Present: Bacon, Sheridan, Mitchell, Mueller, Morris, Smith, Gibbons Absent: None City Attorney Rourke, present City Engineer Carlsen, present City Planner Remland, present Moved by Morris, seconded by Sheridan that minutes of March 25th and April 8th Meetings be approved as mailed and received. Carried. Hearing on Zone Change Application No. 63-119 of Edna Scott to rezone property at 17252 E. McFadden Street from "U" to C-1 Zone opened at 7:32 P.M. Correspondence from County Building & Safety and County Planning Com- mission read by clerk. Mr. Remland explained location and reason for request and recommended said chan~e. ,. Those present speaking in favor of change: Mr. C. Mullaney Mrs. E. Scott Those present objecting to change: Carl Ziegler, 15762 California Street G. Cannon, 15742 California Street The~ being no further comments or objections, the Hearing was declared closed at 7:40 P.M. Moved by Smith, seconded by Mitchell that Resolution No. 635, recommending the approval that Zone Change Application No. 63-119 be passed and adooted. Carried by roll call, all members voting Aye. Hearing on Zone Change Application No. 63-120 of Charles Greenwood to rezone property on North side of McFadden Street between Newport Freeway and Williams Street from "U", R-4 and R-3 zones to PD, R-3 and C-1-P Zones opened at 7:45 P.M. Location of property explained by Mr. Remland. Corres- pondence from County PlanningCommission and Department of Building & Safety read. Mr. C. Greenwood and Mr. Windolph presented justifica- tions and reasons for request. Those present in favor of change: Mr. C. White Mr. M. L. Bose There being no objections or further comments, the Hearing was declared closed at 8:25 P.M. Mr. Mueller asked if there had been any promises as to zoning at the time of the annexation and was assured by Mr. Greenwood that there were not. Moved by Mueller, seconded by Smith that Resolution No. 636, recommending the approval of changes requested in Application 63-120 be passed and adopted. Carried by roll call, all members voting Aye. 27c . ZC 63-121 ORRISON STEEN ZC 63-122 CRAWFORD M. MULLANEY ZC 63-123 ALEX FIS~MAN Hearing on Zone Change Application No. 63-121 of Orrison Steen to rezone property at 14062 S. Yorba Street from R-1 to PD Zone opened at 8:30 P.M. Mr. Remland explained location of property, use of surrounding area and existence of stub street to the East and recommended property remain in R-1 Zone. Mr. William Swank presented proposed plans. Those present objecting to said change: Mr. Ken Nelson Those in favor of change: Mr. Jess Stafford Mr. Bob Elsworth There being no further comments or objections, the Hearing was declared closed at 8:50 P.M. Moved by Smith, seconded by Sheridan that Resolution No. 637, recommending to Council that Zone Change No. 63-121 be denied, be passed and adopted. Carried by roll call, all members voting Aye. Hearing on Zone Change Application No. 63-122 of Crawford M. Mullaney to rezone property at 1801 S.E. San Juan from "U~ to PD zone opened at 8:54 P.M. Mr. Remland explained location and sue of surrounding property. Application and correspondence from County Depart-ment of Building & S~.fety read. Mr. C. Mullaney spoke in his own behalf. Mr. Jack Gould spoke objecting to any two-story development. There being no further comments or objections, the Hearing was declared closed at 9 P.M. Moved by Smith, seconded by Mueller that Resolution No. 638, recommending to the Council that Zone Change Application No. 63-122 be denied, be passed and adopted. Carried by roll call, Ayes: Bacon, Sheridan, Mitchell, Mueller, Smith, Gibbons. Abstained: Morris. Hearing on Zone Change Application 63-123 of Alex Fishman to rezone property between Newport and Tustin Avenue from M to R-3 zone opened at 9:10 P.M. Mr. Remland explained location and zoning and use of surrounding property and effect of proposed on and off ramps of Newport Freeway. Application and correspondence from Department of Building and Safety read. Mr. A. Fishman presented aerial photo and explained plans and justification for change. Those present with comments or questions: Mr. G. Williams Mr. D. Hefner There being no objections or further comments, the Hearing was declared closed at 9:23 P.M. Moved by Sheridan, seconded by Mueller that action on ZC 63-123 be deferred to next regular meeting for 63-128 R. AUNGER RESOLUTION NO. 639 UP 63-137 WM. D. PROUT UP 63-138 CAPITAL ALLIANCE FOSTER ART BOOKS CASE 640 CASE 639 further study. Carried. Mr. Smith voting No. Continued Hearing on Variance Application No. 63-128 of R. Augner to permit light manufacturing, display and retail sales of furniture in front 40 feet of building at 125 W. Main Street, opened at 9:45 P.M. Mr. Remland explained location and existing use in rear of building and recommended approval of application subject to the following: 1. Variance not to exceed three years. 2. Approved dust collector be installed and that the electrical system be inspected to determine added load.' There being no objections or comments, the Hearing was closed at 9:48 P.M. Moved by Smith, seconded by Mitchell that Resolution No. 639, recommending to the Council that Variance No. 63-128 be granted subject to recommendations of Mr. Remland, be passed and adopted. Carried by roll call, all members voting Aye. Hearing on UP No. 63-137 of Wm. D. Prout, opened at 9:50 P.M. Moved by Morris, seconded by Sheridan that Hearing on UP 63-137 be continued to May 13th regular meeting. Carried. Hearing on UP 63-138 of Capital Allaince opened at 9: 52 P.M. Moved by Mitchell, seconded by Sheridan that UP 63-138 be continued to May ¥3+h. ~gular meeting. Carried. Mr. Morris abstained. Plans for additional building of Foster Art Books in the PM Zone, 6th Street, presented. Mr. Putnam presented renderings. Moved by Smith, seconded by Morris that architectural plans of Foster Art Books be approved as presented. Carried. Study and discussion of Zone Change Application of Ro Huffman and the surrounding area continued. Moved by Mueller, seconded by Sheridan that this Commission request that the County Planning Commission defer action on UV 5138 until a study between the County and the property owners is completed and respectfully requests that the Tustin Planning Staff be advised of findings and this Commission be given further consideration in this matter. Carried. Moved by Smith, seconded by Mitchell that the County Planning Commission be advised that this Commission has no objections to Case 640, Sectional District Map 9-5-9, Exhibit P. Carried. Moved by Smith, seconded by Mitchell that County PlanningCommission be advised that this Commission has no objections to Case 639, Sectional District Mao 9-5-9, Exhibit "O". Carried. Moved by Mueller, seconded by Sheridan that corres- pondence be received and filed. Carried. Moved by Smith, seconded by Sheridan that Mr. Remland make a study of all "U" zoned property in the City and submit recommendations for proper zoning. Carried. Moved by Mueller, seconded by Mitchell that Mr. Remland draft an amendment to PD zoning Ordinance and submit to the attorney for approval and to Planning Commission for study and recommendations.
