STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD CONTRACT FOR THE RAWLINGS RESERVOIR REPLACEMENT - PHASE I DEMOLITION PROJECT CIP 61036 SUMMARY Staff is requesting that the City Council award the construction contract for the Rawlings Reservoir Replacement - Phase I Demolition Project CIP 60136 to the lowest responsive/responsible bidder, and appropriate $900,000 from the un-appropriated Bond proceeds in the Water Capital Fund to the project. RECOMMENDATION It is recommended that the City Council: Appropriate $900,000 from the un-appropriated Bond proceeds in the Water Capital Fund to the Rawlings Reservoir Replacement Project CIP 60136 to cover the costs of the Phase I Demolition Project, Construction Management Services, asbestos and lead paint abatement oversight compliance, and additional geotechnical/engineering services required for the Phase II design modifications; and 2. Award the construction contract for the Rawlings Reservoir Replacement - Phase I Demolition Project CIP 60136 to the lowest responsive/responsible bidder, Insight Environmental, Engineering & Construction, Inc., in the amount of $499,786.00, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT This project is included in the Fiscal Year 2010-2011 Capital Improvement Program Budget with construction originally scheduled for the Fiscal Year 2011-2012 Capital Improvement Budget, pending the sale of Water Revenue Bonds. The sale of 2011 Water Revenue Bonds was approved by the City Council on May 3, 2011 and the City received bond proceeds on May 25, 2011. The cost for the Phase I Demolition is included in the overall construction cost. The additional budget appropriation of $900,000 consists of $550,000 for Phase I Construction and contingency, $150,000 for Phase I Construction Management provided by Butier, including asbestos and lead paint abatement oversight compliance provided by National Econ, and $200,000 for additional geotechnical/engineering services for Phase II Design Modifications with Tetra Tech Engineers and Leighton Geotechnical. DISCUSSION The proposed Phase I project includes removal of the existing reservoir including its roof, columns, beams, sidewalls, liner, and abatement of asbestos and lead containing materials. Six (6) bids were received and are summarized below by order of least dollar amount: • Insight Environmental, Engineering & Construction, Inc ............... $ 499,786.00 • California Building Evaluation & Construction, Inc ....................... $ 504,090.00 • Minako America Corporation ................................................ $ 634,000.00 • Marcor Environmental LP .................................................... $ 696,195.00 • Castlerock Environmental, Inc ............................................... $ 699,811.00 • J&G Industries, Inc ............................................................. $ 732,757.00 Staff has reviewed the references and the State Contractor's License for Insight Environmental, Engineering & Construction, Inc. and has determined that they are appropriate for the subject project. It is recommended that the City Council appropriate $900,000 from the un-appropriated Bond proceeds in the Water Capital Fund to this project and award the construction contract for the Rawlings Reservoir Replacement - Phase I Demolition Project CIP 60136 to the lowest responsive/responsible bidder, Insight Environmental, Engineering & Construction, Inc., and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
