Planning Commission service
and for her ongoing involvement in the City.
CONSENT CALENDAR
Approved 1. APPROVAL OF MINUTES -MARCH 8, 2011, PLANNING
COMMISSION MEETING.
Motion: It was moved by Thompson, seconded by Puckett, to approve the
Consent Calendar. Motion carried 5-0.

REGULAR BUSINESS
Commissioners 2. CONTINUED WORKSHOP: FIRST STREET SPECIFIC
provided input PLAN
On January 25, 2011, the Tustin Planning Commission
conducted the first of two workshops on the First Street
Specific Plan. Staff intends to complete the workshop
presentation and request Planning Commission input that
will be utilized to begin framing a possible amendment to
the First Street Specific Plan.
Staff envisions pursuing the completion of this task
through the normal public Specific Plan Amendment
hearing process, including any required environmental
documentation, with the full and active participation of the
affected property owners and business owners, as well
as other members of the public.
Discussion ensued.
Recommended 3. MCAS TUSTIN MITIGATION MONITORING AND

including actual or projected completion dates, if

RECOMMENDATION:
That the Planning Commission recommend that the City
Council receive and file the 2011 MCAS Tustin MMRP.
Discussion ensued.
Motion: It was moved by Puckett, seconded by Kasalek, to recommend
that the City Council receive and file this report. Motion carried 5-
0.
4. STAFF CONCERNS:
REPORT OF ACTIONS TAKEN AT THE MARCH 15,
2011, CITY COUNCIL MEETING.

The Director reported City Council actions as follows:
• heard the appeal of the off-site improvements (the sidewalks,
drive approaches, etc.) for the Marconi Museum; upheld the
Planning Commission's decision but granted them five years
during which to make the improvements;
• accepted the Planning Commission recommendation on the
2010 General Plan Annual Report; the City has forwarded the
report to the HCD and OPR, as required by state law;
• received an update on the Neighborhoods of Tustin Town
Center; that report will be provided to the Planning
Commission as an informational item included in the next
agenda packet;
• considered a resolution affirming the non-conforming status at
520 Pacific Street and adopted the resolution associated with
the Council's prior decision in that regard;
• initiated a code amendment to clarify and provide consistency
and reduced ambiguity of the term nonconforming uses in the
City Code; this will come before the Planning Commission for
recommendation to the City Council; a workshop will be
scheduled in a few months.
COMMISSION CONCERNS
Moore Noted that Commissioner Kasalek will be missed and wished
her the best of luck;
• Stated he was very impressed by Chair Kozak's presentation
to the Council and all his accomplishments; it is great to have
him reappointed.
Puckett Congratulated Chair Kozak and Commissioners Moore and
Eckman on their appointments to the Commission;
• Agreed that Commissioner Kasalek has been a great
Commissioner and will be missed but is pleased she has
expressed interest in working with the Tustin Community
Foundation;
• Stated that he is participating for the fifth year in a row in the
100-hole golf marathon on May 16, a fundraiser for student
scholarships at Hope University; any support would be
appreciated.
Thompson • Offered congratulations to Chair Kozak and Commissioner
Moore;
• Indicated Commissioner Kasalek's contribution to the Planning
Commission has been great;

Thompson Stated he attended the OCTA Citizens Advisory Committee
continued meeting with Councilman Murray on March 15 and will provide
an update to the City Council shortly;
• Noted the close-out of the M-1 sales tax initiative on March 31;
the new one takes place April 1, and he will be attending that
at OCTA.
Kozak • Thanked staff for the workshop and the mitigation report;
• Noted there will be another tour of Hangar 28;
• Thanked Commissioner Kasalek for her years of service and
agreed with his fellow Commissioners that she will be missed;
• Indicated that Commissioner Puckett celebrated his birthday
yesterday, the first day of spring.
Kasalek • Reminded everyone that the Teacher of the Year Dinner is
coming up on May 6; she participated this afternoon in a
tasting event; it will be a great meal and a great time;
• Stated she is looking forward to working with the Tustin
Community Foundation;
• Asked if the City has any assistance that could be offered to
someone whose roof is in need of repair.
Director Indicated that there might be something; staff would need the
address.
Kasalek • Wished the Recording Secretary happy retirement since she
will not be here when that time comes;
• Thanked everyone again for the opportunity to serve on the
Planning Commission and stated her appreciation for the
dedication and wisdom of the Commissioners and staff;
• Noted she especially appreciated that there did not seem to be
any egos involved; it has been a team that works together well
and tries to put together what is best for the City, the
applicants, etc.; it has been a privilege to work in that
environment.
• Closed by indicating she will being seeing everyone around
town.
Kozak Stated that everyone was invited to share farewell conversation,
cake, and coffee honoring Commissioner Kasalek.
8:14 p.m. ADJOURNMENT
The next regular meeting of the Planning Commission is
scheduled for Tuesday, April 12, 2011, at 7:00 p.m. in the City
Council Chamber at 300 Centennial Way.
