SUBJECT: AWARD CONTRACT FOR PARK RE-CAMPING CIP NO. 20066
SUMMARY
Staff is requesting that the City Council appropriate additional capital project funding and award the
construction contract for the Park Re-Camping at Pine Tree, Peppertree and Frontier CIP No.
20066 to the lowest responsive/responsible bidder.
RECOMMENDATION
It is recommended that the City Council:
Appropriate and transfer $14,000 from undesignated/unappropriated Park Development
Fund (Fund 131) to the capital project budget for Park Re-Camping, CIP No. 20066; and
2. Award the construction contract for the Park Re-Camping at Pine Tree, Peppertree and
Frontier CIP No. 20066 to the lowest responsive/responsible bidder, Anderson-Howard
Electric, in the amount of $121,978, and authorize the Mayor and the City Clerk to execute
the contract documents on behalf of the City.
FISCAL IMPACT
The projected is funded through the Federal Community Development Block Grant (CDBG)
program year 2010-2011. $120,000 has been budgeted and appropriated in this Fiscal Year 2010-
2011 Capital Improvement Program for this project. The additional $14,000 is necessary to cover
the actual bid amount and any potential change or unforeseen work.
DISCUSSION
The proposed project will replace the existing high pressure sodium (HPS) and metal halide
lighting fixtures with more energy efficient light emitting diode (LED) fixtures at Pine Tree,
Peppertree and Frontier parks. All three parks fall within the City's CDBG enhancement area.
Currently, most parks in the City utilize HPS and metal halides that were considered to be durable
and efficient at the time of installation. LED lighting technology has improved and is now available
with longer life cycles, lower .energy consumption, improved maintenance characteristics, and a
higher quality of light produced that improves color and visibility.
Formal bids were publicly opened on April 26, 2011 and reviewed by Public Works. Eight (8) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Anderson-Howard
Electric and has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract for the Park Re-Lamping
at Pine Tree, Peppertree and Frontier CIP No. 20066 to the lowest responsive/responsible bidder,
Anderson-Howard Electric, in the amount of $121,978, and authorize the Mayor and the City Clerk
to execute the contract documents on behalf of the City.
