SUBJECT: CITY MANAGER RECRUITMENT
RECOMMENDATION
That the City Council authorize Teri Black & Company (search firm) to proceed with
recruitment of a City Manager pursuant to the terms of the agreement executed by the
City and search firm in July 2010.
FISCAL IMPACT
There will be no professional fee paid to the search firm. The City will be responsible for
actual direct expenses up to $7,000.00 (advertising, brochure design and printing,
consultant travel, etc.) incurred by the search firm.
DISCUSSION
As the City Council's City Manager Recruitment Committee, we have met with the
search firm to discuss how the recruitment would proceed. The search firm's agreement
with the City last year provided a placement guarantee which obligates the search firm
to secure a replacement at no cost (except direct expenses) in the event the appointed
City Manager candidate terminates for any reason before completion of the first two
years of service.
Based on our discussions with the search firm, we believe it would be in the City's
interest to authorize the search firm to proceed with recruitment. As the recruitment
proceeds, there will be further discussions with the search firm about ways the
recruitment process can be improved. This would include how to develop the profile for
ideal candidates for the City Manager position, the interview process and how
background checks for the final candidate are conducted.
