STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE TUSTIN RANCH IRRIGATION UPGRADES CIP NO. 10064 SUMMARY Plans and specifications for the Tustin Ranch prepared and the project is now ready to be bid. Irrigation Upgrades CIP No. 10064 have been RECOMMENDATION It is recommended that the City Council adopt Resolution No. 11-26 approving the plans and specifications for the Tustin Ranch Irrigation Upgrades CIP No. 10064 and authorize the City Clerk to advertise and receive bids. FISCAL IMPACT $1,500,000 has been budgeted and appropriated in this Fiscal Year 2010-2011 Capital Improvement Program for this project utilizing Tustin Re-Assessment District 95-1 funds for maintenance projects within the District. DISCUSSION On November 17, 2009 City Council adopted Resolution No. 09-57 declaring a surplus in the Improvement Fund for Re-Assessment District No. 95-1 and authorized the transfer of surplus funds to a special Public Works Maintenance Account to be used for maintenance projects within the District. The proposed project includes upgrading improvements at various locations within the Tustin Ranch Landscape and Lighting District. The improvements include new points of connection, piping, valves, meter pedestals and irrigation controllers that are compatible with the City's centralized irrigation control system. The project will significantly improve the backbone irrigation system efficiency and decrease overall water usage. It is recommended that the City Council adopt Resolution No. 11-26 approving the plans and specifications for the Tustin Ranch Irrigation Upgrades CIP No. 10064 and authorize the City Clerk to advertise and receive bids. Stack, P.E. of Public Works/City Engineer Attachments: Resolution No. 11-26 RESOLUTION NO. 11-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE TUSTIN RANCH IRRIGATION UPGRADES CIP NO. 10064 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Tustin Ranch Irrigation Upgrades CIP No. 10064; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 1, Section 15301: Existing Facilities; and WHEREAS, this project is categorically excluded from the National Environmental Policy Act (NEPA) requirements; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Tustin Ranch Irrigation Upgrades CIP No. 10064 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 19th day of April 2011.
