A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING THE SUBMITTAL OF
THE JAMBOREE ROAD, WARNER AVENUE AND TUSTIN
AVENUE TRAFFIC SIGNAL SYNCHRONIZATION
PROJECTS TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER
THE COMPETITIVE MEASURE M2 REGIONAL TRAFFIC
SIGNAL SYNCHRONIZATION PROGRAM (PROJECT P)
WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program
(Project P) targets over 2,000 signalized intersections across Orange County to
maintain traffic synchronization, improve traffic flow, and reduce congestion across
jurisdictions; and
WHEREAS, the City of Tustin has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive revenues as part
of Measure M2; and
WHEREAS, the City of Tustin has currently adopted a Local Signal
Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master
Plan as a key component of focal agencies' efforts to synchronize traffic s'i'gnals across
local agencies' boundaries; and
WHEREAS, the City of Tustin will provide matching funds for each project as
required by the Comprehensive Transportation Funding Programs Procedures Manual;
and
WHEREAS, the City of Tustin will not use Measure M funds to supplant
Developer Fees or other commitments; and
WHEREAS, the City of Tustin desires to implement multi-jurisdictional signal
synchronization as listed below; and
WHEREAS, the City of Tustin supports the cities of Irvine, Fountain Valley and
Santa Ana, respectively, as lead agencies in the submittal of the synchronization
projects listed below;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that it hereby requests the Orange County Transportation Authority allocate funds from
the Regional Traffic Signal Synchronization Program (Project P) to participating cities in
the amounts specified in the applications for traffic signal synchronization projects along
the following streets: Jamboree Road, Warner Avenue and Tustin Avenue. Said funds
shall be matched by funds from the City of Tustin, as required, and shall be used as
supplemental funding to aid the City in signal synchronization along the project streets.
