MINUTES
REGULAR MEETING
TUSTIN PLANNING COMMISSION
APRIL 12, 2011
7:00 p.m. CALL TO ORDER

That the Planning Commission follow the procedures contained
in the staff report to elect a Chairperson and Chairperson Pro
Tem.
Motion: It was moved by Kozak, to select Chair Pro Tem Thompson as
Chairperson, seconded by Puckett. Motion carried 3-1. Moore
dissented.
Motion: It was moved by Chair Thompson to select Commissioner Puckett as
Chair Pro Tem, seconded by Kozak. Motion carried 4-0.

PUBLIC CONCERNS:
Harold Katzman, Tustin Imperial Townhomes Homeowners
Association, expressed his appreciation to staff and the Planning
Commission regarding the parking lot issues at Tustin Imperial; and,

stated there will be aground-breaking ceremony for which invitations
will be going out to the Commission and staff.
CONSENT CALENDAR
Approved 3. APPROVAL OF MINUTES -MARCH 22, 2011, PLANNING
COMMISSION MEETING.
Motion: It was moved by Puckett, seconded by Kozak, to approve the
Consent Calendar. Motion carried 4-0.
None PUBLIC HEARINGS:
Adopted 4. CONDITIONAL USE PERMIT 2011-06, A REQUEST TO
Resolution No. AMEND THE MASTER SIGN PLAN FOR THE TUSTIN AUTO
4171 CENTER WHICH WOULD ALLOW AN INCREASE IN SIGN
AREA AND MONUMENT SIGN HEIGHT WHICH DEVIATES
FROM THE TUSTIN CITY SIGN CODE. THIS PROJECT IS
LOCATED AT THE TUSTIN AUTO CENTER IN THE
PLANNED COMMUNITY COMMERCIAL ZONING DISTRICT.
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4171
approving Conditional Use Permit 2011-06.
The Public Hearing opened at 7:16 p.m.
Chair Thompson invited the applicant to the lectern.
Glenn Kashima, representing Tustin Toyota, stated background facts
about the Tustin Auto Center and thanked staff for their work on this
application.
The Public Hearing closed at 7:20 p.m.
General discussion ensued.
Motion: It was moved by Puckett, seconded by Kozak, to adopt Resolution No.
4171, with the modifications presented by staff. Motion carried 3-1.
Moore dissented.

5. STAFF CONCERNS
REPORT OF ACTIONS TAKEN AT THE APRIL 5, 2011, CITY
COUNCIL MEETING.

The Director offered congratulations to the new Chairperson and
Chair Pro Tem.
The Director stated as follows:
• the City Council held first reading of the Pacific Center East
Specific Plan amendment; the second reading will take place at the
next Council meeting, and Ordinance 1391 will take effect 30 days
from that date; and,
per the Planning Commission's recommendation, the City Council
received and filed the 2011 MCAS Tustin Mitigation Monitoring and
Reporting Program (MMRP); this report will no longer be required
on an annual basis, but only when there are significant items to
report.
COMMISSION CONCERNS
Moore . Offered congratulations to Chair Thompson and Chair Pro Tem
Puckett;
• Stated he attended the Quiet Zone presentation, which was very
impressive; thanked staff and past and present City Council
members who worked to make this happen;
• Thanked the City Council for their support in reappointing him to
the Planning Commission; he hopes to serve them well for the next
two years.
Puckett Offered his congratulations to Commissioners Kozak and Moore
on their reappointments and to Ken Eckman who will be attending
the next meeting; congratulated the new Chair and thanked the
members for choosing him as Chair Pro Tem;
• Reminded everyone that the Easter Egg Hunt, which is sponsored
by the City Parks and Recreation Department and the Tustin
Community Foundation, takes place Saturday, April 23;
• Noted he attended the Quiet Zone presentation at Red Hill Avenue
and the railroad tracks; this was quite an event; it is great to have
the trains go by without whistles making so much noise;
• Stated that Dick Shu and Tustin Acura will be celebrating their 25~'
anniversary next month; what a boon the Auto Center has been to
the City; he was around for the ground-breaking and all the
anniversaries, and it will be wonderful to be there for the 25tH;
congratulations to Dick Shu on reaching this milestone;
• Wished everyone a Happy Easter.
Kozak • Welcomed Erica Rabe to the meeting and thanked her for serving
as the Recording Secretary's "wing person" this evening;
• Offered congratulations to the Chair and Chair Pro Tem and to
Commissioner Moore on his reappointment;

Kozak continued . Stated he would see everyone at the Easter Egg Hunt;
• Reminded everyone the Yard Sale takes place this Saturday at the
Senior Center which benefits the Senior Center Fund and other
nonprofits;
• Added that he would like to make an adjournment request when
appropriate.
Thompson Added his congratulations and thanks; he looks forward to being a
part of another great Commission;
• Noted that he also attended the Quiet Zone presentation on March
24; during the event, it seemed surreal to have a train pass by
without any blasting of the horn;
• Attended the OCTA Board meeting on March 28 where they were
commemorating the closeout of the M-1 sales tax; it a very nice
event; congratulations to everyone involved;
• Stated he looks forward to the Easter Egg Hunt;
• Offered congratulations to the new shop in Old Town, I Dream of
France, which held a grand opening on April 7;
• Indicated that March 30 marked the end of the drought that was
declared in June 2008;
• Reminded everyone that the Tustin Preservation Conservancy Sin
Annual Awards dinner will be held Monday, April 25; the Tustin
Community Foundation volunteer event is scheduled for May 4 at
the Wilcox Manor;
• Asked staff for a future update on the informational packet that the
Planning Commission received this evening regarding the
"Neighborhoods of Tustin Town Center - A New Beginning Work
Plan";
• Deferred to Commissioner Kozak.
Kozak Asked that the meeting be adjourned in honor of his mother-in-law,
Lois A. Grenner, who passed away April 7; Lois was a loving mother
to Commissioner Kozak's wife, Cathy, and to her brother, Bill, and
grandmother to her grandchildren.
7:37 p.m. ADJOURNMENT:
The next regular meeting of the Planning Commission is scheduled
for Tuesday, April 26, 2011, at 7:00 p.m. in the City Council
Chamber at 300 Centennial Way.
