JORDAN, CHIEF OF POLICE SUBJECT: TRANSFER OF CURRENT AUTOMATED EXTERNAL DEFIBRILLATORS FROM THE POLICE DEPARTMENT TO THE PARKS AND RECREATION DEPARTMENT SUMMARY: As part of the FY 2011/2012 budget, the Police Department has been authorized to purchase ten new automated external defibrillators (AED's). It is proposed that once the new AED's are put into service, the remaining seven functional AED's and additional supplies be transferred to the Parks & Recreation Department to be placed and utilized at various City facilities. RECOMMENDATION: That the City Council approves the transfer of seven AED's and supplies from the Police Department to the Parks and Recreation Department. FISCAL IMPACT: None BACKGROUND Approximately twelve years ago, the Police Department purchased and began utilizing eleven HeartStart AED's for use when providing First Aid and CPR. Over the years, the AED's have been successfully used to save the lives of members of the community. Due to age, four of the devices have begun to malfunction and have become inoperable. These devices are also not compatible with the devices used by Orange County Fire Authority (OCFA), which provides primary emergency medical service to the community. Automated External Defibrillators September 6, 2011 Page 2 of 2 In order to ensure the Police Department has state-of-the-art AED's and a sufficient number for field use, and as part of the FY 201112012 budget, the Police Department received approval to purchase ten new Zoll AED's. These new AED's have many advantages, including the compatibility with the equipment used by the OCFA, ability to provide CPR instructions during the incident, and the ability to track the usage of the AED's. Over the past several years, the Police Department's First Aid & CPR Staff has trained Parks and Recreation Department personnel in providing first aid as a part of their regular duties. In order to continue utilizing the remaining seven functional HeartStart AED's, the staff from the Police and Parks and Recreation Departments proposes transferring the devices and all additional supplies (extra batteries & pads} to the Parks and Recreation Department so they may be placed and utilized at various City facilities. In addition, the Police First Aid & CPR personnel will provide refresher training on the AED's to the Parks & Recreation staff. :,-,~ { SCOTT M. JORDAN Chief of Polio pA~ID A.
