WILSON, DIRECTOR OF PARKS AND RECREATION SUBJECT: REDUCTION IN PARK RENTAL FEES FOR NON-PROFITS SUMMARY: At their July 5, 2011 budget workshop the City Council directed staff to return to a future City Council meeting with information regarding reducing park rental fees by thirty percent (30%) for local non-profit groups. RECOMMENDATION: Pleasure of the City Council. FISCAL IMPACT: Reducing the park rental fees by thirty percent (30%) for local non-profit groups would decrease revenues to the general fund by approximately $8,137.20. (Review attached information regarding non-profit group park use.) DISCUSSION: Historically, local community groups and non-profit organizations have solicited the City Council for monetary contributions, facility fee waivers and city labor cost waivers to subsidize their special programs and activities. During a March 20, 2007 special meeting regarding community funding the City Council decided to phase-out subsidizing community groups and local non-profit groups by reducing the level of community funding by twenty-five (25%) each fiscal year and forwarding community funding requests thereafter to the Tustin Community Foundation for consideration. On August 4, 2009 the City Council adopted Resolution No. 09-44 eliminating direct contributions, facility fee waivers and city labor costs waivers as solicited by community groups and non-profit organizations. Most recently, at the July 5, 2011 budget workshop Mayor Pro-Tem, John Nielsen requested staff to provide the City Council with information regarding reducing park rental fees for non-profit groups. In moving forward with this new request from the City Council of reducing park rental fees for non-profits, staff would need direction of when the reduction of park rental fees wobe effective nd the duration of the fee reductions.
