ATTENDANCE
PUBLIC INPUT -Members of the public may address the City Council on items on the
Closed Session Agenda.
CLOSED SESSION ITEMS -The Brown Act permits legislative bodies to discuss certain
matters without members of the public present. The City Council finds, based on advice
from the City Attorney, that discussion in open session of the following matters will
prejudice the position of the City in existing and anticipated litigation:

CONSENT CALENDAR ITEMS
All matters listed under the Consent Calendar are considered
to be routine and will be enacted by one motion without
discussion. Persons wishing to speak regarding Consent

APPROVAL OF MINUTES - REGULAR MEETING OF JOINT CITY
COUNCIUREDEVELOPMENT AGENCYlTUSTIN PUBLIC FINANCING

Recommendation: Approve the Action Minutes of the Regular Meeting of the
Joint City Council/Redevelopment AgencylTustin Public Financing Authority
held on May 3, 2011
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL

Recommendation: Approve Demands in the amount of $2,206,615.22 and
Payroll in the amount of $ 650,858.35.
3. AWARD CONTRACT FOR PARK RE-CAMPING CIP NO. 20066
Staff is requesting that the City Council appropriate additional capital project
funding and award the construction contract for the Park Re-Camping at Pine
Tree, Peppertree and Frontier CIP No. 20066 to the lowest
responsive/responsible bidder.
Recommendation: It is recommended that the City Council:
1. Appropriate and transfer $14,000 from undesignated/unappropriated
Park Development Fund (Fund 131) to the capital project budget for Park
Re-Camping, CIP No. 20066; and
2. Award the construction contract for the Park Re-Camping at Pine Tree,
Peppertree and Frontier CIP No. 20066 to the lowest
responsive/responsible bidder, Anderson-Howard Electric, in the amount
of $121,978, and authorize the Mayor and the City Clerk to execute the
contract documents on behalf of the City.
4. AMEND KELLER DRIVE PARKING RESTRICTIONS
In response to a request made by the Mandevilla Condominium Complex, staff
is requesting the City Council to amend parking restrictions on the north side of
Keller Drive to allow parking on Friday nights to accommodate programs. at the
Tustin Sports Park while reducing parking encroachments/violation within the
adjacent private condominium complex.
Recommendation: It is recommended that the City Council amend Keller Drive
parking restrictions to allow parking on the north side of Keller Drive on Friday
nights in addition to allowing parking during weekends, holidays, special events
and for thirty minute intervals on weekdays.
5. QUARTERLY INVESTMENT REPORT
Government Code Section 53646 requires that the Treasurer make an
Investment Report to the City Council at least quarterly showing balances by
authorized investment and certifying its compliance with the adopted Investment
Policy.
Recommendation: Receive and file.
6. STATUS REPORT ON REDEVELOPMENT AGENCY PROJECTS SUMMARY
Redevelopment Agency staff provides on a monthly basis an update of
redevelopment related projects.

7. COUNCIL MEMBER IPAD POLICY
Recommendation: Pleasure of the Council.
8. JOHN WAYNE AIRPORT NOISE ABATEMENT QUARTERLY REPORTS
This report transmits two John Wayne Airport Noise Abatement Quarterly
Reports for the third and fourth quarters of 2010. The average noise level
measured at monitoring station NMS 10N, located at Columbus Tustin Middle
School on Beneta Way, remained relatively constant during the third and fourth
quarters. Average noise levels during both quarters remained below the City,
County, and State criteria of 65 dB Community Noise Equivalent Level (CNEL)
for residential uses.
Recommendation: That the City Council receive and file this report.
REGULAR BUSINESS ITEMS

proposals for new legislation or items requiring discussion.

9. SET DATE FOR FISCAL YEAR 2011-12 BUDGET WORKSHOP
Staff is requesting that the City Council schedule a Budget Workshop for Fiscal
Year 2011-12. The draft budget will be submitted to the City Council prior to the
budget workshop.
Recommendation: Pleasure of the City Council
10. CITY MANAGER RECRUITMENT
Recommendation: That the City Council authorize Teri Black & Company
(search firm) to proceed with recruitment of a City Manager pursuant to the
terms of the agreement executed by the City and search firm in July 2010.
11. LEGISLATIVE REPORT
At this time, the City Council may take the opportunity to discuss current
legislation of interest.
