MINUTES OF A SPECIAL MEETING OF THE
TUSTIN CITY COUNCIL HELD ON SEPTEMBER
6, 1952
Said meeting was called to order at the hour of 9:15
A. M. in the office of the Miller Iron Works, 115
West First Street, Tustin, California, pursuant to
written waiver of notice of the time, place and pur-
~.,_ pose of the special meeting.
COUNCILMEN PRESENT: Humeston, Miller, Gray, Teter,
Bacon.
CITY ATTORNEY: C. Arthur Nisson, Jr., was pre-
sent and acted as temporary
clerk at the direction of the
Mayor.
After discussion concerning the applicants for the
., position of Chief of Police of the City of Tustin it
r' was moved by Teter, seconded by Gray, to employ Elmer
", Johansen at a salary of X375.00 for three months
probation period, and that if said probation period
was satisfactorily passed by Elmer Johansen that an
~- additional raise in salary would be given. The mo-
tion was unanimously carried.
Thereafter Resolution No. 316 was regularly moved
and seconded to appoint a Chief of Police and Street
Superintendent was adopted.
It was duly moved by Teter, seconded by Miller,. and
carried,that the Council meet in an executive session
with the new Chief of Police Elmer Johansen to dis-
cuss plans, methods of operation and policy for the
i~-_ Police Department.
Meeting was adjourned on motion of Councilman Miller,
seconded by Bacon.
