Based on observing the Finance Department over two
years the following conclusions were made:
There is a need for formally trained professional
o
accounting staff.
There is a need for staff dedicated to the supervision of
o
customer service both internally and externally.
There is a need for redistribution of work and cross
o
training amongst the Accounting Specialists and Senior
Accounting Specialists.

The Finance Department Reorganization Plan addresses
areas of concerns by the following job position changes:
The creation of an Accountant position and a Customer
o
Service Supervisor.
Reclassification of the Senior Finance Analyst to an
o
Administrative Services Manager.
The elimination of funding for the Accounting
o
Supervisor position, one Senior Account Specialist, and
on Information Technology Intern.
The elimination of the part-time Business License
o
Technician.

Due to limited financial resources, this reorganization plan:
Helps ensure the Finance Department is efficient and
o
meeting the City’s financial accountability needs without
increasing costs.
Ensures work is distributed evenly through cross
o
training and the addition of the Accountant position.
Provide skilled employees opportunities for
o
advancement.
